Job Summary:  

The Program Coordinator (national staff only) serves as the head of the program department, providing technical and programmatic leadership to ensure rapid, scalable and high-quality activities. Under the supervision of the Deputy Response Coordinator, the incumbent will fill a meaningful role on the response team in country supervising the program technical leads and supporting all aspects of program activities from the country office, as well as program support functions related to the project.  The Program Coordinator will assist the Deputy Response Coordinator in ensuring the organization’s emergency programming is responsive to the needs of conflict- and disaster-affected populations, targeting the most vulnerable communities.  

Accountabilities: 

  • Responsible for on-site humanitarian response including management of programs, personnel, business development, external representation and transition planning. 
  • Supervise and mentor field staff including technical leads, monitoring and evaluation, and others at the field level to build a great foundation for emergency programming. 
  • Lead and coordinate field assessments of emergency needs and support with the development of a response strategy in collaboration with host country government, the UN system, other humanitarian organizations in partnership with the Crisis Response Team (CRR). 
  • Design, develop, resource (people and funds) and implement emergency response programs that meet the near and longer-term program objectives needs of an affected community. 
  • Support the program department with all required reporting including, but not limited to donor, Cluster, and local government 
  • Be responsible for quality and consistency of programs through on-site monitoring to ensure and improve program efficiency and quality. 
  • Coordinate with peer agencies, local governments, donors and other collaborators to influence responses to promote delivery of inclusive and high-quality humanitarian services. 
  • Ensure compliance with FHI 360 and donor policy, procedures and practices throughout the program; recommend country or emergency specific policy/procedures as the need arises. 
  • In coordination with the Deputy Response Coordinator and in partnership with the CRR team, address programmatic issues; make recommendations for corrective actions and implement solutions. 
  • Conducts analysis of program implementation to identify areas for improvement and propose appropriate technical strategy, and guidelines. 
  • Provide leadership and team building. 

 Applied Knowledge & Skills: 

  • Knowledge and application of Core Humanitarian Standards (CHS) and Sphere standards and Red Cross/NGO Code of Conduct. 
  • Experience working with US government funding and proficient in USG regulations  
  • Experience with UN funding, FCDO, and private foundation funding preferred. 
  • Certification in project management preferred.  
  • Demonstrated experience in multi-sector project management and implementation.  
  • Demonstrated work planning and scheduling, staff development and capacity building experience.  
  • Demonstrated experience in leading and running complex projects that are strategic in nature and national/international in scope.  
  • Must be able to read, write, and speak proficiently in Ukrainian and English

  • Builds productive working relationships with country office and HQ staff. 
  • Decisions may affect a work unit or area within a department. 

Supervision Given/Received: 

  • Collaborates and works closely with the Field Coordinators, Operations Coordinator, and Humanitarian Access and Security Coordinator 
  • Supervises the program department technical leads 
  • May provide mentorship to other lower-level personnel. 
  • Reports to the Deputy Response Coordinator 

 Education: 

  • Bachelor’s Degree or its International Equivalent – Economics, Education, Environment, Health, Human Development, Information Science, International Development, Social Sciences or Related Field. 
  • Master or other advanced degree preferred. 
  • Certificate in Project Management preferred 

 Experience: 

  • Progressive and significant experience 5-8 years in humanitarian programs and/or emergency repose, mainly in integrated health projects; including 5+ years of management experience in an NGO environment, with at least 3 years of significant field operations experience running both emergency and/or early recovery programming.  
  • Experience working in high-risk conflict affected areas required. 
  • Experience establishing startup operations and closing out operations 
  • Familiarity with area based management operational structure  
  • Proficiency with database management software and on-line search tools required. 
  • Sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas. 
  • Articulate, professional, and able to communicate in a clear, positive fashion with clients and staff. 
  • Prior work experience in a non-governmental organization (NGO), government agency, or private company of progressive program management experience in humanitarian assistance or related industry experience in a relevant technical area. 
  • Ability to cope with stressful situations and work with limited resources. 

 Typical Physical Demands: 

  • Typical office environment. 
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard. 
  • Ability to sit and stand for extended periods of time. 
  • Ability to lift 5-50 lbs. 

 Technology to be Used: 

  • Personal Computer, Microsoft Office 365 (i.e. Word, Excel, PowerPoint, e-mail), office telephone, cell phone and printer/copier. 

Travel Requirements: 

  • Greater than 25%
