Program / Department Summary:

The Mercy Corps Finance Department is responsible for all financial functions in Ukraine, including accounting, payments and banking, payroll, budgeting, financial reporting, and grants financial management and compliance. The Mercy Corps Finance Department ensures compliance with donor regulations, local legislation as well as Mercy Corps’ internal policies and procedures. In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.

General Position Summary:

Working in the Finance Department under the supervision of the Chief accountant, the Assistant Accountant will assist in the processing and accounting of primary documentation in timely and accurate manner according to Ukraine Accounting Standards. 

 Essential Responsibilities

Safeguarding Responsibilities

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.
Accounts Management
  • Verifies, records and organizes invoices, receipts, checks and other primary financial documents in accordance with approved project budgets, donor requirements and internal financial policies.
  • Maintains professional communication with vendors and partners; coordinates the timely collection, verification, and proper completion of financial documents in line with organizational standards.
  • Compiles reports on the use of funds, including expenditures from the Representative Office’s corporate cards; ensures proper documentation and cost coding.
  • Inputs vendor, contract and inventory data info the BAS accounting system; participates in the annual inventory process and documentation.
  • Creates and regularly updates internal registers of financial documents and expenditures to ensure transparency of financial transactions and support timely reporting.
  • Works closely with project managers, the operation team and other departments to ensure effective and timely document flow and financial operations.
  • Organizes proper storage of both paper and electronic financial documentation in compliance with internal policies and donor requirements.
  • Actively engages with safeguarding policies and integrates appropriate practices into daily work, including identifying and mitigating risks within the scope of responsibilities.
  • Demonstrates commitment to Mercy Corps values, including respect for dignity, equity and the well-being of program participants and colleagues.

Accountability

Reports Directly To: Chief Accountant

Works Directly With: Operation team, Payroll team, HR team

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualifications & Transferable Skills
  • Two years of experience in accounting in accordance with the National Accounting Standards of Ukraine.
  • Knowledge of the requirements for primary documentation in the non-profit sector.
  • A degree in accounting or a relevant business field is desirable.
  • Strong computer skills in MS Office programs, particularly Excel.
  • Accuracy in the processing of cash transactions, mathematical aptitude and attention to detail.
  • Knowledge of Sphere standards and other training in humanitarian response preferred.

Success Factors

A clear understanding of finance and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential. A high level of personal integrity, honesty and transparency in all cash handling is essential. The ability to interact effectively with international and national staff members is required. A demonstrated ability to work quickly and accurately, meet deadlines, and process information in support of changing program activities is necessary.

Living Conditions / Environmental Conditions

During the field trips living conditions will be adjusted to the field conditions.
