The NGO SHL Ukraine intends to award service contracts named in the attached description through a public tender. The attached tender, award and contract conditions apply.

Background to the project: 

This project focuses on empowering youth in Ukraine by providing tailored educational opportunities through a blended learning approach. It offers two distinct tracks: “Stand Up” seminars for participants aged 14-17 who are new to civic engagement and eager to take their first steps, and “Move On” seminars for participants aged 18-25 who have already gained experience in civic engagement and wish to deepen their involvement. 

The program combines online and offline seminars designed to help young people develop their identities as active citizens. Following the seminars, participants implement their own projects (“Grants”) within their local communities, fostering a sense of ownership and confidence in their ability to drive positive social change. With the support of mentors who assist in project implementation, the project empowers youth to take an active role in shaping the future of Ukraine. 

The project duration is until June 2026. 

You may apply for one or more of the following four lots:

Lot No. 

Activity 

Trainer Offline Seminars “Stand Up” and “Move On” and Trainer for Offline Seminar “Train the Trainer” 

Description 

This Activity includes: 

  • 1 Offline Seminar “Move On” (20 participants): Focus on topics such as : Role of young people in democratic development of country, Human rights values in civic activism, Project planning, management and implementation, Building teams and networks of activists, Visibility of youth-led initiatives 
  • 1 Offline Seminar “Stand Up” (20 participants): Focus on topics such as 

Democratisation, Empowerment of youth civic engagement, Visibility of youth-led initiatives, Trust building and social cohesion. 

  • 1 Offline Seminar “Train the Trainer” (20 participants): A three-day seminar designed for young individuals interested in becoming facilitators or trainers. The seminar provides an introduction to participatory training methods, group facilitation techniques, and the fundamentals of workshop planning and delivery. 

Seminar concepts and detailed session outlines in Ukrainian will be provided, and trainers will conduct the sessions based on these materials. 

Additionally, trainers will gather participant feedback and reflections to assess the overall learning experience and provide insights for continuous improvement of the program.

Offline Seminar “Move On”: 03. October – 05. October 2025 in Kyiv Oblast  

Offline Seminar: “Stand Up”: 31. October – 02. November 2025 in Ivano-Frankivsk Oblast or Chernivtsi Oblast  

Offline Seminar “Train the Trainer”: beginning of May 2026 in Kyiv Oblast 

Please note: Travel expenses will be reimbursed, while accommodation and meals during the seminar will be covered. These provisions are not part of the bid. 

Requirements 

Freelance trainers responsible for conducting offline seminars must have a proven track record in training, facilitation, or educational work, particularly in the field of civic engagement. They should be skilled in delivering informative, participatory, and engaging sessions for diverse groups of participants. Relevant thematic areas include civic education and youth participation, social responsibility, democracy and human rights, critical thinking, communication and teamwork. 

It is essential that trainers have experience of working directly with the target group. Additionally, they will be responsible for collecting participant feedback and reflections to evaluate the learning experience, utilizing the seminar concepts and outlines provided effectively during their sessions.

Co-Trainer Offline Seminars “Stand Up” and “Move On” and Trainer for Offline Seminar “Train the Trainer”

Description 

This Activity includes:

Requirements 

Freelance Co-trainers should have prior experience in youth work, facilitation or educational activities and seminars, ideally in the context of civic engagement or non-formal education. They must demonstrate the ability to collaborate with lead trainers to ensure the smooth facilitation of sessions and assist with logistics and participant engagement. Co-trainers will assist lead trainers in delivering sessions on topics such as: Civic education and youth participation, social responsibility and human rights, communication, teamwork, and critical thinking. 

Having prior experience with the target group is essential for this role. Relevant thematic areas include civic education and youth participation, social responsibility, democracy and human rights, critical thinking, communication and teamwork.

Description 

This Activity includes: 

  • “Stand Up” Online Seminars (four Zoom sessions): Facilitate an online seminar consisting of three Zoom sessions lasting 90 minutes and one Zoom session lasting 120 minutes, each for participants new to civic engagement (30-35 participants). The seminar will be conducted twice, each time with a different group of participants.  
  • “Move On” Online Seminars (five Zoom sessions): Facilitate an online seminar consisting of four Zoom sessions, each lasting 90 minutes and one Zoom session lasting 120 minutes, for participants with prior experience in civic engagement (30-35 participants). The seminar will be conducted twice, each time with a different group of participants. 

Seminar concepts and detailed session outlines in Ukrainian will be provided, and trainers will conduct the sessions based on these materials. 

Additionally, trainers will gather participant feedback and reflections to assess the overall learning experience and provide insights for continuous improvement of the program.

Requirements 

Freelance trainers responsible for online seminars must have a proven background in delivering interactive online training sessions or webinars, particularly in the field of civic engagement and non-formal education. They should be proficient in using platforms like Zoom to create engaging online experiences. Relevant thematic areas include civic education and youth participation, social responsibility, democracy and human rights, critical thinking, communication and teamwork. Experience working directly with the target group is essential to adapt methods and content appropriately. Trainers will be expected to use the provided seminar concepts and outlines effectively. 

Trainers will also be expected to gather and analyze participant feedback to enhance future online seminars and maintain high levels of engagement throughout the sessions.

Co-Trainer Online Seminars “Stand Up” and “Move on” 

 

Description 

This Activity includes: 

  • “Stand Up” Online Seminars (four Zoom sessions): Co-facilitate an online seminar consisting of three Zoom sessions lasting 90 minutes and one Zoom session lasting 120 minutes, each for participants new to civic engagement (30-35 participants). The seminar will be conducted twice, each time with a different group of participants.

Requirements 

Freelance co-trainers will support the implementation of online and/or offline seminars and should have prior experience in youth work, facilitation, or educational settings, ideally in the context of civic engagement or non-formal education. They must demonstrate the ability to work collaboratively with lead trainers and contribute to the smooth delivery of sessions. 

Co-trainers will assist in preparing and delivering sessions using the provided seminar concepts and outlines, and will support facilitation, group processes, and interactive methods during the seminars. Relevant thematic areas include: Civic education and youth participation, social responsibility and democracy, Human rights, critical thinking, communication and teamwork 

Experience working with the target group is essential to ensure a supportive and inclusive learning environment. Co-trainers are also expected to assist in gathering participant feedback and reflections to contribute to the evaluation and improvement of the program. 

 

Conditions of the tender and additional notes: 

Please note the above-mentioned deadline for offers and use the above-mentioned contact details to submit your offer. You can submit your offer electronically using the following form (attachment 1). Attach relevant supporting documents from which the fulfillment of the above-mentioned requirements can be assessed.  

The requirements mentioned above are used as evaluation criteria for the selection process.  

Both natural persons, single entrepreneurs, commercial and non-profit service providers are eligible under this tender. 

The bidders who meet the professional requirements can apply for one or more lots and in case the highest score is achieved in several lots, the evaluation of professional expertise will be taken into consideration and the position will be awarded to the bidder who can prove the highest professional expertise for the corresponding lot. Applicants are requested to indicate in their application the exact designation of the lot(s) for which they apply. 

The awarding criteria are as follows: 50 % Qualification & skills, 50 % Professional experience; 10 points for each category. 10 points are awarded in case the bidders offer exceeds the requirements of the Project, 8 points are awarded for an offer rated as “very good”, 6 points are awarded for an offer rated as “good”, 4 points are awarded for an offer rated as “satisfactory”, 2 points are awarded for an offer rated as “sufficient”. Offers, which either do not meet the minimum requirements of the Project or are rated 0 points in one or both categories for being inadequate will be expelled from the awarding procedure. 

By handing in an offer, the bidder declares his/her consent with the conditions of this call. 

To prove the eligibility criteria, the following applies:  

In order to participate in the selection procedure, on the date of sending the offer the bidder must have the following eligibility requirement and provide proof upon request.  

Sending an application is considered confirmation of fulfilling the following requirements: 

  • For natural persons 
  • No criminal convictions and no measures concerning the application of preventive measures, civil decisions and administrative measures registered in the criminal record or for any crime; 
  • Not subjected to criminal proceedings; 
  • Fulfil the requirement of independence and no condition of incompatibility or conflict of interest (financial, business, work or other relations) with the Project Stakeholders  
  • For legal entities: 
    by submitting an offer your company gives a consent that it is not in one of the following situations:  
  • It is bankrupt, it is subject to insolvency or winding-up procedures, a liquidator is administering its assets or this is done by a court, it is in an arrangement with creditors, its business activities are suspended or it is in any comparable situation arising from a similar procedure provided for in Union or national law.  
  • The company is guilty of serious professional misconduct by violating applicable laws or regulations or ethical standards of the profession to which the company belongs, or by engaging in any misconduct that affects its professional credibility, provided that such conduct is due to intent or gross negligence. 
  • The company is guilty of fraud / corruption / conduct related to a criminal organization / money laundering or terrorist financing / terrorist offences or offences related to terrorist activities / child labor or other offences related to human trafficking. 
  • It has shown significant deficiencies in compliance with the main obligations in the performance of a contract or an agreement financed by the Union’s budget, which has led to its early termination or to the application of liquidated damages or other contractual penalties, or which has been discovered following checks, audits or investigations by a contracting authority, the European Anti-Fraud Office (OLAF) or the Court of Auditors;  
  • The company has created an entity under a different jurisdiction with the intent to circumvent fiscal, social or any other legal obligations in the jurisdiction of its registered office, central administration, or principal place of business.
