Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the Energy and Climate Cluster to fill the position of a:

Technical Specialist (full-time, Kyiv)

(internal SAP code: Organizational Development and Management Advice (incl. methods and instruments, organizational development) Specialist)

The Energy and Climate Sector of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) Ukraine comprises various projects implemented on behalf of the German government to support Ukraine on its way to transforming into an energy-efficient country. Partners of the projects are Ukrainian ministries on the national level, local communities on the municipal level, and companies in private sector. There are 15 projects in the Cluster portfolio. In their operations, they are supported by a Communications Unit to guarantee the proper communication of projects’ goals and results. To strengthen the Project day-to-day smooth operations, we are looking for a qualified professional to fill the position of Programme Executive Assistant.

We are looking for a full-time Technical Specialist with a firm grasp of political realities and sensitivity to support our management team across a broad range of strategic and operational functions. This role includes administrative and project assistance, event and meeting coordination, support in preparing high-level content, and logistics duties. Responsibilities of the role will also involve project administrative tasks, such travel booking, maintaining timelines, records, and effective project workflows. Activities of this position will focus on supporting operations for the projects “Felicity II – Eastern Europe and Central Asia partnership” and “Supporting biodiversity financing and strengthening IKI country cooperation for the implementation of the Convention on Biological Diversity – CBD (SUP BIODIV)”; which aims to ensure that the Project carries out the structural change associated with climate change initiatives in a socially and economically compatible and ecologically sustainable manner, with the involvement of key local stakeholders.

Responsibilities

The Technical Specialist supports:

  • All technical support activities to run smoothly and ensure adequate implementation of the project’s activities incl. event management, together with the administration to the project team, procurement and finance officers in performing their tasks.
  • The project teams in monitoring project activities incl. knowledge management and document management for DMS in line with GIZ’s filing rules.
  • Carrying out specific research tasks which are required for planning the implementation of projects.
  • Carrying out specific tasks in connection with knowledge management for the project(s).
  • The team leader and management team in carrying out project activities.
  • Ensuring team support for timely and high-quality implementation of activities in FELICITY II project and Biodiversity project.

Tasks

  1. Project and Administrative Support
  • Serve as a central administrative point of contact for assigned projects.
  • Draft terms of references for contracting various services and procurements.
  • Maintain project calendars, action plans, and task trackers.
  • Coordinate project documentation (e.g., filing, formatting, version control, archiving).
  • Prepare and distribute meeting agendas, minutes, and follow-up action logs.
  • Support internal coordination and project information among project team members.
  • Assist in preparing project reports and donor submissions.
  • Ensure deadlines and deliverables are monitored and flagged to the management team.
  • Maintain contact lists, project dashboards, and filing systems for the office and/or projects and any knowledge management tools (Sharepoint).
  • In consultation with the management team, prepare and carry out qualitative research, monitor changes in political and economic surroundings and drafts briefings.
  • Update the filing system with important incoming and outgoing correspondence, key documents and other relevant project related data.
  1. Event and Meeting Coordination
  • Organise and coordinate logistics for internal and external events, workshops, and missions.
  • Support scheduling and setup of high-level meetings (virtual and in-person).
  • Manage participant communication, materials preparation, and post-event follow-up.
  • Liaise with venues, service providers, and suppliers as needed regularly draws up a list of forthcoming meetings and events and autonomously monitors and addresses open tasks and deadlines for these events.
  • Support organisation of regular and ad-hoc meetings, external and internal workshops, trainings and other events organise and coordinate logistical aspects (incl. travel arrangements) for planning, holding and documenting meetings, workshops, seminars and other events.
  • Contribute to the creation, writing, editing and proofreading high quality, engaging content on the project activities.
  • Support the drafting and coordination of talking points, presentations, and briefing materials.
  • Help compile content and data for speeches or high-level engagements.
  • Coordinate with the communication unit and other colleagues contributing to the formats under the IKI Ukraine interface function (newsletters, briefings, events, etc.).
  1. Logistics 
  • Coordinate itinerary and travel bookings, as well as expense tracking for team members and partners.
  • Support onboarding of new staff or consultants.
  • Handle routine procurement and supplies for project or office needs.
  1. General obligations
  • Represent the interest of the GIZ-supported interventions and always act on its behalf.
  • Perform important tasks for the project, at the request of the project team.

Required qualifications, competences and experience

Qualifications

  • Minimum Master’s or Bachelor’s degree in international relations, Politics, Management, Economics, Business, Public Administration, Law, or related field.

Professional experience

  • At least 5 years of relevant work experience, ideally in project coordination or liaison officers in multi-stakeholders / partners environment.

Key Competences

  • High proficiency (C2 level) in written and spoken English and Ukrainian.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook, MT Teams); experience with project management tools is a plus.
  • Keen interest in the work of the international technical assistance organizations in Ukraine.
  • Basic understanding of technical assistance specifics in a local context in Ukraine.
  • Profound experience in the field of international cooperation for sustainable development in Ukraine with particular focus on climate action and energy efficiency.
  • Ability to manage multiple requests and remain flexible under pressure.
  • Discretion and professionalism when handling confidential information.
  • Basic managing competencies and multitasking skills in agile team settings.

Additional skills

  • Understanding of climate change and energy efficiency global and national reform agenda.
  • Prioritizes support for the benefit of the team as well as the overall project success.
  • Consistently approaches work proactively with energy, creative, positive and constructive attitude.
  • Ability to prioritize tasks independently with possible time constraints and workload.
  • Capacity to collect, process and analyze complex data and information and share these.
  • Willingness to perform within agile team environment.

  • Willingness to upskill as required by the tasks to be performed.

Employment conditions

Full-time position with 40-hours working week. Place of assignment is Kyiv. The contract duration is 1 year. The assignment expects to start on 15.09.2025. This position will require regular travels withing the country.
