Annex 2 – TERMS OF REFERENCE
FOR THE CONSULTANCY CONTRACT OF: Senior Consultant for Capacity Building and Data-Driven Recovery
- Duty Station of the Consultancy: Kyiv, Ukraine
- Duration of Consultancy: 12.2024 – 31.05.2025 (6 months)
- Nature of the consultancy: Category A consultancy
Under the overall supervision of the Chief of Mission (CoM), and the direct supervision of the Assessment and Data Coordination Officer of the Data & Analytics Programme, IOM Ukraine, the Senior Consultant will play a pivotal role in advancing two significant projects in partnership with the Ministry of Infrastructure of Ukraine: the KfW-funded Hromada Reconstruction and Empowerment Facility (HREF) and the Canada-funded Reconstruction and Localisation Efforts in Hromadas. The Senior Consultant will be responsible for designing and delivering training, providing technical support for data analytics capacity building, and authoring thought leadership materials. The candidate should have expertise in data analytics, local governance, and durable solutions for displaced populations, with a proven track record of working in crisis-affected environments.
- Project Context and Scope:
The Consultancy will contribute to the following projects:
- 50% – Hromada Reconstruction and Empowerment Facility (HREF), funded by KfW
15% – Reconstruction and Localisation Efforts in Hromadas, funded by the Government of Canada
The Senior Consultant will be responsible for designing, refining, and delivering high-quality training materials for local government authorities and CSOs, to support establishment/ strengthening of structures conducting local research to support inclusive recovery and rebuilding efforts. These materials will support two projects administered by IOM in partnership with the Ministry for Communities, Territories and Infrastructure Development of Ukraine: HREF and Reconstruction and Localisation Efforts in Hromadas. In this way, the training products will facilitate the capacity-building initiatives in line with the objectives of these two projects.
- 25% – Support to the Ministry of Social Policy of Ukraine
The Consultant will lead the planning and delivery of technical support to the Ministry of Social Policy to enhance its data analytics capacity by implementing a unified platform for data collection, storage, analysis, and visualization. This project will help the Government of Ukraine fulfil its obligations to vulnerable groups within a reformed social safety net and facilitate durable solutions for displaced populations by providing improved access to locally generated, up-to-date data. The Consultant will ensure that the project aligns with international standards and best practices for displacement-related data management data and durable solutions. The Consultant will draft project proposals, progress reports, and technical documents for internal and external stakeholders.
- 10% – Joint Analytical Framework for Durable Solutions in Ukraine (JAF)
In line with the JAF, the Consultant will collaborate with national experts, such as those from the Ptoukha Institute for Demography and Social Studies of the National Academy of Sciences of Ukraine, to co-author a technical paper with national experts in statistics/demography. This paper will position IOM as a thought leader on national ownership and capacity in IDP statistics amid ongoing crisis and war. The paper will be presented and shared with key governmental and technical working groups.

- Tasks to be performed under this contract
- Overall responsibility for designing, refining, and delivering high-quality training materials for training local government officials and CSOs in data collection, data analysis and data visualization/reporting for the HREF project, funded by KfW. These tasks will be conducted with support from, and in collaboration with, staff and consultants working on the HREF project on behalf of the D&A programme.
- Overall responsibility for planning the design and delivery of high-quality training materials for training local government officials and CSOs in data collection, data analysis and data visualization/reporting for the the Canada-funded project Reconstruction and Localisation Efforts in Hromadas. Given that this five-year project only commenced in August 2024, the materials may not be fully developed within the duration of this consultancy contract. These tasks will be conducted with support from, and in collaboration with, staff and consultants working on the Canada-funded project on behalf of the D&A programme.
- Overall responsibility for planning and delivering a project of technical support to the Ministry of Social Policy to enhance its data analytics capacity by implementing a unified platform for data collection, storage, analysis, and visualization. The Consultant will also ensure alignment with international standards and best practices on displacement-related data and durable solutions, guide their implementation, as well as draft proposals and reports. These tasks will be conducted with support from, and in collaboration with staff and consultants of the D&A programme.

- Performance indicators for the evaluation of results (% indicative)
- Delivery of high-quality training materials for training local government officials and CSOs in data collection, data analysis and data visualization/reporting for the HREF project. (50%)
- Plans for the design and delivery of high-quality training materials for training local government officials and CSOs in data collection, data analysis and data visualization/reporting for the Canada-funded project Reconstruction and Localisation Efforts in Hromadas. (15%)
- Draft proposal and relevant reporting related to the planning and delivery of a project of technical support to the Ministry of Social Policy to enhance its data analytics capacity by implementing a unified platform for data collection, storage, analysis, and visualization. (25%)
- In collaboration with national experts, prepare and present a draft technical paper on national ownership and capacity in IDP statistics amid ongoing crisis and war. (10%)
- Education, experience and/or skills required
Education
- Advanced degree in Social Sciences, Public Policy, Data Science, International Development, or a related field.
Experience
- Minimum of 7 years of relevant experience in designing and delivering training materials for government authorities or CSOs, preferably in post-conflict or crisis settings.
- Strong knowledge of durable solutions frameworks, with experience in applying international standards to local contexts.
- Proven experience in implementing data analytics platforms, particularly in the public sector or for large-scale social programs.
- Experience in information and data management including collection, storing, processing, and analysing of quantitative and qualitative data to generate intuitive information products.
- Strong background in working with vulnerable groups, displaced populations, and local governance.
- Demonstrated experience in aligning projects with international standards, particularly on displacement and durable solutions.
- Experience of interaction with government departments, international organizations and/or NGOs is desirable.
- Practical experience working in projects related to displaced people in Ukraine would be an advantage.
- Experience in project design and project management would be an advantage.
Skills
- Expertise in data collection, storage, analysis, and visualization platforms.
- Strong knowledge of durable solutions frameworks, with experience in applying international standards to local contexts.
- Excellent writing skills in English, with a track record of drafting reports, proposals, and technical papers.
- Ability to work collaboratively with national and international experts (in both data management and displacement issues), governmental bodies, and CSOs.
- Knowledge of displacement issues, especially in Ukraine, would be an advantage.
- Strong leadership and project management skills.
- Excellent communication and interpersonal skills, with the ability to present complex technical information clearly.
- Proven ability to work under pressure in high-stress, rapidly changing environments.
Language
- Fluency in speaking, reading and writing in English. Knowledge of Ukrainian is desirable.
- Travel required
In-country travel may be required to oversee the implementation of training/capacity building activities.
