OBJECTIVES OF THE PROGRAMME

The Division of Country Health Policiesand Systems (CPS) assists countries in the Region with the design and implementation of appropriate health policies and systems to strengthen universal health coverage. It works to strengthen data-driven, evidence-informed, contextually tailored health policy development and implementation at national, regional and local levels, taking an inclusive approach across the life course. The Division advocates strengthening of public health leadership, focusing on implementing policies that are people centred, promote health, prevent illness, and address the social and economic determinants of health, while fostering leadership onequity, human rights and gender mainstreaming in health. It focuses on building capacity for health systems innovation to enable the sustainable delivery of high-quality primary health and community services that are effectively linked to hospitals, and mental health, public health and social care services. To do so, CPS supports country efforts to facilitate access so as to leave nobody behind, to improve financial protection, to strengthen the health workforce, to increase access to affordable medicines and technologies, and to promote the uptake and implementation of digital technology. The WHO European Centre for Primary Care in Almaty aims to develop intoa center of excellence and European reference point on primary health care led policies towards UHC with demonstrated country impact. Building on the spirit/legacy of the Alma-Ata Declaration and the Astana Conference, the center will focus on developing pragmatic and actionable policy recommendations to strengthen primary healthcare in the region using a multi-disciplinary approach. The Almaty Office will contribute to all three pillars of the EPW and each of its four flagships. It will aim to inspire action at country level by producing and disseminating state-of-the art evidence on effective models of primary health care aligned with other health system functions tomove towards UHC. The office will contribute to articulating the role of primary health care in health emergencies including in the continued COVID-19 pandemic. Finally, it will contribute to better health and reduced health inequalities in Europe by strengthening its functions and organization to address upstream determinants of health including to support member states to strengthen public health services and build links between mental health, long-term care, social services and primary health care to address upstream determinants of health for improved health equity.

DESCRIPTION OF DUTIES

Within the framework of the BCA (Biennial Collaborative Agreement) and within the overall aim to support progress towards Universal Health Coverage and promote good practices in Ukraine, the incumbent will provide technical support and coordination to the implementation of the core and project related activities in the area of health system strengthening,aimed at modernizing and improving the primary health care in Ukraine.

Key duties:

Provide technical support to the Ministry of Health (MOH), National Health Service of Ukraine and other national partners in the developing, implementation and evaluation of national strategies and policies affecting primary health care

Support the MOH updating and adapting relevant guidelines, materials and tools related to primary health care and health service delivery.

Contribute to research and other analytic work on primary health care.

Support activites on primary health care costing, performance indicators, analysis of service provision models, and improvement of quality of care and service provision in primary health care and promote promote educational reforms, to enhance primary health-care services for better public health outcomes

Provide technical support to strengthen the availability and use of primary health caredata for planning, while taking into consideration clinical guidelines and practices

Coordinate joint actions such as working groups, roundtables, meetings, together with MOH and relevant stakeholders and partners, to facilitate primary health care strategy development and implementation at national and subnational levels

Undertake jointly with MOH counterparts regular monitoring of the implementation of the BCA activities related to primary health care and service delivery, and facilitate smooth information flow between MOH and other involved institutions through sharing of reports, guidelines, and meeting minutes

Prepare the missions for WHO staff and external consultants addressing service delivery programme area and follow up on their recommendations

Prepare regular reports and updates to the Country Office and to the Regional Office, as needed

Explore opportunities for fund raising and contribute to proposal development to ensure adequate resources are available to conduct the planned activities related to primary health care

Assist in executing other tasks as requested by the WR and the Health Policy Adviser

Provide support to cross-office and intercountry activities as requested

REQUIRED QUALIFICATIONS

Education

Essential: University degree(Bachelor’s level) in a health science such as medicine, health services organization, health system strengthening, health policy, pharmacy, nursing, midwifery or a related area of studies.
Desirable: Master’s degree or postgraduate training in any of the above fields.

Experience

Essential: At least two years of national work experience in the field of health system strengthening including experience in working with the health care providers and/or public sector,other health services related institutions, academic institutions or international and/or non-governmental organizations.
Desirable: Relevant work experience with(in) international institutions ororganizations in the area of policy advice for health systems strengthening/health care services delivery. Relevant experience with(in) WHO or the United Nations.

Skills

Demonstrated knowledge of the health systems context and health care services at country level. Ability to work within significant uncertainties in a rapidly changing environment. Demonstrated data management and data analysis skills. Strong computer skills (word processing, excel, spreadsheet, Power point presentations). Ability to identify and manage one’s own emotions, as well as helping others to do the same.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 37,537 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
