Job Title: Grant Writing and Project Management Expert.
Project Name: Recovery for All (RFA).
Location of Position: Hybrid, with partial need to participate in offline meetings in Kyiv and visits to the partner municipalities.
Reporting to: RFA Deputy Director, Municipal Development Team Lead.
Remuneration: Fees are subject to negotiation and shall not exceed established market rates.
Indicative LOE/Time Frame: Full-time, Monday-Friday.
The duration of the contract is till the end of March 2026 with a possibility of extension (subject to approval and implemented deliverables during a previous deployment).
For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).
Citizenship: Ukraine.
Language Requirements: Excellent knowledge of English and Ukrainian.

Project Description:
Recovery for All (RFA) is a seven-year (2025–2031) technical assistance project, funded by Global Affairs Canada and implemented by Alinea International.
RFA will support 50 war-affected communities take on the massive task of managing the damage that has been inflicted by Russia’s war against Ukraine. The aim of our work with communities is to help them build back better, not only in terms of reconstruction, but also socially and economically, so that people that have stayed in the communities not only survive this war, but can thrive. Each community has its own needs and priorities, so we will work with them to plan a recovery that meets those needs, build the capacity to attract financing and implement recovery initiatives, that serve the long-term development of communities to develop and to foster a better future for residents.
At the national level, RFA works with the Ukrainian government on recovery planning and coordination, ensuring different ministries and agencies collaborate effectively and together, that these efforts support Ukraine’s path toward EU integration. RFA supports tracking and reporting on the Ukraine Plan through digital systems we have developed, allowing Ukraine to report efficiently, accurately and transparently to the EU, on its progress required for release of financial tranches under the EU Facility.
About the Work:
RFA provides technical assistance to municipalities in the operationalization of Recovery Initiatives, which are selected based on the municipality’s Development Strategy and Action Plan, ensuring effective implementation of these documents at the local level.
RFA Project is looking for a Grant Writing and Project Management Expert with extensive expertise in European Union programs, possessing advanced knowledge of project management, proven experience in developing project proposals, coordinating implementation, monitoring, and reporting, as well as strong skills in effective communication with donors and partners to support sustainable municipal development.
The Role:
Training for municipalities:
● Assessment of capacities and identification of training needs of municipalities in the field of project management.
● Structuring of training programs based on the identified needs.
● Improvement of existing and development of new training materials on project management.
● Organization of teamwork and delivery of joint trainings for representatives of municipalities aimed at strengthening skills in project management and grant proposal preparation.
● Collection and analysis of feedback from training participants and continuous improvement of the training process and supporting tools based on the results.
PMO Support:
● Support to partner municipalities in establishing and operating Project Management Offices (PMOs).
● Development of practical tools for the work of PMOs and for effective project management within municipalities.
● Advisory support to municipalities on the implementation and use of the developed tools.
Grant Support:
● Provision of expert and mentoring assistance to municipalities during the preparation of grant applications.
● Support to municipalities during the implementation of grant-funded projects, including:
– coordination of partners and municipal departments during activity implementation;
– monitoring of project implementation plans and budgets;
– assistance in preparing interim and final reports;
– coordination of procurements in line with donor requirements;
– identification and mitigation of risks during project implementation;
– ensuring transparent communication between the project team, municipalities, and donors;
– organization of effective project communication, and the collection and analysis of lessons learned to ensure continuous improvement in project performance.
● Facilitation of partnerships and strengthening of relationships between municipalities, stakeholders, partners, and non-governmental organizations.
Required Qualifications:
● Excellent knowledge of the EU Project Cycle Management (PCM) approach and related tools.
● Proven experience in developing and implementing projects within the European Union programs.
● Experience in managing projects involving at least one local self-government body as an implementing partner.
● Practical experience in designing and delivering project management training programs.
● Solid understanding of the donor landscape, working with local self-government bodies and their requirements.
● Ability to analyze and promptly identify financial deviations to ensure effective management of grant funds.
● Strong teamwork and communication skills, ability to work in a multidisciplinary environment, and well-developed analytical and logical thinking.
● Results-oriented mindset, commitment to continuous program improvement, and openness to innovative approaches.
● Practical experience in developing training curricula and facilitating capacity-building activities on project management.
● Good understanding of the structure and specific requirements of donors, including those cooperating with local self-government authorities.
