IREX is seeking a qualified professional to fill the full-time position of Program Officer for its Learn to Discern in Education Project (L2D-Ed). The Program Officer will work under the supervision of Senior Program Manager. They will support the implementation of program activities and carry out a variety of programmatic and administrative tasks.  Depending on changes in the war and security, IREX reserves the right to determine that the position will be based in Kyiv at a later date.

Your Background & Skills

  • A. in social sciences, international affairs, or similar discipline.
  • 3+ years of demonstrated administration and leadership experience.
  • 2+ years of working on programs related to education and/or media literacy. 
  • Experience working with international donor-funded projects.
  • Experience in subgrant management.
  • Strong command of spoken and written English and Ukrainian.  
  • Excellent interpersonal, communication, and writing skills.
  • Ability to handle multiple priorities and complete tasks in accordance with stated deadlines.
  • Interest in media literacy, critical thinking and basic knowledge in this field is needed.
  • Ability to be creative and generate new ideas.
  • Strong attention to detail and responsibility.
  • Ability to work independently with minimum supervision.
  • Ability to be flexible and respond to a rapidly changing program environment.
  • Advanced knowledge of MS Office applications.
  • Knowledge of Web 2.0 tools is a plus.
  • Ability to travel if needed.
  • You must have unrestricted authorization to work in Ukraine.

Your Daily Tasks

  • Organize program meetings and events (trainings, workshops, working group meetings, conferences, brainstorm sessions, creative workshops, and other activities).
  • Hold active communication between Project staff, partner organizations, experts, trainers, regional coordinators, ministries, and key stakeholders of the Project.
  • Coordinate the work of experts and other contractors responsible for the development of materials and conducting trainings.
  • Lead and monitor the process of organizing peer learning activities for program beneficiaries.  
  • Depending on the security situation travel to program sites to monitor implementation, coach beneficiaries, and suggest remediation activities. 
  • Lead the procurement processes and preparation of contracts, vendor and consultant agreements needed for the project implementation.
  • Lead Regional Coordinators’ working groups to ensure they perform tasks successfully. Working groups include but are not limited to such topics: gathering of success stories from teachers, drafting bi-weekly newsletter, organizing competitions for students and teachers, etc.
  • Communicate with suppliers and other subcontractors.
  • Manage program documents, financial forms, and payments.
  • Coordinate activities related to logistics/arrangements, monitoring and evaluation activities, data collection, and reporting.
  • Draft program-related documents, reports, and success stories.
  • Provide Web-based research assistance for projects and publications.
  • Serve as an interpreter if needed. Translate program-related documents (English and Ukrainian) when needed.
  • Perform other duties as assigned, including helping with other projects, if needed.
  • Develop and maintain effective communication and collaboration with program partners and stakeholders.
  • Provide input into the development and adaptation of program documents.
  • Supply technical assistance in relevant areas of expertise and provide technical advising to program subgrantees.
  • Other support duties as needed.

This position is eligible for Telework. The eligible employee is a regular, full-time Ukraine-based staff who works from a worksite outside the Ukraine office for one or more days a week. 

This position is not eligible for Immigration Sponsorship.
