Advisor Capacity Development for EU integration(internal SAP code: Organizational Development and Management Advise Advisor) (full-time, Kyiv)

The project “Innovation Lab for EU Association of Ukraine” is supporting key stakeholders of Ukraine’s government to implement the EU-Ukraine Association Agreement. The advisor for capacity development for EU integration will be responsible for project activities for setting-up and implementing training and coaching measures in cooperation with the Government Office for Coordination of European and Euro-Atlantic Integration. In addition, the advisor will steer the cooperation with Croatian partners for knowledge sharing.

Responsibilities:

• Analysis of support needs of the Ukrainian partners in their reform efforts.
• Planning, development and implementation of project activities to support capacity development of key actors for the coordination and implementation of the UA-EU-Association Agreement and intersectoral cooperation.
• Identification of potential national or international professional contractors for the implementation of the project activities, development of Terms of Reference and other preparatory documents for their contracts; accompanies the fulfillment of the contract, checks the services and reports provided.
• Evaluation of press releases, technical reports, strategy papers etc. concerning the EU integration of Ukraine and the implementation of the Association Agreement.
• Ensuring communication and exchange between actors relevant for the project, especially with the Ukrainian partners, national and international professional contractors as well as communication and exchange within the GIZ.
• Support of the person in charge of the project implementation in the planning of the project activities and budget jointly with other project advisors.
• Serving as a contact person for the Ukrainian partners, contractors and within the GIZ in.
• Supports actively all other activities of the project.
• Monitoring and reporting of the progress of the project activities in the area of responsibility.
• Organisation of project activities, i.e. workshops, trainings, study tours and networking events (offline/online).
• Creation – jointly with the cluster’s Communication Officer – of presentations of project activities and related cluster activities in the available digital platforms.
• Presentation of InnoLabEU’s activities and results; communication of project activities in social media.
• Occasionally acts as a moderator/ facilitator on occasions.
• Contributes to the overall knowledge and data management.

Required qualifications, competences and experience

• Higher-education degree in economics, management, political science or similar.
• Working experience: at least 3 years in the field of capacity development.
• Working experience: at least 3 years in project management.
• Working experience on EU topics.
• Experience with reforms linked to the UA-EU Association Agreement would be an asset.
• Cooperation experience: at least 3 years of cooperation experience with the public sector in Ukraine.
• Practical experience of implementation of training measures and curricula development.
• Very good command of Ukrainian, English. Knowledge of German is an advantage.
• Excellent working knowledge in the use of digital applications.
• Team player with excellent intercultural competences; proactive, innovative and hands-on attitude; high degree of discretion and integrity.
• Ability to work flexibly and independently, also under stressful conditions.
• Comprehensive managerial and organizational experience.
• Very good communication and facilitation skills.
• Readiness to participate in up-skilling activities in line with the relevant job requirements as agreed with the manager.
• Readiness for occasional business trips.
• Work experience in an international environment is an asset.

Employment conditions

Full-time position with 40-hours working week. The contract duration is till December 2023. Starting as soon as possible.
