Job Title: Governance Expert
Project Name: Recovery for All (RFA).
Location of Position: Hybrid, with partial need to participate in offline meetings in Kyiv.
Full remote is a subject to negotiation.
Reporting to: RFA Deputy Director, Head of Machinery of Government.
Remuneration: Fees are subject to negotiation and shall not exceed established market rates.
Indicative LOE/Time Frame: Full-time, Monday-Friday.

The duration of the contract is till the end of 2025 with a possibility of extension (subject to approval and implemented deliverables during a previous deployment).

For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).

Citizenship: Ukraine.
Language Requirements: Excellent knowledge of Ukrainian, ability to speak and write clearly.
Upper-intermediate or higher level of written and spoken English.

Recovery for All (RFA) is a seven-year (2025–2031) technical assistance project, funded by Global Affairs Canada and implemented by Alinea International.

RFA will support 50 war-affected communities take on the massive task of managing the damage that has been inflicted by Russia’s war against Ukraine. The aim of our work with communities is to help them build back better, not only in terms of reconstruction, but also socially and economically, so that people that have stayed in the communities not only survive this war, but can thrive.
Each community has its own needs and priorities, so we will work with them to plan a recovery that meets those needs, build the capacity to attract financing and implement recovery initiatives, that serve the long-term development of communities to develop and to foster a better future for residents.

At the national level, RFA works with the Ukrainian government on recovery planning and coordination, ensuring different ministries and agencies collaborate effectively and together, that these efforts support Ukraine’s path toward EU integration.
RFA supports tracking and reporting on the Ukraine Plan through digital systems we have developed, allowing Ukraine to report efficiently, accurately and transparently to the EU, on its progress required for release of financial tranches under the EU Facility.

About the Work:
RFA provides technical assistance to multiple Ministries. The focus of the initiative is concentrated on specific objectives:
● Improved capacity of Government of Ukraine (GoU) to establish EU compatible and decentralized strategic and recovery planning framework that align sector plans across government;
● Improved capacity of GoU to develop gender-responsive, citizen-oriented, inclusive and environmentally sensitive policies within the strategic and recovery planning framework;
● Improved capacity of the GoU to manage ProjectUA in a transparent, accountable, evidence-based manner.

To achieve these objectives RFA Project is developing software to automate the above-mentioned processes within selected Ministries and Government of Ukraine, aimed to digitize data analytics, strategic planning, monitoring, reporting and evaluation of planning and program documents of the Government of Ukraine.

The successful candidate will play a key role in helping the Government of Ukraine improve transparency, accountability, and coordination in strategic and recovery planning processes. The candidate will work closely with selected Ministries, Agencies, and other public authorities to ensure that good governance principles are integrated into the policy development cycle (including planning, monitoring and reporting).

The successful candidate will contribute to the development of regulations, inter-ministerial instructions, laws, by-laws, procedures that support citizen-oriented, inclusive, and evidence-based policy development and decision-making as well, as advocate changes within the government’s authorities.

The Role:
Governance Expert impact is to:
● Support Ministries, Agencies, and other public authorities to apply good governance principles in planning, monitoring, and decision-making processes;
● Draft regulations, inter-ministerial instructions, laws, by-laws, procedures and other documents that strengthen policy development, monitoring, reporting, coordination and clear responsibilities between government authorities;
● Collaborate with the technical team to make sure that governance standards are reflected in the digital tools, used by public authorities;
● Deliver workshops, develop materials to help public servants to apply governance practices in daily work;
● Ensure that citizen-oriented, gender-responsive, and environmentally sustainable approaches are integrated into the policy development cycle (including planning, monitoring and reporting).

Required Qualifications:
Experience:
● Advanced university degree (Master’s or equivalent) in public administration, political and social science, public policy, IT, law, governance, economics or a related field.
● Minimum 5 years of experience in governance, public administration reform, institutional development, strategic planning, monitoring, processes design and implementation with a focus on public sector performance.
● Demonstrated experience in working with or advising Government’ bodies, Ministries, or public agencies – preferably on the national level.
● Proven track record in contributing to the drafting of regulatory and policy documents, including inter-ministerial instructions, orders, and/or laws and/or by-laws with focus on public sector performance.
● Understanding of policy cycle, monitoring and evaluation (M&E)
● Understanding of EU integration commitments and how they relate to governance and public administration reform in Ukraine is a strong asset.

Soft Skills and Competencies:
● Excellent interpersonal and stakeholder engagement skills, including the ability to navigate complex institutional environments.
● Strong facilitation and communication skills, especially in explaining technical and procedural concepts to non-technical audiences.
● High level of organizational and time-management skills with an ability to manage multiple streams of work simultaneously.
● Proven ability to work both independently and as part of a multidisciplinary team.
