Position Summary
The Communications Manager will strengthen the communications team of the Ministry of Health of Ukraine, focusing on building the communication strategy, developing, and enhancing the communication capacity of the rehabilitation direction.
This role aims to ensure clear, consistent, and impactful communication of the Ministry’s rehabilitation policies, reforms, and services to both public and professional audiences.
The specialist will work offline at the Communications Office of the Ministry of Health of Ukraine in Kyiv, in close coordination with donor projects and other partners.
The position is full-time.

Expected Duties and Responsibilities
• Lead and coordinate all communication activities related to the rehabilitation direction within the Ministry of Health.
• Act as an “internal journalist” — gather, verify, and structure information about rehabilitation initiatives, programs, and reforms.
• Develop and implement the communication strategy and long-term communication plan for the rehabilitation direction.
• Strengthen communication capacity and visibility of rehabilitation at national and regional levels.
• Translate expert insights and technical updates into clear and engaging messages for diverse audiences.
• Create and execute communication campaigns in cooperation with partners, donor projects, and the NHSU.
• Produce high-quality written materials — news, press releases, social media posts, articles, and human stories.
• Monitor media and social networks to identify opportunities, trends, and potential communication risks.
• Coordinate work with designers, video teams, and social media managers to ensure timely and coherent content delivery.
• Organize media events, interviews, video recordings, and public communications involving rehabilitation experts and officials.
• Build and maintain relationships with journalists, influencers, and professional associations in the healthcare and rehabilitation sectors.
• Support spokespersons and experts — prepare briefings, talking points, and media materials.
• Report on communication results and media coverage, providing insights for improvement.
Minimum Qualifications
• Strong understanding of strategic communication principles and stakeholder engagement.
• Excellent writing skills with the ability to create impactful content across various formats, from press releases to keynote speeches.
• Deep knowledge of media operations and experience working with journalists.
• Expertise in leveraging social media for effective communication.
• Experience collaborating with speakers and experts, extracting key insights, and preparing them for public appearances.
• Ability to work with high-profile individuals, including senior officials, celebrities, and experts, and manage collaborative communication efforts.
• Strong interpersonal skills to listen, persuade, and adapt approaches based on the situation.
• Agility in responding to changes and managing crises or emerging challenges.
• Creative problem-solving and idea generation aligned with communication goals.
• Proficiency in delegating tasks and monitoring their completion.
• High levels of self-organization and personal efficiency.
