DAI is seeking highly qualified candidates for the full-time HR Talent Manager position in Kyiv to join USAID Governance and Local Accountability (HOVERLA) Activity’s team. Interested candidates should submit their application through the following e-mail: [email protected].

Project Background

DAI Global is implementing the USAID-funded Governance and Local Administration (HOVERLA), based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities.

Position Overview 

The HR Talent Manager is a key member of the HR team and plays a critical role in managing and developing the human resources necessary to support USAID HOVERLA’s goals and objectives. The role involves overseeing various aspects of talent acquisition, development, and retention within the organization. The Talent Manager assures adherence to HR policies, and regulations and updating reporting systems, including uploading HR-related documents. The Talent Manager coordinates the full cycle of the process of the recruitment of new employees as well as developing internship programs by initiating outreach efforts and creating partnerships with universities and educational institutions. This role aims to identify top talent, improving efficiency and reducing the time needed to hire interns for the project’s immediate needs. In the absence of the Senior HR Manager, the talent manager will oversee the HR department within the project The Talent Manager is based in Kyiv and reports to the Senior HR Manager.

Objectives and Duties

Local Staff Recruitment

  • Job vacancies management: regularly use effective sources and analyze new sources. Manage payments for vacancies in collaboration with Finance and Procurement teams.
  • Identify qualified candidates, invite, and encourage prospective candidates for employment. Screen candidates in collaboration with the hiring unit and shortlist the ideal candidates.
  • Lead, plan, and organize onboarding/offboarding procedures, including providing presentation of the project, introducing new employees to the Field Office Manual; ensure new hires are provided with adequate training regarding the project and relevant DAI policies to perform the job to the best of their ability and are assimilated into DAI culture.
  • Coordinate all staff are HR trained on, and are familiar with timesheet procedures and policies and timesheets are submitted on time with the correct approvals.
  • Proactively seeks potential internship candidates through diverse channels, including job boards, college career centers, social media, and professional networks.
  • Actively searches for qualified LTTA candidates using a variety of methods, such as online databases, networking, referrals, and participation in job fairs or industry events.
  • Administers assessments or tests to assess candidates’ skills, knowledge, and alignment with the job and company culture
  • Participate in interviews and make hiring recommendations.
  • Stay in touch with short-listed candidates and notify them results of tests/interviews.
  • Work with successful applicants and prepare job offers.
  • Prepare Disposition Sheets for each announced vacancy and coordinate with hiring managers to get Interview Sheets after each interview.
  • Collect from new hires: Employee Biographical Data Sheet (EBD), General release EBD, University degree Diploma, Verifications of previous consultancies/employment, OANDA Calculations, SAM Check.
  • Check references and suitability of applicants before making the offer.
  • Responsible for preparation: Form 8.2 Salary Justification, Form 8.6 Contractor Certification Sheet.
  • Ensure recruitment is compliant with the DAI policies and procedures as well as USAID requirements and Ukrainian laws.
  • Provide applicants and new hires with information about the job including hours and pay, tasks, responsibilities, and working conditions.
  • Management of recruiting documents: ensure that all recruiting-related documents including Contractor Certification Sheets and Salary Justifications forms filled correctly, approved, and saved to the HR File.
  • Maintain a database of all employee contracts with dates of contract start and termination and information on starting salary and increases.
  • Support the management of disciplinary and grievance issues.

Performance Appraisal and Staff Development

  • Manage the performance appraisal process on an annual basis during the entire cycle.
  • Monitor and ensure DAI’s compliance with the organizational policies, Ukrainian legislation as well as donors’ rules and regulations.
  • Prepare and regularly update Personnel Policy, HR Management Policy, and others.
  • Coordinate and arrange annual obligatory training, including, but not limited to: Ethics and Compliance, Safety training, Digital Safety, etc.
  • Establish and maintain a Performance Appraisal process for new hires after the probation period.
  • Ensures a positive candidate experience by delivering prompt feedback, maintaining transparent communication, and addressing candidate inquiries or issues.
  • Champions diversity and inclusion within the internship program by actively pursuing a diverse pool of candidates and ensuring equal opportunities.
  • Ensures compliance with labor laws and regulations, including those related to internships, employment eligibility, and documentation.

Records Retention:

  • Enter HR data and upload personnel documents into TAMIS Personnel Module and SharePoint.
  • Develop and maintain an accurate staff database, maintain employment agreements and other employment documents in HR files, ensure confidentiality and no access policy.
  • Upload to TAMIS performance management plans, share with employees learning and development opportunities via iLearn or other internal sources.
  • Ensure that all DAI policies and procedures and related forms are filled in, signed and uploaded to TAMIS and SharePoint
  • Conduct quarterly sample audits to ensure TAMIS and Sharepoint personnel files are complete and maintained.

QUALIFICATIONS:

  • MA degree in Economics, Finance, Operations, or a related field.
  • At least 5 years of work experience in Human Resources, including Ukrainian labor law adherence in personnel management, and efficient record-keeping systems.
  • At least 1 years of experience working on USAID or other donor-funded projects.
  • Full proficiency in Microsoft applications, ERP systems, and proven spreadsheet experience.
  • Ability to multi-task and prioritize tasks.
  • Excellent organizational skills and ability to work as part of a team.
  • Professional level of English and Ukrainian is required.
