Position Purpose

CAHC seeks for Consultant for Assessment of Project Performance and Comparison with National Medical Guarantee Program to perform the following tasks: 

  1. Review project documents, including proposals, work plans, progress reports, and any relevant data or statistics. 
  2. Conduct field visits (on-line) to selected communities to observe the implementation of mobile health team services and interact with beneficiaries and project staff. 
  3. Collect and analyze data on the types and frequency of services provided. 
  4. Compare the services provided by the project with the national primary health care package of the state-financed Medical Guarantee Program, considering factors such as coverage, quality, and accessibility. 
  5. Identify any discrepancies or areas where the project could align better with national standards. 

To perform the services the Vendor shall: 

  1. Collaborate with Project team
  2. Complete the tasks in line with following schedule and deliverables:
  3. Confirm the ability to participate in the meetings with national and regional stakeholders. 
  4. To evaluate the sources of data, collect health information from selected sources, prepare draft overview and discuss it with the Project by May 31, 2024
  5. To develop comprehensive report detailing the findings of the assessment, including an analysis of project performance and a comparison with the national Medical Guarantee Program by June 30, 2024 
  6. To finalize Recommendations for improving the project’s effectiveness, sustainability, and alignment with national standards by July 31, 2024 

Period of performance: three (3) months May 23, 2024 – July 20, 2024), 5 days in May, 14 days in June, 14 days in July  (33 days in total) 

Vendors must possess the following qualifications: 

  1. Relevant educational background in public health, healthcare management, or a related field. 
  2. Experience in provision/supervising of health emergency services and evaluation, particularly in the healthcare sector. 
  3. Familiarity with the Ukrainian healthcare system and national health policies and programs. 
  4. Strong analytical and communication skills, with the ability to produce clear and concise reports. 
  5. Strict adherence to deadlines.  
  6. Ability to work effectively, often under tight deadlines, and deliver a quality product in a professional manner.
