Background

In Ukraine, UNDP has been working since 1993 with the Government and local authorities, with partners across the UN system, with civil society and with local communities to help identify and develop targeted solutions to the country’s development challenges. We work in close collaboration with several key ministries, departments and agencies in a robust, integrated manner in three thematic priorities/portfolios: Inclusive Development, Recovery and Peacebuilding, Democratic Governance, and Energy and Environment.
Since 24 February 2022, complex humanitarian, development, and peace challenges have been emerging in Ukraine, underscoring the importance of programming that responds to the multiple dimensions of the crisis. In April 2022, UNDP launched the Resilience Building and Recovery Framework for Ukraine grounded in working in close partnership with various government and development partner. The need for enhanced crisis/emergency coordination and response planning between the central government, the oblasts/rayons and other stakeholders (international community, CSOs, private sector) is becoming more and more critical for Ukraine to ensure delivery of services and build stronger resilience of the receiving/host communities and of the displaced.
In this context, UNDP, within the framework of its Resilience Building an Recovery programme is recruiting a professional with relevant experience and a track record for the position of a Programme M&E Analyst.
The Programme M&E Analyst works in close collaboration with Programme staff, other staff of the Unit, operations team, Programme and projects staff in the CO and other UN agencies staff for resolving programme-related issues and information delivery.
Under the guidance and direct supervision of the Team Leader, Strategic Planning, Partnerships (SPP) and RBM, the Programme M&E Analyst beyond ensuring the effective implementation of monitoring and evaluation policies, works with the programme portfolio team to align evolving new programmes and projects in Ukraine with the UNDP monitoring framework. The incumbent endeavors to introduce innovative monitoring and evaluation tools to enable data collection and analysis from new programmatic activities, particularly where data are novel or untested, becomes critical in measuring and demonstrating UNDPs ongoing relevance and performance. S/he supports the application of innovative tools and RBM methods in the country office and projects by supporting programme colleagues and collaborators in identifying meaningful indicators and applying innovative approaches to data generation and reporting. In addition, the incumbent supports the design, planning and management of the country programme.
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Required Skills and Experience
Education:
- Advanced university degree (master’s degree or equivalent) in Public Administration, Economics, Sociology, Political Sciences, Social Sciences, Statistics, Information Management, or related field is required. or
- A first-level university degree in the above- mentioned fields of study, (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
Experience:
- Up to 2 years (with master’s degree) or minimum of 2 years (with bachelor’s degree) of relevant experience at the national and/or international level in in data collection, monitoring, evaluation, reporting and/or knowledge management for development portfolios and projects.
- Experience with information management, data collection, visualization tools (Power BI, Kobo) is desirable.
- Experience in project implementation, knowledge of project cycle is desirable.
- Knowledge of evaluations methodologies and approaches is desirable.
- Experience in the use of computers, office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP is required.
Language Requirements:
- Fluency in English and Ukrainian is required.
