Senior Project Manager: Recovery of Infrastructure to Facilitate the Monitoring of the Implementation of the Ukraine Plan and the Ukraine Investment Framework

Category 1

1. Objective(s) and linkages to reforms

The Recovery and Reform Support Team (RST) at the Ministry for Development of Communities and Territories of Ukraine (Ministry) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis through the Ukraine Recovery and Reform Architecture (URA) [1] programme that provides consulting services, targeted technical support and assists in the design and implementation of priority reforms. The RST assists in filling the capacity gaps in the design and implementation of priority reform strategies and programmes, while strengthening links and partnerships between the Ministry’s priorities and relevant donor support.

The Ministry of Economy, Environment and Agriculture of Ukraine (MinEconomy) is the designated National Coordinator for the Ukraine Plan. The National Coordinator’s Team (NCT) oversees the monitoring of the Ukraine Plan, supported by the newly established Subdivision on Coordination of Ukraine Plan Implementation within MinEconomy. This Subdivision was reinforced by a new sub-unit within the Recovery and Reform Support Team at MinEconomy, which aids in coordinating reforms in alignment with the EU Commission’s annual Enlargement Reports on Ukraine, the Ukraine Plan[2] implementation, Ukraine Facility Regulation #2024/792, the Framework Agreement between the EU and Ukraine on specific arrangements for the implementation of Union funding under the Ukraine Facility, and key strategic documents of the Government of Ukraine.

The NCT includes relevant departments from line ministries, supported by the Recovery and Reform Teams in these ministries and the Reform Delivery Office (RDO). All Recovery and Reform Support teams and the RDO are expected to assist the staff of sectoral departments of the Ministry in coordinating and monitoring the Ukraine Plan in collaboration with MinEconomy.

The sub-unit within the Recovery and Reform Support Team of the MinEconomy serves as the main liaison for all recovery and reform support teams, consolidating expertise and insights from line ministries and their recovery and reform support teams. Within the Recovery and Reform Support Team at the MinEconomy, a Deputy Director – Special Representative for Ukraine Plan Coordination and Monitoring (SEUP) was appointed. The RST at the Ministry for Development of Communities and Territories of Ukraine must closely coordinate with the SEUP, who will act as the main focal point for all recovery and support teams, necessitating close collaboration with MinEconomy’s focal point.

The Senior Project Manager (SPM) on Recovery of Infrastructure to Facilitate the Monitoring of the implementation of the Ukraine Plan and the Ukraine Investment Framework (UIF) is expected to support the implementation of reforms to recover infrastructure as an experienced expert in public policy development, assessments, and report development in accordance with Ukrainian and international standards to help in coordinating and monitoring of the Ukraine Plan implementation and its financing within the Ukraine Facility, specifically the implementation of the UIF.

The SPM is also expected to be a capable team player, able to assist in building coordination networks among relevant colleagues from other government agencies and ministries and the Reform Delivery Office of the Cabinet of Ministers (RDO) team.

2. Position and reporting line

The SPM will be a full-time consultant at the RST at the Ministry. The consultant is expected to be based in Kyiv (subject to the Ministry’s staff’s security rules).

Tasked with the support of the Ministry for Development of Communities and Territories of Ukraine in its day-to-day activities, the SPM will be providing support in the following processes:

  • providing analytical work with large datasets of information, assisting the Ministry and the National Coordinator in preparing various reports, analytical papers, reviews and analysis of legislation, and the applications for financing within UIF, drafts of developing new legislative acts, as well as stakeholder management in accordance with Ukrainian and international standards;
  • coordination and implementation of the Ukraine Plan, and the process of implementation of the requirements of the provisions of the Ukraine Facility Regulation No 2024/792 and the Framework Agreement between the EU and Ukraine on specific arrangements for the implementation of Union funding under the Ukraine Facility;
  • monitoring and control of the Ukraine Facilities’ investment indicators implementation (Pillar I and Pillar II) and the status of application analysis that are financed within UIF for sectors under MDCT mandate;
  • analysing and assessing the maturity of proposals submitted for funding within the UIF, and their financial structuring, monitoring of implementation and financing in terms of funding sources.

The SPM will be subordinated to the Director of the RST at the Ministry for Development of Communities and Territories of Ukraine but will be in close contact with the RST of the MinEconomy, specifically with the SEUP, and the MinEconomy as the National Coordinator of Ukraine Plan. In a broader sense, SPM will be part of the National Coordinator’s Team working on Ukraine Plan Coordination and Monitoring.

3. Duration and proposed timeframe

The consultancy appointment is expected to start in January 2026. Duration of the assignment has an estimated duration till July 2027, subject to the availability of project funding, the consultant’s performance, and the specific requirements of the RST. This appointment may be extended.

4. Main duties and responsibilities

The SPM is expected to assist in the following:

  • assisting in fostering engagement and cooperation with relevant stakeholders (primarily MinEconomy and other line ministries officials, national and sub-national government bodies, business community stakeholders’ sovereign borrowers, as well as the European monitoring and control bodies, such as the European Commission, OLAF, ECA, EPPO, Lead Financial Institutions that submit applications for financing of projects that as well as other relevant donors, IFIs, and other relevant counterparts) concerning issues of the Ukraine Facility, including UIF;
  • assisting in the resolution of problems and obstacles encountered during implementation, identification and communication of issues requiring a decision of the RST Director, the Ministry and National Coordinator of the Ukraine Facility pertaining to the coordination and monitoring of the Ukraine Plan and implementation of the Pillar I and Pillar II of the Ukraine Facility, including UIF;
  • preparing timely and quality reports and status updates on reform implementation progress and the Ukraine Facilities’ investment indicators implementation (Pillar I and Pillar II), considerations of UIF applications to the RST Director, the Ministry, the SEUP and other stakeholders as well as for publication;
  • contributing to the development of policies, implementation of the investment indicator Ukraine Plan and analysis of UIF application;
  • participating in joint working groups, meetings, and discussions with the Ministry, business, and other stakeholders related to the project;
  • preparing monitoring reports (annual, monthly, and weekly, based on the results of the UIF steering committee meetings);
  • assisting in assessing the maturity of proposals submitted for funding within the UIF, and preparing reports of monitoring their implementation and financing;
  • assisting in forecasting/analysing potential scenarios of events and developing recommendations for response;
  • other consulting services as assigned by the RST Director.

Expected deliverables

The SPM will be expected to provide the following deliverables:

  • regular (annual, monthly and be-weekly based on the results of the UIF steering committee meetings) monitoring progress reports in accordance with the indicators and timelines set in key sectors of the Ukraine Plan, Ukraine Facility (Pillar I and Pillar II)  and UIF for the Ministry, the Head of the National Coordinator Sub-Division, the Deputy Minister of Economy, the SEUP, the RST Director, and other stakeholders as assigned;
  • regular updates of data tables and charts for ongoing analysis of implementation risks and tracking progress of activities implementation for the Ministry, the Head of the National Coordinator Sub-Division, the Deputy Minister of Economy, the SEUP, the RST Director, and other stakeholders as assigned;
  • ad-hoc reports on progress towards upcoming steps for the Ukraine Plan implementation and the Ukraine Facility provision (Pillar I and Pillar II) and projects of UIF implementation for the Ministry, the Head of the National Coordinator Sub-Division, the Deputy Minister of Economy, the SEUP, the RST Director, and other stakeholders as assigned;
  • data presentations in the form of slide decks, infographics, and analytical tables/graphs in support of necessary reporting information;
  • quarterly internal reports on RST progress, challenges and achievements.

The specified lists of scope of work, services and expected deliverables can be modified and supplemented on request from the Ministry.

5. Qualifications, skills and experience

5.1 Qualifications and skills:

  • Master’s degree in Economics, Finance, Law, Management, Public Policy or other related fields;
  • strong analytical, communication, and presentation skills;
  • excellent verbal, written, and communication skills;
  • advanced level of PC literacy (PowerPoint, Project, Excel, Word);
  • fluency in Ukrainian and English;
  • good inter-personal skills.

5.2 Professional experience:

  • Minimum of 7 years of general professional experience (working for international organisations and/or international technical assistance projects would be an advantage), of which:
  • at least 5 years of proven experience in project management, public or business administration, and consulting (related to the field of the assignment).

5.3 Other competencies:

  • Proven knowledge and professional experience in economic and public policy development, strategic planning and project management;
  • previous experience working for international companies/organisations;
  • relevant professional experience in IFI will be an asset;
  • familiarity with Ukraine’s current reform agenda, and a good understanding of policy formulation processes and policy dialogues.

6. Funding Source

The funding source of this assignment is the EBRD Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (MDA). Contributors to the MDA are Austria, Denmark, Finland, France, Germany, Italy, Japan, Latvia, the Netherlands, Norway, Poland, Slovenia, Sweden, Switzerland, the United Kingdom, the United States and the European Union.

8. Selection Procedure

Following the evaluation of all applications received, selected candidates may be invited to a written test. Only shortlisted candidates will be invited to the interview.
