Просимо звернути увагу на те, що Компанія «Менеджмент Сістемс Інтернешл» не сплачує ПДВ, оскільки є компанією-нерезидентом, виконавцем проєкту (програми) міжнародної технічної допомоги та користується пільгами щодо оплати ПДВ.

Request for Quotations

1. Instructions to Offerors

To be considered for award, offerors must respond to all the requirements of this Solicitation.

 Offerors are advised to review this document and the information provided, particularly the following sections, which are required for successful submission of proposals.

• Prerequisites: All offerors interested in submitting proposals in response to this RFQ must review and accept the requirements listed in the “Prerequisites” section of this business opportunity.
• Submission: Please submit your detailed price quotation on company letterhead via GRUMP for this opportunity.
• Items: After uploading your quotation in the “Submission” section, please enter the details of your quotation in the “Items” section.
• Offerors unable to use MSI GRUMP may submit via email or hard copy to [email protected] completing Section IV of this document and including as a part of your quotation.

1. Type of Award

MSI intends to award a Firm Fixed-Price Purchase Order as a result of this RFQ, though other contract types may be employed if required.

       2. Selection Criteria

MSI will make an award decision on the basis of the lowest priced of the technically acceptable (meets or exceeds the stated technical specifications) quotations received.

      3. Other Guidelines and Notices

The following conditions, guidelines and notices are included to assist you in preparing a competent proposal. All of them should be reflected in your submission.

Pricing

Please address all requirements in the RFQ in your price quotation. Quotes must be inclusive of all costs, exclusive of VAT. The only circumstance under which MSI will accept any price changes from what is included in the Offeror’s quotation or will accept additional charges beyond what is included in the proposal, is if MSI modifies the requirements in writing to all prospective offerors.

All proposed prices and delivery dates shall be valid for a period of ninety (90) days following the date of submission, unless otherwise clearly specified by Offeror.

Source and Nationality (USAID)

The USAID authorized geographic code for the procurement of goods and services under MSI’s contract is 937: The United States, the cooperating/recipient country, and developing countries other than advanced developing countries, but excluding prohibited sources.  A current list of eligible countries and further information on Source and Nationality may be found at www.usaid.gov/ads/policy/300/310.

Offerors must agree that no services will be rendered through a service provider in any foreign policy restricted country or any designated “prohibited source”. To be considered for award, offerors must complete the Section IV – Source Nationality Certification of this document.

Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment (Aug 2020)

1. Definitions. As used in this clause—

• Covered foreign country means The People’s Republic of China.
• Covered telecommunications equipment or services means equipment produced or services provided by the following companies or their subsidiaries/affiliates: Huawei Technologies Company, ZTE Corporation, Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company. Also included in this definition are telecommunications or video surveillance equipment or services produced or provided by an entity reasonably believed to be owned or controlled by, or otherwise connected to, the government of a covered foreign country.

1. Prohibition. U.S. regulation prohibits procuring or obtaining or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. The subcontractor is prohibited from providing to MSI any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless an exception or waiver is provided my MSI.

• Reporting requirement. In the event the subcontractor identifies covered telecommunications equipment or services during subcontract performance, or the Contractor is notified of such by a subcontractor at any tier or by any other source, the Contractor shall inform MSI within one business day from the date of such identification or notification and await further instruction.

Modification and Withdrawal of RFQ

MSI reserves the right to modify by written notice the terms of this RFQ at any time in its sole discretion.  MSI also reserves the right to withdraw this RFQ at any time—with or without statement of cause—prior to actual award.

Multiple Awards and No Obligation to Award

MSI reserves the right to issue more than one award.  MSI also reserves the right to make an award on any item for a quantity less than the quantity proposed, at the unit prices proposed, unless the Offeror specifies otherwise in the proposal.

MSI may reject any or all offers or not award a contract under this RFQ if such action is in the best interests of MSI, its client, or the Host Country.  MSI may also waive informalities and minor irregularities in offers received, should such actions be in the best interest of MSI, its Client, or the Host Country.

Questions

Any questions or clarifications must be submitted via the “Q&A Board” in MSI’s GRUMP system by the due date for questions/clarifications listed in the above “Summary” table. Responses to questions received shall be shared with all interested parties via email or the GRUMP Q&A Board forum.

1.      SPECIFICATIONS

MEASURE project, implemented by Management Systems International, requests quotations office furnishings. A full detailed scope of the services required is below. Offerors are expected to deliver these items beginning of November 2023.

Offerors will source and deliver the following furnishings to the fifth floor of 15A Ivana Franka Street, Kyiv, Ukraine.

This will include:

1. Workstations:
   • Desks: 20 desks (20), standard desk size of approximately 120cm (length) x 60cm (width)
   • Chairs: 20 Ergonomic chairs with adjustable features and comfortable padding
   • File cabinet: three (3) large file cabinets with lock
   • Cupboard: Twenty (20) cabinets under office desks
2. Collaborative Areas:
   • Conference table(s): A large table with a length of approximately 300cm (10ft) to accommodate twenty participants.
   • Chairs: Twenty (20) chairs with armrests that fit around conference table.
   • Conference table (s): A small round table with a length of approximately 137 cm (4’6ft) to accommodate six participants.
   • Chairs: Six (6) chairs with armrests that fit around small round conference table.
   • Set of Sofa: One (1) (approx. см 1900x900x750)

Please include the following information in your quotation:

• Detailed description of each including dimensions, materials, colors, and any available customization options, photos.
• Source country information of all furnishings must be included in bid.
• Unit prices for each item, including any applicable taxes or fees exclusive of VAT.
• Delivery timelines and any additional charges associated with delivery and installation.
• Warranty information for the furniture items.
• Any other relevant terms and conditions.

Offerors must provide costing information inclusive of all fees, and exclusive of VAT. Costing should reflect the cost of delivery or other applicable fees.

Source, Nationality, and Availability for Purchase

Offerors are required to submit information regarding the nationality of the firm for both commodities and services (Section A).  In addition, for commodity solicitations, the Offeror is required to also provide Source information regarding the commodities required in the solicitation and confirm that they have the commodities available for sale at the time of purchase (Section B).

Note: If the commodities are available for immediate purchase, their source is the country in which the commodities are to be purchased.  For example, if computers are available in a store in Indonesia for immediate purchase, the source of the commodities is Indonesian.
