1. Objective(s) and Linkages to Reforms

The Recovery and Reform Support Team (RST) at the Ministry for Development of Communities and Territories of Ukraine (MDCT or Ministry) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis through the Ukraine Recovery and Reform Architecture (URA)[1] programme that provides targeted technical support and assists the Ministry in the design and implementation of priority reforms. The RST will assist in filling capacity gaps in the design and implementation of priority reform strategies and programmes, while strengthening links and partnerships between the Ministry`s priorities and relevant donor support.

Priority areas for the RST at the Ministry for Development of Communities and Territories of Ukraine will be: 

  • Transport Infrastructure;
  • Municipal Infrastructure;
  • Regional Development and Decentralisation;
  • Digitalisation;
  • Public Administration Reform and Capacity Building;
  • Public Investment Management. 

Energy Efficiency Reform is one of the top priorities of the Government of Ukraine and the Ministry. Energy Efficiency sector includes the implementation of the Law of Ukraine “On Energy Efficiency” and the Law of Ukraine “On Energy Efficiency of Buildings”. Implementation of these laws is crucial to increase energy efficiency, reduce energy consumption, address energy poverty and ensure green reconstruction of Ukraine.

Additionally, the implementation of the EU acquis in energy efficiency is vital, as it will ensure Ukraine’s adherence to EU legislation and support its aspirations for EU membership.

Such legislative developments require special attention from the Ministry for Development of Communities and Territories of Ukraine in their further implementation.

A Senior Project Manager on Energy Efficiency will assist the Ministry in advancing the reform, supporting the development of by-laws and their practical application. The consultant will contribute to implementing and monitoring of existing strategic documents. These include the Long-Term Strategy for the Thermal Modernisation of Buildings until 2050, the National Energy and Climate Plan until 2030, and the Methodology for Local Energy Planning. The consultant will also support aligning national legislation in energy efficiency with EU directives, and guide the process of updating, revising or preparing strategic policy documents as needed.

2. Position and Reporting Line 

The Senior Project Manager on Energy Efficiency will be a full-time consultant within the RST. The consultant will report to the RST Deputy Director on Municipal Infrastructure and work in close collaboration with the Deputy Ministers responsible for the reform.

3. Duration of the Assignment

The consultancy appointment is expected to start in January 2026. Duration of the assignment is subject to the availability of project funding, the consultant’s performance, and the specific requirements of the RST.

4. Main Duties and Responsibilities

The Senior Project Manager is expected to support the Ministry with the following: 

  • analysing existing and forthcoming international and national commitments of Ukraine in energy efficiency and climate, and assess their contribution to the Energy Efficiency Reform agenda, priorities, and action plans;
  • preparing policy papers, drafting and amending legislation (primary and secondary) to ensure alignment with EU legislation on energy efficiency and the energy performance of buildings;
  • developing and implementing legal acts necessary for the Energy Efficiency Reform, including laws, concepts, programmes, and by-laws;
  • conducting gap analyses of existing legislation and its functioning, identifying areas for adjustment, and preparing recommendations on amendments to legal acts;
  • analysing practical, legal, and administrative barriers to thermal modernisation of residential and public buildings, including the application of EU standards for energy audits, energy performance contracting, and construction standards;
  • supporting the coordination, methodological alignment and analytical use of information systems in the field of energy efficiency, such as the National Energy Efficiency Monitoring System, the National Database of Energy and Operational Characteristics of Buildings, and digital tools for data collection, processing, and analysis to ensure consistency with national policy goals and facilitate data-driven decision-making;
  • working on fine-tuning the policy and legal framework for local energy plans including knowledge-sharing workshops, analysis of best practices, identification of obstacles, and monitoring of plan implementation;
  • reviewing and analysing draft legislative and regulatory acts initiated by other institutions that may affect the Energy Efficiency Reform, and preparing substantiated positions, comments, or counterproposals;
  • identifying strategic and operational bottlenecks in reform implementation and propose solutions or policy options to the RST Director;
  • contributing to the strategic integration of the Energy Efficiency Reform into the broader recovery and EU integration agenda, including alignment with national planning documents;
  • preparing analytical papers, reports, presentations, infographics, and other materials on legal and policy aspects of the Energy Efficiency Reform;
  • developing proposals to embed energy efficiency and renewable energy measures into community planning and restoration processes.;
  • coordinating other expert inputs related to the implementation of the Energy Efficiency Reform, including planning, quality control, peer review, and communication within the RST and with stakeholders;
  • performing other tasks assigned by the RST Director and the RST Deputy Director on Municipal Infrastructure. 

Expected deliverables: 

  • drafted legal acts required within the Energy Efficiency Reform;
  • developed policy and analytical papers, recommendations and guidance to implement the Energy Efficiency Reform;
  • prepared regular progress reports on reform development and implementation. 

The specified lists of the scope of work, services and expected deliverables can be modified and supplemented on request from the Ministry and in agreement with the EBRD and the EU Delegation to Ukraine. 

5. Qualifications, Skills and Experience

5.1. Qualifications and Skills

  • at least a Master’s degree in Energy, Engineering, Construction, Law, Ecology or other relevant field;
  • a post-graduate degree in Project Management, Business Administration, Public Administration/Public Affairs, Public Policy is an advantage;
  • good understanding of Energy Efficiency Reform in Ukraine and relevant regulations/legislation;
  • strong analytical, communication and presentation skills;
  • experience in high-level negotiations, excellent diplomatic, and coordination skills;
  • PC literacy in Microsoft software (PowerPoint, Excel, Word, Project), Google Apps (Gmail, Calendar, Google Docs);
  • fluency in Ukrainian and English.

5.2. Professional Experience: 

  • minimum 7 years of general professional experience;
  • minimum 5 years of experience in international non-governmental organisations, technical assistance projects and/or government organisations;
  • experience in drafting legislation in line with EU standards and national reform priorities is an advantage.

5.3. Other Competencies: 

  • experience with the reform implementation in Ukraine, especially as related to energy efficiency;
  • familiarity with current Ukraine’s reform agenda, good understanding of policy formulation processes and policy dialogues;
  • proven knowledge of EU aquis in Energy Efficiency and strategic priorities for EU integration;
  • ability to manage competing priorities while ensuring the accuracy, completeness, and timeliness of deliverables;
  • experience in working with government entities, public institutions, and international financial organisations is an asset.

6. Funding Source

The funding source of this assignment is the EBRD Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (MDA). Contributors to the MDA are Austria, Denmark, Finland, France, Germany, Italy, Japan, Latvia, the Netherlands, Norway, Poland, Slovenia, Sweden, Switzerland, the United Kingdom, the United States and the European Union.

8. Selection Procedure

Following the evaluation of all applications received, selected candidates may be invited to the written tests. Only shortlisted candidates will be invited to the interview.
