Terms of Reference (TOR) for the Antimicrobial Resistance (AMR) Informatics Consultant for the Global Health Security Partnership (GHSP) project in Ukraine

Background

The Association of Public Health Laboratories (APHL) (www.aphl.org) works to strengthen laboratory systems serving the public’s health in the United States and globally.

APHL, through a cooperative agreement with the U.S. Centers for Disease Control and Prevention (CDC), collaborates to support laboratory systems strengthening activities in Ukraine. An important aspect of this support is to improve health information systems in AMR surveillance and reporting.

The successful candidate will serve as a consultant to APHL. APHL Headquarters (HQ) is in Bethesda, MD. This is a local position located in Kyiv, Ukraine.

Scope

APHL is seeking a Consultant with a background in laboratory processes/business analysis or related fields. The scope of work will support APHL in meeting the Global Health Security Partnership (GHSP) project objectives, including strengthening laboratory systems, reporting laboratory data, and sharing laboratory data with external systems. APHL activities will support improving AMR data integration and reporting in Ukraine to laboratory and surveillance stakeholders by gathering information on current laboratory AMR data capacity and developing an AMR data repository that can communicate with national surveillance reporting systems in Ukraine.

Responsibilities

The consultant’s work will undergo monthly assessment, with a technical report detailing each month’s activities submitted to the Informatics Manager, Global Health. The following key responsibilities are expected from the consultant:

  • Work with APHL HQ to assist in activity coordination with the Center for Public Health of the Ministry of Ukraine (UCPH) and other key partners, including laboratory leaders, CDC, ICAP, and PATH
  • Gain understanding of systems used in laboratories in Ukraine and how they support lab processes and workflows
  • Analysis of current laboratory processes and develop new processes for laboratories responsible for AMR reporting in Ukraine
  • Prepare necessary documents and assessments/data collection instruments to support activities
  • Conduct interviews and observational visits at pilot sites to gather information on methods for AMR data collection, determine the scope of challenges, and participate in the development and implementation of toolkit/resources to solve issues
  • Identify capabilities of existing methods for AMR data collection at pilot sites, including (Electronic System of Epidemiological Surveillance) ESEN AMR module
  • Identify key data elements for AMR reporting and laboratory data exchange, including interoperability needs with UCPH surveillance systems
  • Prepare reports and provide recommendations
  • Establish a central laboratory repository to receive AMR data from pilot sites
  • Establish a data sharing/integration tool to allow AMR data in the repository to be shared with external systems
  • Prepare reports on implementation progress and summary reports
  • Additional duties that are not specified but may be necessary to achieve the goals of the project may be assigned 

Minimum Qualifications      

Required:

  • Bachelor’s degree or equivalent education.
  • Minimum 2 years of progressive and relevant experience preferred
  • Bilingual – fluency in written and spoken English
  • Skill in the use of software including Microsoft Office Suite (MS Teams, Outlook, Word, Excel, PowerPoint,), Zoom, and SharePoint
  • Ability to compile information and write routine reports
  • Ability to travel within Ukraine for assignments outside commuting distance to home
  • Strong project management orientation

Preferred:

  • Knowledge of health information systems operations, functions, capabilities
  • Experience in process mapping/visual representation of processes in a healthcare setting
  • Experience with laboratory data capture systems, data and workflows
  • Knowledge of data storage, data flow, report generation
  • Knowledge and experience with public health programs in Ukraine

 

Length of assignment   The consultant is expected to remain engaged part-time for one year.

Language     English

Location      This is a consultancy position based in Kyiv, Ukraine.
