Вакансія: Analyst on Electricity Market’s Development for UNOPS Ukraine

UNOPS Office in Ukraine is engaged in the implementation of the Project that aims at development of the competitive Energy Market in Ukraine. Project supports Ukraine in strengthening its energy security agenda. It provides all required technical assistance to energy sector Government of Ukraine (GoU) entities, energy regulator and other stakeholders in implementation of laws and secondary legislation on the electricity market, energy markets and energy regulator; district heating‐related and other areas as needed, focusing on two components:

•      Assistance in electricity market implementation;
•      Assistance in improving district heating utility services.

Programme works directly with the offices of the Prime Minister of Ukraine and Vice Prime Minister of Ukraine, Coordination Centre for Introduction of a New Electric Energy Market, Office of Reforms under the Cabinet of Ministers, relevant departments of the Cabinet of Ministers, Ministry of Energy and Coal Industry of Ukraine, Ministry of Social Protection and Labour of Ukraine, National Committee on State Regulation in Energy and Utilities (NCSREU), Verkhovna Rada of Ukraine and other principal national stakeholders.

Summary of Key Functions 

• Analysis, monitoring and cataloging of the legislation documents, secondary law and other project’s deliverables in the field of Electricity Market Development;
• Providing support to the National Project Coordinator and National Electricity Market Support Officer as well as preparing analytical documents for the meetings, preparing comments and proposals for discussion;
• Analysis and monitoring of activities of international projects in the energy sector and their deliverables;
• Supporting organization of the educational and information events for the Electricity Market players and its conducting;
• Electricity Market Development process analysis and support to the project in preparation of the monthly reports;
• Support in organizational activities and assistance to the launch of the test calculations in the respective electricity market segments;
• Support in implementation of the electricity market segments modeling system of Ukraine and analysis of the implementation process;
• Support in preparation of presentations and promotional materials about the Project’s activities;
• Preparation of information materials which provide information about results of the Project’s activities for introduction of the New Electricity Market;
• Providing proposals and suggestions to the documents (agenda, analysis, minutes, talking points) required for the Project’s planned meetings and meetings/events supported by the Project;
• Analysis of the questionnaire data to assess the organizational and technical readiness of market participants to the new working conditions on the electricity market;
• Perform other related tasks as assigned by supervisor/s.
