Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the programme “U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme ” to fill the position:

Project Team Leader (full-time, Kyiv)

(internal SAP code: Project Manager)

In the last few years, Ukraine has developed and adopted various laws in favour of an ambitious decentralisation reform, which was meant to reshape the relations between the national, regional and local levels and build institutional capacity. Given the important new tasks, responsibilities and financial resources that local self-governments were given, the implementation of the reform required to be  accompanied by expert advice, trainings and diverse support measures. U-LEAD (Ukraine-Local Empowerment, Accountability and Development) with Europe was launched to become a special measure conducted  as a multi-donor action by the EU and its member states Germany, Estonia, Sweden, Denmark, Poland and Slovenia to support the Ukrainian government in the implementation of the decentralisation reform.

Since the full-scale invasion of Ukraine, U-LEAD with Europe has been focusing its major activities on supporting Ukrainian municipalities during the war, developing special expertise needed to cope with war-related challenges, and contributing to the process of future recovery and reconstruction. The advertised position is in the area that primarily focuses on recovery and reconstruction through establishing cooperation between municipalities from Ukraine and the EU, maintaining international partnerships, supporting exchange visits and joint projects. The work includes the cooperation with the Association of Ukrainian Cities (AUC) as well as the Council of European Municipalities and Regions (CEMR) and the implementation of a Twinning Cooperation between municipalities from Denmark and Ukraine as a role model to be further used for building networks of municipalities with the aim to enhance local self-governance and fuel recovery.

Key responsibilities:

  • Independently managing the activities dealing with International Partnerships / Bridges of Trust initiative of U-LEAD with Europe – in accordance with the order and programme goals and activities agreed with the partner, team agreements and/or agreements with the superior;
  • Providing professional advice to the programme on the topics dealing with the multi-level governance and regional development policy both in Ukraine and EU member states;
  • Liaison with key donors and international and Ukrainian partners, national, regional and local authorities, institutions and organisations;
  • Setting up and initiating concrete activities with EU and Ukrainian local government associations to support Ukrainian municipalities during wartimes and during the recovery period;
  • Coordination of designing, implementing and monitoring capacity development measures in the field of international partnerships dealing with local self-governance and social and economic development (of key stakeholders at the national and regional levels);
  • Developing new and innovative approaches to supporting capacity development for local self-government and upscaling of initiatives (local and international study trips, meetings, workshops, seminars), ensuring implementation and capture of new insights and learning;
  • Develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives;
  • Contribute to the overall knowledge and data management; systematically files and maintains document management in accordance with GIZ standards;
  • Lead communication, social media and PR work in consultation with relevant U-LEAD colleagues;
  • Integrating results and experience into teamwork and the work of all relevant groups;
  • Technical management of experts dealing with international partnerships in framework of the Bridges of Trust initiative;
  • Follows GIZ Code of Conduct and GIZ rules and regulations.

Required qualifications and experience:

  • Masters/MSc in economics, political science, other social sciences, business studies or comparable degree qualification;
  • At least 8 years of professional working experience in the sphere of development in Ukraine or EU;
  • Work experience in the public administration and/or international organisations and/or NGOs;
  • Previous experience with capacity development at the local, regional and national levels in the field of regional development and/or multi-level governance;
  • Basic knowledge of Ukrainian legislation related to decentralisation reform and other related sectoral reforms, in general, and national regional development policy reform, in particular;
  • Understanding and interest in current reform agenda and EU accession process of Ukraine, especially related to regional development and local self-government reforms;
  • Communication, presentation and organisational skills;
  • Excellent knowledge of computer applications (e.g. MS Office);
  • Proficiency in English and Ukrainian;
  • Organizational and time management skills, ability to manage multiple tasks simultaneously, manage and meet deadlines and maintain a high quality of work;
  • Diligence and responsible work ethic;
  • Availability to take on responsibility and a corresponding sense for responsibility;
  • Ability to work under challenging conditions and tight deadlines, flexible and able to work with people of different professional and cultural backgrounds, result-oriented, well organized and motivated;
  • High degree of loyalty, self-organization and motivation;
  • Work experience with GIZ and/or other international organisations is an asset.

Employment conditions:

Full-time position with 40-hours working week. Place of assignment is Kyiv with the possibility of remote work during the war. The assignment starts asap.
