The primary goal of Public Health System Recovery and Resilience Activity (PHS R&R) is to strengthen the Government of Ukraine (GoU)’s capacity to prevent, detect and respond to public health threats, sustain critical public health services during a crisis, and protect the health of all Ukrainians including vulnerable and marginalized groups. This is a five-years activity started in May, 2022.

Position Purpose

The Communications Specialist will contribute to communications support for all aspects of PHS R&R implementation. This role includes developing and managing communications strategies and plans, creating high-quality content, and ensuring compliance with USAID branding guidelines to maximize visibility and engagement. This position will report to the PHS R&R Communications Manager and will collaborate with the communications team and other PHS R&R program units.

RESPONSIBILITIES

Communications Specialist will be responsible for, but not limited to, the following tasks: 

  • Contribute to the development of communications strategies, working closely with the PHS R&R team and engaging with stakeholders to plan and implement communications efforts that highlight PHS R&R’s work and achievements in various public health areas.
  • Ensure communication products adhere to USAID branding and marking guidelines.
  • Manage PHS R&R social media (e.g., Facebook and YouTube), photo bank, and e-library.
  • In collaboration with PHS R&R team members, determine the scope of materials, such as brochures, posters, promotional materials, etc., to be used at program meetings and events, including outreach events; develop technical assignments for the design and production of print and other types of informational and promotional materials; and oversee the timely and quality production of these items.
  • Collaborate with PHS R&R team members and partners to collect, process, and verify information to be communicated to PHS R&R audiences.
  • Write social media content, success stories, newsletters, and other communication products.
  • Disseminate communications materials to PHS R&R partners, stakeholders, and beyond using social media, direct mail, and other channels as appropriate.
  • Create custom infographics and other visuals to convey messages in an engaging manner.
  • Conduct site visits and attend program events to ensure PHS R&R visibility, take photos, create video clips, and collect stories and quotes from PHS R&R partners and event participants.
  • Evaluate and monitor the effectiveness of communications efforts.
  • Demonstrate professionalism and diplomacy to foster innovation, creativity, and positive relationships with team members, partners, and stakeholders.
  • Employee complies with all company policies and procedures, including completing all compliance training topics by the deadline to satisfy each and receiving the corresponding acknowledgment statement that the training has been completed.
  • All other duties as assigned

QUALIFICATIONS

  • Bachelor’s degree and 5+ years relevant experience or equivalent combination of education and experience in communications, journalism, public relations, or related field.
  • Minimum 3 years of relevant experience with USAID or other international technical assistance projects.
  • Excellent writing, editing, and verbal communication skills with exceptional attention to detail.
  • Advanced graphic design skills, knowledge of Adobe Creative Suite and MS Office.
  • Solid photography skills.
  • Strong organizational and time management skills, with the ability to systematize and structure large amounts of information and manage internal information flow.
  • Fluent in Ukrainian and professional level English.
  • Demonstrated ability to work as a team member and meet deadlines in a challenging, fast-paced environment.

Preferred qualifications

  • Experience and knowledge of the Ukrainian public health system would be an asset.
