Project Summary: 

The U.S. State Department Monitoring, Evaluation and Audit Services for Reporting (MEASURE) project will provide the U.S. Department of State with monitoring services to monitor the delivery and use of U.S. foreign assistance in Ukraine. The project will involve working with grantees to develop monitoring plans identifying performance indicators to report progress, compiling submitted data into reports for State Department review, and overseeing visits to sites where the U.S. assistance is being utilized to verify assistance is being used as intended.

**Please note: Ukrainian citizenship is required for this position**

Position Summary:

The Accountant will be responsible for the internal financial management of the MEASURE office, including accounting of all expenses, management of bank accounts, coordination with headquarters, and implementation of field staff financial reporting requirements. This role will be a full-time position located in Kyiv, Ukraine.

Responsibilities:

  • Support the Operations Manager in the implementation of day-to-day MEASURE operations and accounting activities.
  • Check the completeness of supporting documents for payments and ensure all documents are in line with MSI and USG regulations.
  • Work closely with the Operations Manager and Headquarters Project Management team (HQ PMT) to establish and oversee the financial management of the program, including but not limited to submission of monthly financial budget forecast and cash flow projections for the project expenses, monthly submission of financial records to HQ, operating budget tracking/obligation oversight, and adherence to audit/financial procedures.
  • Manage project accounts in QuickBooks accounting software and coordinate financial management activities with the HO in an accurate, timely, and reliable manner.
  • Ensure availability of funds and oversee bank reconciliation statements for all funds in foreign and local currencies.
  • Manage financial management and reporting according to USAID and US Government, especially ADS, AIDAR, and FAR, as well as Ukrainian Government policies and procedures.
  • Track and maintain the supporting letters required for the VAT exemption processes with the relevant department of the Government of Ukraine, and coordinate with procurement and office unit to distribute VAT exemption letters to beneficiaries.
  • Support the Operations Manager by ensuring payroll calculations comply with local labor and taxation laws and conducts related financial management activities.
  • Review field staff timesheets and ensure accuracy of information, including tracking field staff annual sick leave balances.
  • Prepare service agreements and acts of acceptance with consultants.
  • Maintain project inventory files including regular check of the project equipment.
  • Oversee petty cash replenishment sheets and reconcile them as instructed by the supervisor.
  • Perform other responsibilities as assigned by the supervisor.

Qualifications:

  • Bachelor’s degree in finance or accounting required. Master’s degree preferred.
  • Minimum three years relevant experience, preferably at the multinational company, required.
  • Experience with USAID/USG-funded projects is strongly preferred.
  • Experience with collection and analysis of accounting data.
  • Knowledge of Ukrainian tax regulations and statutory accounting.
  • Knowledge of accounting.
  • Proficiency in computer applications including QuickBooks and Microsoft Suite Office.
  • Strong organizational skills to meet deadlines.
  • Strong communications skills, both oral and written are required.
  • Fluency in English and Ukrainian required.
