OBJECTIVES OF THE PROGRAMME

The mission of WHO’s Health Emergencies Programme (TheProgramme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

DESCRIPTION OF DUTIES

The incumbent will carry out all or part of the following duties:Strategy& management Support the OSL field team, ensuring compliance of the services provided with the OSL procedures and the WHO/OSL quality standards. Assist to strategic team meeting when required, develop and share minute of meetingsOperation’ssupport:In close collaboration with the WHO Administrative Officer, coordinate the establishment of the required field offices and telecommunication network capacity incompliance with WHO rules and procedures. Ensure adequate staff transportation means and organizational set up. In compliance with WHO standards, supervise the fleet management procedures including planning, maintenance, monitoring and reporting.Securitysupport:Cooperate and collaborate with the Field Security Officer in ensuring the well-being, security and safety of the WHO team members and responders, providing the Organization with the required means and setup to ensure applicability of the WHO site event risk reduction policy. Ensure that appropriate and safe living conditions are provided to WHO-deployed staff and responders.Assessmentand monitoring:Conduct field visits to assess locations/buildings to be selected for establishment of WHO field offices in compliance with MOSS rules and procedures. Other:Perform any other related incident-specific duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in public or business administration, logistic management, engineering or a related field from an accredited/recognized institute.
Desirable: Professional certification/qualification in areas such as transport, distribution and supply chain management. Degree or training in information management systems and their application to logistic, transport or supply management and monitoring.

Experience

Essential: At least five years’ related experience, at national and international levels, in managing emergency logistics operations and supply operations in international organizations/institutions, part of which in the field supporting emergency humanitarian operations.
Desirable: Prior working experience with WHO, UN agencies, health clusters partners, recognized humanitarian organizations or with an international non governmental organization.Experience or knowledge of import/export and customs administration

Skills

Excellent analytical skills with the ability to coordinate people, activities and multitask. Excellent skills and knowledge in the area of Logistics Management and operations .Excellent interpersonal skills with ability to negotiate with and convince officials with tact and diplomacy. Ability to write in a clear and concise manner, and to present factual information to achieve desired results. Knowledge or understanding of WHO mandate and goals in the emergency incident management context.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 37,537 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.

Purpose of the Position

In the context of the WHO Health Emergencies Programme, the incumbent has front line management responsibility for the provision of a well-rounded Fleet and Facility Management Services that enables WHO to successfully implement a rapid, fully functional emergency operation. This includes providing the Organization with the tactical means to perform its mission in the best possible conditions, and organizing all requirements for transporting staff, managing vehicles and setting up appropriate staff transport strategies that matches the health response needed. The incumbent will be deployed to emergency operations when required.

Objectives of the Programme and of the immediate Strategic Objective

The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

Organizational context

Under the supervision of the WHO Health Emergencies (WHE) Operation Support & Logistics Team Lead (OSL TL) or the OO in charge, under the overall guidance of the OSL HQ or respective regional office operations leads and will collaborate with relevant WHO Fleet Service (WFS) technical officers. This involves ongoing contacts with all staff and responders to ensure that transportation need, and requirements are identified, vehicles are equipped, maintained and available at all times, as well as briefing of staff on the use of vehicles and equipment, contracting/training drivers, mechanics and other support staff. Assignments also  require ongoing contacts with counterparts from the local authorities to obtain proper clearances and permits, and dealing with the delivery of vehicles, tools and parts. Contacts with other UN agencies, international partners and NGOs, to share experience and provide required support.

Summary of Assigned Duties

Fleet Management:
Within the delegated authority and under the guidance and supervision of the OSL Team Lead, the incumbent will act as Fleet Team Leader and have front-line  responsibility to:

  • contribute to improve the end-to-end lifecycle for the WHO vehicle fleet, from supporting specification definition through purchasing to delivery, maintenance, fuel management and disposal; 
  • define and implement any systems changes required to improve the management of WHO fleet.
  • assist to setup and implement the safe & adequate staff road transport planning, strategy and  means to support WHO (and partners when required) for field emergencies activities, 
  • support in the dissemination of SOPs, guidelines and tools developed by WFS and guide WCO / Field office(s) to adhere to WFS fleet management principles;
  • contribute towards the Fleet KPIs implementation & analysis through effective mentoring and supervision (e.g. the establishment of automotive running cost control mechanism);
  • contribute in the establishment of an adequate supply management and monitoring for fuel and spare parts;
  • participate in the provision of a functional, practical, secure and well-maintained automotive park (vehicles & generators);
  • participate in the establishment of MOVCON cell with 24/7 vehicle tracking system (as per WFS standard & policy);
  • support in the creation of dedicated and reliable Fleet unit through the recruitment and the coordination     of a pool of professional, safe & reliable fleet staff  (Assistants/drivers);
  • provide functional support to WHO Emergency Response on fleet management, ensuring implementation of WHO Fleet Services strategy and wider organizational strategy;
  • conduct or support risk assessments related to road travel;
  • perform any other related incident-specific duties, as required by the functional supervisor.

Logistics support function 

  • Maintain the required stockpiles of essential incident management equipment, e.g. personal deployment material, radios, satellite telephones, IT equipment, etc.
  • In close cooperation with the Field Security Officer, ensure that appropriated and safe living condition are provided to the WHO deployed staff and responders.
  • Undertake regular field assessments to fleet and facility management in the different offices (Kyiv, Dniepro).
  • Monitor and report regularly to the IMS team, drawing their attention to needs, gaps and problems, and proposing remedial actions;Perform any other related incident-specific duties, as required by the functional supervisor.

Experience
Essential: 
At least two years of related experience at the national level with experience in  managing emergency logistics operations and/or fleet management in international organizations/institutions, part of which in the field supporting emergency humanitarian operations. 

Desirable: 

  • Prior working experience with WHO/UN agencies, health clusters partners, recognized humanitarian organizations or with an international nongovernmental organization.
  • Experience working in the area of import/export and customs administration

Use of Language Skills

Required: Expert knowledge of English, Russian and/or Ukrainian

Desireable: Working knowledge of another WHO official language would be an asset.

Other Skills (e.g. IT)

  • Excellent knowledge of Microsoft Office applications.
  • Demonstrated computer skills with emphasis on databases management to monitor supplies and inventory and forecast needs.
  • Demonstrated skills in using equipment such radio and satellite phones.
