Expertise France, the French international technical cooperation agency, hereby invites tender proposals for the Provision of outsourced services for Monitoring and Field outreach under the EU4Reconstruction project.
Expertise France is France’s international technical cooperation agency, supporting the implementation of public policies across various sectors, including governance, economic development, healthcare, and education. The agency operates under the joint supervision of the French Ministry for Europe and Foreign Affairs and the Ministry of Economy and Finance, providing technical expertise for projects worldwide.
EU4Reconstruction is a €37 million Team Europe Initiative (TEI) launched by the European Union alongside Denmark, Germany, France, and Lithuania to support the recovery and reconstruction of Ukraine [Source: ToR, Page: 1]. The initiative aims to strengthen governance, improve public investment management, enhance coordination across all levels of government, and promote EU values.
Procurement Objective
The objective of this assignment is to put in place an evidence-based monitoring system via outsourcing professional MEAL services, including systematic field visits and reporting. In addition, the service provider will conduct field outreach and support the establishment of new partnerships in Ukrainian regions prioritized for reconstruction.
Key Tender Parameters:

Subject of Procurement: Outsourced services for Monitoring and Field outreach.

Track 1 – Monitoring support: Tracking indicator progress for Output 4, data validation, supporting grantees, and conducting field visits.

Track 2 – Field outreach: Conducting outreach to identify local civic actors, community groups, and CSOs willing to engage in reconstruction oversight.

Total Estimated Input: 120 person-days, up to the end of July 2028.

Location: Kyiv and 10 frontline regions of Ukraine.

Language of Service/Reporting: English and Ukrainian.
Bidder Requirements:

A minimum of 3 years of proven professional experience in Monitoring, Evaluation, Accountability and Learning (MEAL).

Submission of a portfolio of relevant assignments completed within the last 3 years.

Propose a team of at least two (2) qualified MEAL experts (with CVs submitted).

Legally registered in eligible countries and operational/authorized to provide services in Ukraine.

Previous experience providing MEAL services for projects involving media, journalists, or CSOs is considered an advantage.
