Micro-, small and medium-sized enterprises (MSMEs) have a major role to play both in enhancing Ukraine’s economic competitiveness and restoring sustainable growth since they largely dominate Ukraine’s economy in terms of a number of entities, employment and value added. According to the State Statistics Service of Ukraine, in 2018, the country had only 446 large enterprises and 1,839,147 MSMEs, which constituted over 99.9 percent of all operating entrepreneurship. In 2020, the number of MSMEs increased to 1,973,065 with the share of about 99 percent of micro- and small enterprises among them.
In 2018, the MSME sector in Ukraine accounted for more than 81 percent of all employment creating 77.4 percent of jobs. The share of value added increased from 64.3 percent in 2018 to 70.2 percent in 2020 meaning that MSMEs must have a voice in shaping the business environment in Ukraine .
Yet MSMEs are those that are mostly affected by incomplete reforms and fluid frameworks. In the context of the “Strengthening MSME Business Membership Organizations in Ukraine: Phase II (2019-2023)” Project, the United Nations Development Programme (UNDP) is intervening for 48 months to design and deliver tailored capacity development support to selected BMOs representing different macroregions and sectors of Ukraine to help strengthen their institutional/organizational/financial capacities to represent interests of the private sector and facilitate a more active, responsive, professional and policy-oriented dialogue between public and private sectors. The Project is also addressing important cross-cutting challenges for economic development in Ukraine such as women’s economic empowerment and promoting sustainable practices among MSMEs.
On 24 February 2022 Russia launched a full-scale and unprecedented war against Ukraine, causing disruption in business activity, damage to people, cities and infrastructure, and having a devastating impact on Ukraine’s economy. Results of the surveys conducted among Ukrainian MSMEs during spring 2022 show that about 50 percent of enterprises operated at only 10-60 percent capacity of the pre-war level as of mid-April 2022. They also confirm that MSMEs are more susceptible to the shocks caused by the war than large enterprises (only 14 percent of MSMEs operated at full capacity versus 41 percent of large enterprises as of mid-April 2022) .
The Project is viewed as a continuation of Phase I implemented by UNDP in Ukraine in 2015-2018, incorporating relevant lessons learnt and introducing adjustments that will enhance the overall positive influence on the MSME sector. The Project is being implemented by connecting three components targeting improvement of organizational capacity of BMOs, better MSMEs’ access to BDS through BMOs and engagement in an effective public-private dialogue between the private sector and government side.
To ensure the Project activities and results are regularly monitored, evaluated and reported, UNDP invites applications from highly qualified and experienced Ukrainian professionals for the post of Monitoring and Evaluation (M&E) Associate.
The incumbent will accelerate gender equality and women’s empowerment with all implementations and promote UNDP’s mandate as a gender-responsive organization with zero tolerance for any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse.
Duties and Responsibilities:
- Support development and refinement of the Project’s results and M&E framework, ensures that the Project has results-based annual work plan with indicators, baselines and targets established at output and activity level;
- Support development and revision of project proposals by ensuring highest quality standards in terms of theory of change, quality results frameworks as well as M&E activities.
- Assist in establishment and coordination of effective mechanisms of monitoring the Project’s implementation including development of evaluation tools and processes, innovative approaches;
- Support preparation of the Project’s Monitoring and Evaluation Plan capturing qualitative and quantitative aspects, according to the annual work plan and log frame according to the UNDP quality standards;
- Assist in providing technical advice to ensure that a set of Project’s performance indicators is identified and adjusted as necessary, in the context of the multi-year and annual M&E Plans, the Annual Management Plan and Annual Work Plans;
- Ensure that monitoring systems are properly designed;
- Ensure that information and data from the field is captured, documented, analysed and reported in a results-based and timely manner through policy briefs, narrative internal and external reports;
- Management of routine data, including data cleaning and entry in the Integrated Monitoring and Reporting Platform (IMRP) to ensure completeness and quality;
- Archive and backup database systems; ensure security of databases; perform database administrator functions. Support monitoring and analysis of key Project performance and management indicators, provision of professional input into management reports, including relevant sections of the annual reports;
- In collaboration with the Results-Based Management (RBM) Unit, ensure that evaluations, assessments and other M&E products are designed and implemented in accordance with established UNDP quality standards, and the results are disseminated in a timely manner to stakeholders in order to improve Project’s performance and contribute to wider learning;
- Assist in implementation and management of evaluation policies, strategies and processes focusing on achievement of the results;
- Provide technical support to Project team and senior management in planning and management of thematic, project M&E activities and evaluations; follow up on implementation of evaluation recommendations. Ensure the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations. Support the quality and timely evidence-based and results reporting to donors, partners and internally by contributing to external and internal reports and other communication products, quality assurance and general coordination between the Project components in provision of written products.
- Support the development and implementation of online and offline data collection tools to meet monitoring, evaluation, and reporting needs of the Project;
- Ensure quality contributions to the annual Results-Oriented Annual Reporting (ROAR), including provision of quality Project data according to a predefined set of indicators and other requirements, etc.
- Support the process of UNDP quality results reporting by provision of M&E information for ATLAS, IMRP, and Transparency Dashboard as well as facilitating the process of project Quality Assurance and Monitoring.
- Support Project M&E activities by drafting relevant TORs, organizations of assessments, studies, research and polling.
- Support CO planning, monitoring and reporting exercises by providing practical inputs and quality assurance of UNDAF/CPD, IWP/ROAR as well as other activities as defined by UNDP corporate practices.
Facilitates Knowledge Management and Capacity Building through:
- Support in identification and formulation of evaluation findings, lessons learned from evaluations and studies to be integrated into broader UNDP knowledge management;
- Support in contribution to the promotion of the awareness and understanding of the shared responsibility of M&E function among all staff members and partners through communication, training, learning and development activities Programme-wide;
- Assist in contribution to the implementation of Evaluation, Knowledge Management and Learning strategies;
- Support in collaboration and coordination with other UN agencies, government agencies, NGOs, and other organizations on monitoring, evaluation and data management issues; keep abreast of latest development and professional norms, standards, tools and methodologies;
- Perform other relevant functions as requested by UNDP management.
Under the direct guidance and supervision of the Project Manager, the M&E Associate will be responsible to provide overall support in developing the capacities of UNDP personnel and partners in relation to Project’s M&E, and facilitate knowledge building and knowledge sharing. The M&E Associate will work closely with the Project tram and Country Office (CO) M&E team staff to ensure M&E requirements are fulfilled and the M&E Framework is reported against in a timely manner with required quality checks and M&E of the Project is performed to the highest standards in line with UNDP CO guidelines and procedures.
