Since 2018, USAID Economic Resilience Activity (ERA) has focused its activities on eastern Ukraine. In 2022, it expanded its geography of cooperation to other regions due to Russia’s full-scale invasion and occupation of part of Ukraine. In 2023, given the military and political circumstances and challenges, the U.S. Agency for International Development (USAID) changed ERA’s priorities.
ERA is one of the implementers of the U.S. Government’s Interagency Agriculture Resilience Initiative – Ukraine (AGRI – Ukraine), which aims to support Ukrainian agricultural production and exports and help address the global food crisis exacerbated by Russia’s brutal war against Ukraine. USAID supports the Government of Ukraine, including working with the State Agency for Restoration and Development of Infrastructure of Ukraine (SARDI) and the State Customs Service, through ERA, to modernize border crossing points to improve grain trade and exports, passenger traffic, and perceptions of Ukraine. ERA is also implementing the Economic Stability and Recovery Initiative (ESRI), which focuses on job retention and creation and assists small and medium-sized enterprises.
USAID ERA prioritizes work on AGRI and rehabilitating EU-facing border crossing points (BCPs). The AGRI component is extending its technical assistance to Ukrainian Agri-traders and logistics companies supporting them in increasing capacity and potential of grain export logistics. The BCP component includes complex construction management and procurement of equipment and service for BCPs to become more efficient in processing big cargos of grain and other commodities through the border.
About the job
The HR Generalist is a support position that will have the primary responsibility of assisting with all project’s human resources functions and recruitment tasks. The HR Generalist follows USAID ERA’s HR policies and regulations and supports the HR team in everyday tasks. The role covers most of the routine reporting, filing, document maintaining, and TAMIS system record-keeping. This role may occasionally require coordination with the Administration and Financial teams. The HR Generalist reports to the HR Director and is based in the Kyiv office.
RESPONSIBILITIES:
Recruitment and HR Support:
- Support the hiring procedure and recruitment of national staff in ERA in close coordination with the HR Officer and hiring manager, ensuring that employment procedure is done as per the DAI Field Operational Manual and Ukrainian Labor Code.
- Publish and close vacancies, work on vacancy announcements procurement in close coordination with the Procurement Team.
- Collect candidate’s documents, verify references, and process collected personal information.
- Coordinate with candidates and arrange interviews closely following the Recruitment Tracker.
- Coordinate with Senior HR Officer regarding GDIP employment procedure for new hire, manage collection of employment documentation to be submitted to GDIP and perform trips to GDIP when asked.
Records Keeping:
- Enter HR data into the Technical & Administrative Information System (TAMIS) and upload HR-related documents to TAMIS.
- Update HR documents in SharePoint and in TAMIS regularly and upload recruitment and employment documentation for new staff.
- Upload to TAMIS performance management plans and share with employees learning and development opportunities.
- Perform other related duties as required.
About you
- At least 1 year of work experience in Human Resources, including Ukrainian labor law adherence in personnel management, and efficient record-keeping systems.
- Bachelor’s Degree in Human Resource Management, or a related field.
- Experience working on USAID or other donor-funded projects will be an asset.
- Computer literate with email, word processing, database, ERP systems, and spreadsheet experience.
- Ability to multi-task and prioritize tasks.
- Excellent organizational skills and ability to work as part of a team.
- Fluent English and Ukrainian is required.

Contract length: 12-month employment agreement with a possibility of extension.
