FHI 360 is seeking applications for the position of Senior Technical Advisor, HIV Services for Key Populations under the USAID-funded Community Action for HIV Control Project (“Community Action”) in Ukraine.  This five-year PEPFAR-funded project aims to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improving prevention, testing, and linkage to care among key and priority populations. Community Action for HIV Control will improve accessibility, acceptability, equitable coverage and efficiency of HIV services, and will be implemented in close cooperation with the Center for Public Health (Ministry of Health, Ukraine).  Since Russia’s full-scale invasion of Ukraine in February 2022, the project is now also supporting communities to access and restore essential health services disrupted by war, including basic health, other priority diseases, humanitarian assistance, mental health and psychosocial support. The project is led by Pact with FHI 360 as a technical implementing partner for HIV and other health services. 

This position will be employed by FHI 360’s Subdivision in Ukraine and is expected to be based in Kyiv, Ukraine. However, due to the ongoing war and security situation, remote postings within or outside of Ukraine may be considered for this position. 

Hiring for this position is contingent upon USAID approval. 

Job Description: 

Under the direction of the Community Action Chief of Party, the Senior Technical Advisor (STA) will be responsible for the design and implementation of FHI 360’s technical strategies and interventions for the project. The STA will lead the development and oversee HIV technical capacity strengthening of local community-based organizations to improve the quality of the HIV testing and linkage to care services they provide, as well as to support them in pivoting and responding to the needs of war-affected populations. The STA will also have a role in managing the FHI 360 team’s work supporting communities in restoring essential and other health services. 

The STA will be responsible for supervising all FHI 360 staff on the project, including technical, operational and administrative staff and will assist in representing the project to external stakeholders. The STA will also serve as the project’s primary liaison with FHI 360 Headquarter staff on technical and administrative matters. While technical reporting will be to the project’s Chief of Party, administrative reporting will be to an Associate Director, Programs, based in FHI 360’s Headquarters office in the United States. 

Specific Duties: 

  • Lead program activities to strengthen the existing HIV package with differentiated service delivery models for prevention, testing, and linkage/ART initiation that are responsive to clients’ needs and shifting demographic trends. 
  • Oversee FHI 360’s activities supporting the restoration of basic and other health services, liaising with Pact and FHI 360 Headquarters. 
  • Provide expertise in HIV prevention (including PrEP), testing (including index and social network testing) and treatment linkage/ART initiation. 
  • Monitor and provide oversight over all FHI 360 in-country activities, work planning, reporting, including both HIV and basic health restoration interventions. Review and provide inputs into quarterly reports, workplans and other project deliverables. 
  • Support monitoring and evaluation and high frequency data review and analysis for agile performance improvement. 
  • Ensure quality of FHI 360 outputs and results for the project. 
  • Ensure timely development and submission of technical reports and other deliverables. 
  • In coordination with the Chief of Party, will serve as a project liaison to USAID and partners in the field, including government officials and community leaders. 
  • Manage the FHI 360 project staff in Ukraine and serve as FHI 360’s senior technical and program representative for this project in Ukraine. Identify, address and escalate needs or issues when they arise. 
  • Liaise regularly with FHI 360 Headquarter staff, providing updates and requesting and coordinating the provision of any technical assistance from FHI 360 US or global staff. 

Minimum Requirements:  

  • Master’s Degree in Public Health or similar field. 
  • Minimum of 8 years of experience in education, health, behavioral, or social sciences or related field. 
  • Demonstrated experience designing and implementing HIV/AIDS prevention, care and treatment activities, with a focus on key populations and vulnerable populations in Ukraine. 
  • In-depth familiarity with Ukraine public health sector and donor-funded programs; 
  • Previous experience working with USAID or PEPFAR supported program and organizations working with key and vulnerable populations. 
  • Cultural understanding and sensitivity to demands of key and vulnerable populations and an understanding of gender and sexual diversity. 
  • Demonstrated ability to perform complex data analyses and make recommendations based on findings. 
  • Strong management and leadership experience with proven experience leading a diverse team of professionals. 
  • Previous experience in developing the capacity of local organizations and stakeholders. 
  • Demonstrated written, presentation, communication and organizational skills in English. 
  • Experience working on a PEPFAR-funded or other donor project pertaining to HIV/AIDS service delivery. 
  • Ability to travel within country or region and internationally if needed.
