Program / Department Summary:

The Mercy Corps Finance & Compliance Department is responsible for all financial functions in its Ukraine response, including accounting, payments and banking, payroll, budgeting, monetary, financial reporting, and grant financial management and compliance. Mercy Corps currently receives over USD 130 million from
international donors to implement its Ukraine response activities. The Mercy Corps Finance & Compliance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures. In its role as a support to the Program Department, the Finance Department provides timely
reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively. 

General Position Summary:

Working in the Finance Department under the direction of the Sub-awards Finance & Compliance Manager, the Subawards Compliance Finance Officer is responsible for monitoring partners actual expenditure is in line with the agreed award and works with sub-awardees to review their due diligence and financial
reporting, to ensure the projects are being implemented with minimal risk.

 Essential Responsibilities

Safeguarding Responsibilities

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

Subaward Management

  • Responsible for the review of subrecipient budgets and budget narratives for completeness, reasonableness, allowability, allocability and overall cost realism in compliance with MC and donor budget requirements.
  • Review pre-award due diligence assessments of prospective subrecipients are conducted in accordance with the Mercy Corps Subaward Financial Management Policy (SFMP) and donor requirements.
  • Recommend appropriate risk mitigation measures, including the incorporation of special award conditions, to the subgrant agreement and/or monitoring plan to lessen financial and compliance risks.
  • Review sub-award modifications by preparing partner modification templates (budget and impacted annexes).
  • Develop subrecipient monitoring plans, conduct financial monitoring and prepare financial monitoring visit reports.
  • Provide on-going training and support to subrecipients in Mercy Corps subaward financial management procedures and assist in conducting formal subrecipients training workshops and “kick-off” meetings prior to subaward implementation.
  • Review subrecipient financial reports for accuracy and completeness and ensure that reports are submitted on time. Working with the Program Team on crosschecking financial and narrative reports.
  • Timely update the sub-awards tracker and subgrant e-filing system on SharePoint. Keep clear and accurate subgrant file structure.
  • Review partner fund requests and prepare correct and complete payment package in terms of the necessary subawards-related documentation.
  • Review sub-award pre-contracting packages for completeness and correctness.
  • Conduct partner visits as required by the financial monitoring plan.
  • Review partner policies and suggest improvements.
  • Draft guidelines for partner organizational management, specific to each grant.
  • Ensure timely closeout of sub-award, including that all requirements of the subaward agreement have been met and that subaward funds have been properly settled, respective reporting documentation and project-related documentation is documented and filed on the Share Point in full.
  • Support and consult medium- and high-risk partners to conduct and document assigned procurement processes transparently, in accordance with the MC simplified requirements, starting from preparing SoW/ specification to contracting phase with the chosen supplier.
  • On a demand driven basis, draft (when delegated by HQ), oversee and ensure subaward agreements are executed, in consultation with the relevant program manager and MC HQ department and in compliance with MC’s policies and the relevant donor’s terms and conditions.
  • Follow up on all subaward compliance issues during the project implementation, ensure a proper communication across the involved departments and filing of the written evidence as applicable.
  • Maintain MC internal financial system, Navigator, for the assigned sub-award partners, ensure completeness and timely updates to the recorded information, track the milestone achievements, fund disbursements and financial reporting records in order to timely predict, identify and resolve
    issues.

Accountability

Reports Directly To: Sub-awards Finance & Compliance Manager or Senior sub-award officer dependent on current structure

Works Directly With: Sub-awards & Compliance Team, Country Finance &Compliance Director (and other in-country finance department personnel), other Finance staff, Country Program Team

Minimum Qualifications & Transferable Skills
  • Prior experience in finance, procurement, operations, grants or any organizational field is preferred.
  • A university degree in finance, accounting or other fields is preferred.
  • Basic computer skills in MS Office or MS 365 programs, particularly Excel and Word
  • Ability to work effectively with an ethnically diverse team in a sensitive environment.
  • Willingness to learn and adapt.
  • Good oral and written English skills required.
