1.Objective(s) and Linkages to Reforms

The Recovery and Reform Support Team (RST) at the Ministry for Development of Communities and Territories of Ukraine (MDCT or Ministry) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis through the Ukraine. Recovery and Reform Architecture (URA)[1] programme that provides targeted technical support and assists the Ministry in the design and implementation of priority reforms. The RST will assist in filling capacity gaps in the design and implementation of priority reform strategies and programmes, while strengthening links and partnerships between the Ministry`s priorities and relevant donor support.

Priority areas for the RST at the Ministry for Development of Communities and Territories of Ukraine will be: 

  • Transport Infrastructure;
  • Municipal Infrastructure;
  • Regional Development and Decentralisation;
  • Digitalisation;
  • Public Administration Reform and Capacity Building;
  • Public Investment Management. 

The successful implementation of sectoral projects in the RST priority reform areas requires strong coordination of programs funded by or established in collaboration with donors. The Senior Expert on International Technical Assistance (ITA) will support the Ministry in overseeing and monitoring the effective use of international technical assistance programs. These programs are critical to Ukraine’s development, facilitating capacity building, infrastructure development, and sectoral reforms. The role will ensure that ITA-funded projects are implemented effectively and align with national priorities, including Ukraine’s recovery and reform agenda.

2.Position and Reporting Line

The Senior Expert will be a full-time consultant at the RST and will report to the RST Director and the Senior Project Manager on ITA. The consultant will work in the cross-sectoral team of the RST and closely with the deputy ministers and relevant stakeholders. The Senior Expert will establish effective support and maintain the monitoring, evaluation, and reporting on the progress and outcomes of ITA programs while ensuring their alignment with Ukraine’s strategic development goals.

3.Duration of the Assignment

The consultancy appointment is expected to start in August 2025. Duration of the assignment is subject to the availability of project funding, the consultant’s performance, and the specific requirements of the RST.

4.Main Duties, Responsibilities and Deliverables

Main duties and responsibilities

The Senior Expert is expected to support the Ministry with the following: 

  • overseeing and monitoring the effective use of international technical assistance programs;
  • fostering the implementation of ITA programs by assisting in tracking project milestones, ensuring timely execution of tasks, and maintaining compliance with donor requirements;
  • conducting preliminary and thorough evaluations of ITA-funded projects by gathering relevant data, preparing impact assessments on Ukraine’s reforms and overall development;
  • delivering analytical support to measure the impact of ITA-funded projects on Ukraine’s reforms and overall development;
  • ensuring compliance by reviewing project documentation to ensure that all projects adhere to national regulations and international donor guidelines;
  • preparing reports on project compliance and project progress;
  • contributing to the development of frameworks for the collection of performance data;
  • collecting performance data to assess the effectiveness of ITA initiatives;
  • facilitate communication between stakeholders by preparing briefing materials, drafting correspondence and supporting coordination between the Ministry and international donors;
  • building internal monitoring and evaluation capacity for ITA programs to improve long-term sustainability;
  • following up the risk assessment and implementing actions according to risk reports related to the implementation of ITA projects, suggesting proposals for managing potential threats where necessary;
  • performing other responsibilities as assigned by the RST Director. 

Expected deliverables: 

  • Regular reports on the status of ITA projects, including progress updates, key achievements and challenges;
  • analytical reviews on comprehensive assessments of the outcomes and impact of ITA projects;
  • a compiled set of relevant project performance indicators, impact assessment insights, and supporting documentation for evaluation reports;
  • evaluation reports on project compliance with donor and national regulations, including financial oversight and project documentation;
  • proposals to enhance the Ministry’s internal capacity for monitoring and evaluating ITA programs;
  • reports documenting interactions with donors and stakeholders, ensuring alignment and transparency in ITA program management;
  • reports on alignment and transparency in ITA program management.

The specified lists of the scope of work, services and expected deliverables can be modified and supplemented on request from the Ministry and in agreement with the EBRD and the EU Delegation to Ukraine.

5.Qualifications, Skills and Experience

5.1.Qualifications and Skills

  • Master’s degree in Public Administration, International Relations, Law or other relevant field;
  • degree in Project Management, Business Administration, Public Administration/Public Affairs, or Public Policy is an advantage;
  • good understanding of the Ministry`s reforms and relevant regulations/legislation;
  • strong knowledge of ITA frameworks, donor coordination, and monitoring and evaluation (M&E) methodologies;
  • strong analytical, communication and presentation skills;
  • impeccable ethical standards, and outstanding leadership skills;
  • PC literacy in Microsoft software (PowerPoint, Excel, Word, Project), Google Apps (Gmail, Calendar, Google Docs);
  • fluency in Ukrainian and English.

5.2.Professional Experience:

  • Minimum 7 years of general professional experience;
  • minimum 5 years of experience in international non-governmental organisations, technical assistance projects and/or government organisations.

5.3.Other Competencies:

  • Experience with the reform implementation in Ukraine, especially as related to the ITA;
  • familiarity with current Ukraine’s reform agenda, good understanding of policy formulation processes and policy dialogues;
  • experience with government entities and their mandate and processes is an asset;
  • Impeccable ethical standards.

6.Funding Source

The funding source of this assignment is the EBRD Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (MDA). Contributors to the MDA are Austria, Denmark, Finland, France, Germany, Italy, Japan, Latvia, the Netherlands, Norway, Poland, Slovenia, Sweden, Switzerland, the United Kingdom, the United States and the European Union.

7.Submissions

  • contact details of three referees who, if contacted, can attest to the professional and/or educational background of the candidate.

Important notice: only Ukrainian nationals are eligible to apply; civil servants are not eligible to apply unless 6 months have elapsed since they left such employment.

8.Selection Procedure

Following the evaluation of all applications received, selected candidates may be invited to the written tests. Only shortlisted candidates will be invited to the interview.
