Background

The Digital, Inclusive, Accessible: Support to Digitalisation of Public Services in Ukraine (DIA Support) Phase 2 Project is built on achievements and lessons learnt from the previous phase (2021-2023), and aims to continue to support the ongoing digitalisation process in Ukraine with the view of strengthening the Government’s capacities to deliver high quality and accessible digital services to vulnerable groups in Ukraine while using digital technologies and solutions to address other complex challenges posed by the war, including ensuring transparency and accountability of the recovery process, critically important for Ukraine’s EU Integration. 

The Project comprises of three outputs (components): 

  • Output 1. Government institutions have strengthened capacity to design and implement inclusive digital transformation policy at national and local level.
  • Output 2. The Government has a digital infrastructure which ensure efficient and effective processes for the civil service and delivery of technically modernized digital public services for vulnerable and war-affected groups.
  • Output 3. Ukrainian women and men have increased their digital skills to fully benefit from digitalization.

In this context, the ICT Coordinator, will work on management of component 2 activities, coordination with core Government counterparts on development of digital public services and tools, creation and modernisation of government registries and other ICT-related activities. The incumbent will be responsible for component 2 delivery and impact, digital public services and tools development and effective technical reengineering in collaboration with government counterparts. The ICT Coordinator will be supervising the Component 2 team.

The incumbent will promote UNDP’s mandate as a gender-responsive organization with zero tolerance to discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse. 

Duties and Responsibilities

  1. Projects` Component 2 management and coordination:
  • Plan, oversee and manage all activities within Component 2, ensuring their successful implementation, budgeting and timely delivery.
  • Coordinate with core government counterparts to develop digital public services, tools, and modernize state registers and information systems.
  • Foster effective collaboration and communication with government counterparts, promoting stakeholder engagement and ownership of digitalization initiatives.
  • Monitor and report on the progress of activities, identifying any challenges or risks and providing timely recommendations for mitigation.
  • Ensure transfer of created and procures software and hardware to recipients.

      2. Digital Public Services and Tools Development:

  • Lead and contribute to the software development and implementation of digital public services and tools for vulnerable and war-affected groups in Ukraine.
  • Ensure the design and development of user-friendly and accessible digital solutions that meet the needs of the target groups.
  • Collaborate with the Component 2 team to ensure the quality assurance and testing of developed digital services and tools.
  • Support the scaling-up of previously developed prototypes, ensuring their integration into the digital infrastructure.

      3. State Registers and Information Systems Modernization:

  • Lead and contribute to the creation and modernization of state registers and information systems, essential for efficient and effective e-service provision.
  • Provide technical expertise and guidance in reengineering existing government registries to align with modern digital standards and requirements.
  • Collaborate with relevant stakeholders to ensure the integration and interoperability of state registers and information systems.
  • Support the enhancement of data management practices, including data security and privacy measures.

      4. Team Supervision:

  • Lead and supervise the Component 2 team, providing guidance, mentoring, and support to team members.
  • Facilitate a collaborative and productive work environment, promoting teamwork and professional development.
  • Conduct regular performance evaluations and provide feedback to team members, fostering continuous improvement and accountability.

      5. Reporting and Documentation:

  • Develop comprehensive ToRs for the purchase of services and works required for the Component 2 activities implementation, outlining project requirements, timelines, and deliverables.
  • Prepare and provide information for project reports capturing progress made and summarise highly technical information into digestible formats for report purposes.
  • Organizing of gathering information on created or modernized digital public services, digital tools and registers work.

    6. Ensure the mainstreaming of gender equality and women’s empowerment considerations in the      field of expertise:

  • Use the principles of gender-responsive design in line with the UNDP corporate standards.
  • Be aware of relevant gender issues and concerns in the field of expertise and be familiar with gender issues relevant to the country/region.

    7. Promote a safe and enabling environment free of discrimination and abusive behaviour         corporate standards:

  • Support the promotion of team culture of gender equality and zero tolerance to any sexual misconduct in the team through leadership and personal example.
  • Demonstrate respect for gender equality in professional interactions, identify and address sexism and gender discrimination.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The ICT Coordinator will work under direct supervision of DIA Support Project Manager. The incumbent will be supervising Component 2 team.

Required Skills and Experience

Min. Education requirements
  • Advanced university degree (Master’s degree or equivalent) in IT, Management of Information Systems, Computer Science, Public Administration, Science, Social Science, Data or Business Analytics, IT Project Management or related field is required, or
  • A first-level university degree (Bachelor’s degree) in the areas stated above in combination with additional two years of qualifying experience will be given due consideration in lieu of Master’s degree.
Min. years of relevant work experience 
  • Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of relevant experience in IT-related initiatives working on issues of product or systems development, project management or managing of software development, at national or international level or related areas is required.
Required skills 
  • Experience in the usage of computers and office software packages (Office 365, OneDrive, MS Word, Excel) and knowledge of specialized project/task management software (Jira, Asana, Trello or similar).
Desired skills in addition to the competencies covered in the Competencies section
  • Proven experience in the creation of specifications, user stories or business process descriptions for IT systems development.
  • Knowledge of BPMN notation is an asset.
  • Working experience with digital public services, government digital tools development or state registers management or development is highly desirable.
  • Experience with managing staff will be considered an asset.
