Cowater International is looking for Finance Officer based in Kyiv for U-RESTORE project .
U-RESTORE is a five-year initiative funded by Global Affairs Canada and implemented by Cowater International in partnership with Ukrainian civil society and academic institutions. The project seeks to improve the resilience of communities, and particularly women and groups in vulnerable situations, in 12 hromadas across two oblasts in government-controlled areas of Ukraine by fostering a collaborative and transparent local recovery process. U-RESTORE will increase the effectiveness of national ministries and hromadas in coordinating and managing gender-responsive and inclusive recovery, while strengthening Ukrainian civil society to better influence recovery and hold government accountable. The Project will work with civil society organizations, especially those representing women and groups in vulnerable situations, to influence recovery decision-making in hromadas and foster inclusive and transparent governance. It will also implement social infrastructure reconstruction and small-scale economic development projects responding to priority community needs.
Description of Position: Under the supervision of the Finance Manager, the Finance Officer will support financial management, compliance, and administration for the U-RESTORE project. The Finance Officer will assist in setting up and maintaining robust financial systems, support adherence to Global Affairs Canada (GAC) and Cowater International financial policies, contribute to budgeting and financial reporting, and help monitor expenditures related to project sub-contractors and recovery initiatives across 12 hromadas in two oblasts.
Responsibilities:
1. Financial Transactions & Recordkeeping
- Process payments, payroll, advances, and expense reimbursements.
- Maintain financial records in compliance with Cowater’s procedures and GAC requirements.
- Ensure proper coding and documentation of all transactions, including sub-contracts and grants.
2. Budgeting & Reporting
- Support the preparation of project budgets and forecasts.
- Assist in preparing monthly, quarterly, and annual financial reports for internal use and donor reporting.
- Track actual expenditures against budget and flag any inconsistencies.
3. Financial Oversight & Compliance
- Help ensure project expenditures comply with Ukrainian regulations, Cowater policies, and GAC financial guidelines.
- Support the financial review of partner organizations, consultants, and vendors.
- Assist in financial spot checks and audits.
4. Support to Recovery Initiatives
- Monitor and verify financial documentation from sub-contractors and local grantees implementing activities in target hromadas.
- Support proper financial tracking of small- and medium-scale recovery initiatives funded by the Recovery Fund.
5. Coordination and Capacity Support
- Liaise with the wider Operations team on procurement and logistics-related financial matters.
- Support training and capacity building of local partners on financial compliance and reporting when needed.
Requirements:
Education:
Bachelor’s degree in Finance, Accounting, Business Administration, or related field.
Experience:
- Minimum 2-3 years of progressive responsibility in finance and accounting, including work on donor-funded international development projects.
- Experience overseeing or supporting sub-contractor and local partner financial reporting and compliance.
- Familiarity with Global Affairs Canada financial compliance and reporting requirements preferred.
- Prior experience working on recovery or reconstruction projects in fragile or conflict-affected settings is an asset.
Skills:
- Advanced proficiency in Microsoft Excel and accounting software (e.g., QuickBooks, or similar).
- Strong knowledge of Ukrainian tax and accounting regulations.
- Excellent communication, facilitation, and financial reporting skills.
- Familiarity with gender-responsive budgeting and financial oversight of community-led initiatives is an asset.
- Commitment to human rights, gender equality, and social inclusion principles.
- Candidates must possess an advanced professional proficiency in English and Ukrainian.

The ideal candidate will be a Ukrainian national already living in or based in Kyiv.
