Position Title: Project Specialist (MBG)
Duty Station: Kyiv, Ukraine
Classification: General Service Staff, Grade G6
Type of Appointment: Special Short-Term, six months with the possibility of extension

Context:
Under the overall supervision of the Chief of Mission and Senior Programme Officer (IBG), with the direct supervision of the National Programme Officer (MGB), the Project Specialist (MBG) will be responsible for assisting the implementation of the Migration and Border Governance (MBG) projects activities.
Core Functions / Responsibilities:
- Assist in the planning, coordination, implementation and monitoring of project activities of the Migration and Border Governance (MBG) programme.
- Compile, summarize, analyse, and present information/data on specific project topics including but not limited to: migration and border governance; integrated border management; customs and trade facilitation; and EU integration/alignment, while highlighting noteworthy issues for the consideration of the MBG programme, project teams, relevant state agencies and donors.
- Monitor budget implementation, share with project teams and propose adjustments as necessary.
- Act as focal point for administrative and logistics coordination of project implementation, involving extensive liaison with IOM support units and state agencies to initiate requests, obtain necessary clearances, follow-up on administrative/logistics actions, etc.
- Work closely with EU technical experts involved in the MBG project implementation to ensure timely activity completion and results delivery.
- Closely liaise with the Supply Chain Unit to ensure timely procurement of planned work items within the MBG projects.
- Draft reports with project status updates, identify shortfalls in delivery, bring them to the attention of the supervisor and suggest corrective measures.
- Draft correspondence on project issues, prepare and update reports, briefing notes, graphics, statistical tables, and other forms of documentation. Responsible for documenting all aspects of MBG projects.
- Organize project related meetings, steering committee meetings, workshops, events and training sessions; prepare meeting/training materials and ensure smooth delivery of these meetings and events.
- Provide unofficial Ukrainian-English, and English-Ukrainian interpretation and translation.
- Respond to complex information requests and inquiries on legal, technical and operational dimensions of the MBG projects; set up and maintain files/records.
- Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the projects.
- Compose relevant official and unofficial correspondence in Ukrainian and English, including correspondence with state agencies, donors and other partners.
- Travel inside Ukraine and abroad for project related meetings, study visits, co-planning official delegation and expert trips and trainings.
- Perform other related duties as assigned.
Required Qualifications and Experience
Education
- High school diploma/certificate with at least six years of relevant work experience; or
- Bachelor’s degree or equivalent in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields with at least four years of relevant professional experience
Experience
- Experience in the field of migration and border governance, integrated border management (IBM) and EU integration/alignment issues including operational and field experience;
- Experience in IOM administrative and financial management, budget monitoring, cash management and internal control procedures;
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
- Prior work experience with international organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
- Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis.
Skills
- In depth knowledge of the broad range of migration and border governance related subject areas dealt with by the Organization.
- Knowledge of UN and bilateral donor programming.
- Knowledge of IOM financial rules and regulations.
Languages
Fluency in English and Ukrainian (oral and written) is required.
