Background and Justification

The mission of the Division of Health Emergencies (WHE) is to build the capacity of Member States to assess, prevent and manage health emergency risks, and lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.
The WHE Division brings together and enhances WHO’s operational, technical and normative capacities in outbreaks, emergencies and risk analysis to address all health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. The Programme is designed to operate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies, consistent with ways that strengthen local and national capabilities.

Purpose of the Position

As OSL Fleet Senior driver, the incumbent will ensure the smooth flow of work as related to Fleet and vehicle management, coordinating actions with other support staff in the Fleet team and in consultation and collaboration with Fleet manager.

The incumbent has front line responsibility for the provision of a well-rounded Fleet Management and transport staff service that enables WHO to successfully implement a rapid, fully functional movement control for the emergency operation. This includes providing the Organization with the tactical means to perform its mission in the best possible conditions. The incumbent will be deployed to emergency operations when required.

Job Description

Objectives of the Program and the immediate Strategic Objective

WHO Fleet Services (WFS) objectives
Improve effectiveness by: 
Ensuring transport availability
Reduce transportation-related costs through:
Cost-effective vehicle acquisition;
Timely replacement of vehicles & Generators;
Timely preventive maintenance of WHO Response automotive;
Realizing optimal disposal revenue from all vehicles;
Reduce negative effects associated with road transport:
Enhanced safety for WHO personnel and other road users;
Reduced environmental impact through lower emissions.

Summary of Assigned duties

Performing tasks as per the mechanic’s instructions, testing vehicles after each service is concluded and before it is handed back to the driver. This includes but are not limited to the following: 

1.Supervising the team of drivers and monitoring and evaluating their performance, ensuring compliance with all rules, safety regulations and WHO instructions, as well as the maintenance and service of their assigned vehicles which includes preparing and overseeing the drivers’ work schedule, ensuring daily and weekly checks of vehicles and the correct filling in of administration and vehicle logbook; 
2.Performing monthly checks of the vehicle inventory, documentation and first aid kit together with the responsible driver and conducting a driving test for all new drivers. 
3.Performing regular drivers’ assessments. Coordinating and supervising the associated resources (drivers) and fleet management to ensure adequate service in terms of organizing availability of drivers, vehicles to drive, duty rosters and replacements in case of absence, and fuel control.

When driving:

5.Checking and ensuring that safety procedures are met in vehicles to ensure that transportation is in the best conditions of safety for travelers. 
6.Being responsible for the vehicle and its contents and for the safe delivery of goods being transported. Performing or verifying the safe and correct loading and unloading, ensuring the loads are balanced and are properly secured and protected 
7.Determining the route and the timetable to follow or respect those that have been provided beforehand. Respect convoy policy.
8.Ensuring that all vehicle documents are valid and available in the vehicle and that all goods and passengers have all necessary papers in order before travelling. Ensuring that all administrative documents are always properly filled (e.g. accident report and insurance, logbook, map of the area, security clearance and emergency contact list…)
9.Knowing how to use all types of satellites phones, radios, codes, and call numbers and radio alphabets by heart and communicating with WHO office according to WHO communications policy.
10.Respect the WHO drivers code of conduct. Ensure physical check of spare tire, rope, jack or any technical off-road recovery & rescue kit prior to departure.
11.Knowing and respecting the security rules related to vehicle movements, following and applying security instructions and adapting the driving according to external factors such as weather conditions, the traffic rules in the country, the itinerary, in city or highway, day or night and the traffic density

Functional Knowledge and Skills

Education Qualifications

Essential: Completion of secondary school education or equivalent. Driver`s license.
Desirable: Diploma or certificate in vehicle maintenance / mechanics

Experience

Essential: At least 5 years of relevant experience.  
Desirable: Relevant experience in WHO or another UN agency is an asset. Experience in Oracle-based or other ERP systems is an asset.

Use of Language Skills

Essential: Intermediate level of English. Expert level of Ukrainian and/or Russian.
Desirable: Knowledge of another WHO official language is an asset.

Remuneration

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 13,669 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
