Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for a qualified professional for the program Strengthening of Urban Resilience in the Areas of Supply Infrastructure and Housing to fill the position:

Communication Advisor (full-time, Kyiv)

The program “Strengthening of Urban Resilience in the Areas of Supply Infrastructure and Housing” (SUR), initiated by the German Federal Ministry for Economic Cooperation and Development (BMZ), is dedicated to rebuilding essential urban infrastructure in Ukraine’s war-affected regions.

The program’s primary objectives include the reconstruction of basic infrastructure, enhancing digital and planning competencies in local administrations for efficient damage assessment and infrastructure planning, and implementing disaster risk management strategies to bolster resilience against current and future crises. Measures of the program focus on restoring critical services such as drinking water, electricity, heating, and housing in cities severely impacted by the conflict.

In alignment with the EU’s 2030 urban, climate, and energy policies, the SUR program contributes to Sustainable Development Goals (SDGs) that focus on ensuring access to affordable, reliable, sustainable, and modern energy for all (SDG 7), building resilient infrastructure, promoting inclusive and sustainable industrialization, and fostering innovation (SDG 9), and making cities and human settlements inclusive, safe, resilient, and sustainable (SDG 11). It works in synergy with other GIZ initiatives like ISU II, U-LEAD, and FEER to enhance urban resilience and essential services across Ukrainian municipalities.

The Communications Advisor will join Planning, Monitoring and Communications Unit (PMC Unit) and “Strengthening of Urban Resilience in the Areas of Supply Infrastructure and Housing within GIZ UKRAINE “Resilient Society” Cluster. The unit manages the results-oriented monitoring database, promotes GIZ Ukraine visibility via different communication channels, internal and external, and coordinates the activity planning processes of the Cluster. The cluster consists of 6 big projects. Comms team supports the coordination of the Programme’s work with national ministries, media outlets, regional and local representatives, and Embassy. The Communications team is responsible for promoting the visibility and impact of the engagement of Germany in UA.

Core tasks:

The project is implemented through two components: one focusing on advising municipalities and partner institutions (Component 1), and the other leading construction activities (Component 2). The Heads of Components work together with the Program Director and project management team in Germany.

  • Communication Advisor will fulfilling the duties of media and communications planning together with the Project’s technical team and in cooperation with the cluster Communications Team, will develop and implementing communication and visibility measures to promote the visibility of the Donor (German Federal Ministry for Economic Cooperation and Development (BMZ) and German government in general) and the project “Strengthening of Urban Resilience in the Areas of Supply Infrastructure and Housing”.

Key responsibilities:

  • Developing and maintaining relationships with key stakeholders, including project team members, partner, hromadas and institutions, media outlets, government press-services, and public media resources.
  • Implementing multi-facetted communication campaigns around specific initiatives to support municipalities during war and reconstruction such as its targeted support to local repair and reconstruction.
  • Managing the project’s day-to-day communications activities, ensuring that tasks are completed on time and to a high standard – writing social media posts, articles, long-reads, human-centered stories, interviews, preparing photo and video content for different resources and in different formats, conducting content collection missions to partner municipalities and institutions.
  • Overseeing the development and implementation of social media and online communications measures.
  • Preparation and supervision of events with the purpose of increasing visibility of the engagement of Germany in Ukraine.
  • Coordination of work of external agencies like designer, video production, photographers, journalists, etc.
  • Ensuring that all communication and visibility materials are consistent with SUR Project and Resilient Society Cluster branding guidelines and messaging.
  • Providing technical input to the overall cluster Communications Team activities, what will be identified at the interviews (technical skills in video production, social media camopaigns, media relations including experience working with international media will be an asset).
  • Managing the communications budget of the project, ensuring that they are used effectively and efficiently.

Required qualifications:

  • Master’s degree in Communications, Journalism, Public Relations, or a related field.
  • At least 5 years of experience in communications, experience in journalism or on TV is an asset.
  • Proven experience in developing and implementing successful communication strategies.
  • Strong understanding of social media context, media relations and experience working with journalists and media outlets.
  • Excellent written and verbal communication skills in English and Ukrainian.
  • Strong team and time management skills, including the ability to inspire a technical specialist of the project (engineers) to properly communicate the activities of the program.
  • Excellent organizational and project management skills, with the ability to manage multiple projects simultaneously.
  • Excellent knowledge of the Ukrainian political and institutional landscape
  • Strong interpersonal skills and the ability to build relationships with stakeholders at all levels.
  • Strong problem-solving skills and the ability to develop creative solutions to complex challenges.
  • Experience working in the public or non-profit sector is an asset.

Employment conditions

Full-time position with 40-hours working week. The place of assignment is Kyiv. The contract duration is until 31.12.2026. Starting as soon as possible.
