Accounting Financial Specialist (Kyiv, full time)

We are seeking a qualified Accounting Specialist who possesses strong financial acumen, attention to detail, and a solid understanding of accounting principles. She/he will be responsible for performing various financial tasks, including budget planning, monitoring expenditures, reconciling bank statements, and overseeing invoice management.
In the last few years, Ukraine has developed and adopted various laws in favour of an ambitious decentralisation reform, which reshapes the relations between the national, regional and local levels and builds institutional capacity. The success of the decentralisation reform greatly depends on the coordination and cooperation between different stakeholders involved into reform implementation at the national, regional and local levels. Given the important new tasks, responsibilities and financial resources that local self-governments have gained, the implementation of the reform has to be accompanied by expert advice, trainings and diverse support measures. U-LEAD (Ukraine – Local Empowerment, Accountability and Development) is a special measure which is conducted as a multi-donor action by the EU and its member states Germany, Estonia, Slovenia, Sweden, Denmark and Poland to support the Ukrainian government in the implementation of the decentralisation reform.
Within the Multi-Level-Governance (MLG) Cluster portfolio, there are currently 5 projects. To ensure the smooth financial and accounting processes necessary for achieving the projects’ goals and outcomes, a dedicated Finance Unit provides support and guidance. As the portfolio continues to expand, we are seeking a qualified professional for the full-time position of Accounting Specialist to strengthen our Finance team.
Responsibilities:
The Accounting Financial Specialist is responsible for
- Various tasks within the financial management and accounting within the MLG-Cluster projects.
- Invoice checking.
- Ensuring that financial administration functions well in accordance with GIZ standard procedures.
- Financial management of Local Contributions; checks, monitors, coordinates Local Contribution reports, preparation of trainings including relevant presentations, factsheets, internal memos.
- Maintains archive of financial documents.
- Preparation of financial reports and accompaniment of the internal audits conducted by GIZ Country Office (Internal Control) and assist in the preparation of external audits.
- Monitoring and management of Accounts Payable/Receivable, Obligation (SAP, WINPACCS).
- Identifying relevant challenges and issues and assisting in formulating implementation-oriented solutions.
- Bank and cash management – if required.
- Further developing instruments and assisting in introducing innovation and change.
- Communication and coordinating within project´s technical units and Country Office to ensure adapted procedures. Advising the project staff to all the questions regarding finances and accounting.
- Dealing with all questions arising in the financial area.
- Ensuring Knowledge Management within the Finance Team and Cluster concerning all relevant financial processes (Trainings, Info Sessions, written processes).
- Coordination of general financial topics, in close collaboration with GIZ Country Office and MLG Head of Finance.
Required qualifications, competences and experience:
- University degree in business administration with a focus on accounting or related area.
- At least 3 years’ professional experience in a comparable position.
- Good knowledge of Ukrainian legislation and accounting requirements.
- Very good communication skills.
- Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office).
- Very good knowledge of English; Ukrainian native level required; knowledge of German is an asset.
- Proactive, innovative and hands-on attitude.
- Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
- Confidential handling of data and information.
- Ability to prioritize tasks independently with possible time constraints and workload.
- An independent and result-oriented approach, flexibility, self-organization and ability to withstand stress as well as intercultural competencies.

Employment conditions
Full-time position with 40-hours working week. The assignment starts in November 2023. Contract till 31.12.2024 (with possibility of extension).
