JOB SUMMARY
The Protection Officer is responsible for supporting and managing all integrated Gender-based Violence and Child Protection programming based in government-controlled areas of Donetsk and Zaporizhzhia Oblast. This includes:
- Working with psychologists, caseworkers and community outreach volunteers to ensure that core program activities are planned, implemented, and monitored:
- Ensuring there is an operational plan in place that addresses activity schedules, volunteer recruitment and payment schedule, inventory control, and regularly scheduled payment of operation costs;
- Compiling program data and trends to inform monitoring and evaluation plans; identify trends and concerns to create advocacy strategies;
- psychosocial activities, including case management and community based psychosocial group activities, are planned, implemented, and monitored;
- community-based activities including safety assessments, outreach visits, government and other organization meetings, and community-based activities
ESSENTIAL DUTIES AND RESPOBSIBILITIES
Staff Supervision & Development
- In collaboration with the GBV Program Manager, facilitate or organize trainings that support technical skills of staff (e.g. how to run effective focus groups, how to conduct safety assessments, how to talk about GBV, and other identified needs).
- Oversee and monitor capacity building and support plans for team members.
Activity Planning & Implementation
- Work closely with GBV staff to design activities that respond to identified needs and program goals and objectives
- Prepare and update detailed program workplans that support and achieve the overall program goal and objectives within the desired timeline
- Provide direction and monitor staff in their implementation of the workplan and quality of technical activities, share relevant information and direction to improve quality and achieve time-bound goals
- Plan timely for procurement of resources to ensure smooth and timely implementation of activities
Grant Monitoring & Reporting
- Ensure that attendance records and other reporting tools are implemented and routinely provided to relevant staff including M/E Officer and/or Program Assistant
- Monitor data collection to ensure that staff collect data in safe and ethical ways
- Maintain and update capacity-building and support plans and submit to GBV Program Manager
- Compile weekly and reports to provide information on trends, challenges, and activities to GBV Program Manager, in an agreed upon schedule
Coordination & Representation
- Act as main focal point for referral of case management clients and protection concerns within the area of responsibility
- Identify key advocacy messages to share with GBV Program Manager, relevant UN Groups (UNHCR, UNICEF, UNFPA, etc.) and government ministries
- Represent IMC at Protection Working Groups, GBV Working Groups, and other meetings as directed by GBV Program Manager to present challenges and concerns and to coordinate work with other GBV providers and other humanitarian actors
QUALIFICATIONS
- Overall 2-3 years of work experience with 1-2 years team handling experience in manager role
- Clear understanding of gender inequality and issues surrounding gender-based violence
- Demonstrated ability to lead, train, supervise and motivate staff in their respective tasks in a professional, respectful, and supportive manner.
- Experience working in humanitarian responses targeting vulnerable women and girls.
- Familiarity with principles of monitoring and evaluation. Experience in writing brief narrative reports.
- Computer literacy, including Microsoft Word and Excel.
- Ability to communicate in English and write clear and concise reports in English
- Degree/diploma in Women’s Studies, Social Work, or a related field
Work Environment:
The Protection Officer will be based in a IMC Field Office in Mariupol and will regularly visit field sites in Zaporizhzhia Oblast and government controlled areas of Donetsk Oblast, with occasional travel to Kyiv.
