Background and general scope:
The HR Officer position provides overall support to the Ukraine country programmes to help accomplish the mission of ERC. The post-holder handles HR processes, procedures and documents in Country Office in accordance with ERC’s HR policies and local legislations; recruits and onboards new staff members and ensures that all staff members are knowledgeable about ERC’s internal policies (esp. Code of Conduct and Whistleblowing and Grievance policy) and have proper Terms of Reference outlining their tasks. The post-holder ensures the workspace is in line with occupational health and safety regulations and regularly checks in with staff to get to know their learning and development needs.
The HR Officer is under dual line management: under the Head of Country Office in Ukraine and the global Head of HR based in Estonia. The HR Officer acts as a line manager for Office Assistant in Kyiv.
Tasks and responsibilities:
- Develop Terms of Reference (ToR) for vacancies and staff members in cooperation with relevant technical or programmatic teams, thereby ensuring that all staff members are knowledgeable about their tasks and responsibilities.
- Carry out recruitment of staff members according to programmatic and strategic needs.
- Draft employment contracts based on ToRs and salary scales.
- Ensure compliance of contracts and employment relations with relevant Ukrainian legislation.
- Carry out onboarding activities for new staff members, incl. induction trainings and individual mentorship.
- Develop learning and development (L&D) plans and carry out performance appraisals for staff members, in close cooperation with global Head of HR.
- Organize, with help from assistants, team events and retreats.
- Act as a focal point in regards to health and safety regulations at the workplace.
- Handle compassionate offboarding process for leaving employees.
Key competencies:
- Minimum of Master’s degree or an equivalent experience in combination with a first-level University degree.
- Prior work experience of 2 years in a similar role, and familiarity with general personnel practices, admin/finance procedures, and coordination of office activities.
- High-level understanding of labor and occupational safety laws in Ukraine.
- Working level of English and fluency in Ukrainian or Russian.
- Proactive and flexible, solution-oriented, with excellent interpersonal skills for working in a multicultural team environment.
- Ability to maintain a productive and safe working environment in line with ERC Code of Conduct.
Contract type: Fixed-term contract (1 year)
