Project Summary
The Energy Security Project (ESP) is a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. The USAID ESP is implemented by a USAID Contractor, Tetra Tech ES, Inc., a California-based leading provider of services in the areas of water, environment, infrastructure, resource management, energy, and international development.
The USAID ESP mission is to enhance Ukraine’s energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine’s energy supply. This will help to support the country’s economic development and sustain its democracy. USAID ESP is working closely with the Government of Ukraine (GOU) to develop competitive energy markets. By doing so, USAID ESP will facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. USAID ESP is currently in the fifth year of implementation and will run through June 2025.
The ESP is assisting the Government of Ukraine (GoU), the Ukraine’s national regulatory authority (NRA) in the energy sector entitled the National Energy and Utilities Regulatory Commission (NEURC), as well as all other relevant public stakeholders to establish and properly implement competitive energy markets in compliance with the European Union (EU) energy legislation (acquis), thereby enabling Ukraine to facilitate private sector-led energy investments, achieve the country’s clean energy and climate goals, and provide secure, sustainable, reliable and affordable energy for all Ukrainians.

Position Summary
USAID ESP is currently looking for a Regulatory & Legal Strategy Liaison who will be assisting the interface with National Energy and Utilities Regulatory Commission (NEURC), Ministry of Energy (MoE), Government Office for Coordination of European Integration (GOCEEI), National Securities and Stock Market Commission (NSSMC), the Anti-Monopoly Committee of Ukraine (AMCU) and other relevant Stakeholders in attaining the outcomes forecast by the ESP’s log frame. This is a long-term full-time position for the period of 1 year with the possibility of extension, based in Kyiv office, with occasional business travel. The Regulatory & Legal Strategy Liaison will report to the ESP’s Energy Market & Institutional/Regulatory Advisor.
Main Responsibilities:
- Asist the development of-, and discussions upon the relevant roadmaps with all the above-mentioned institutions concerning the implementation of the EU acquis;
- Facilitating the liaison with all the above-mentioned organizations, as well as USAID, Energy Community and EU in terms of development assistance to the stakeholders in Ukraine in areas that are pertinent to the implementation of the EU acquis;
- Facilitation the organization and conduct of any events, training pertinent to the implementation of the EU acquis, particularly in the sphere of REMIT;
- As well as any other tasks, which may relate to embedding the EU energy acquis of the Clean Energy Package in electricity (and the expected – in gas) in the Ukrainian legislative framework and be involved in the other areas of work pertinent to ESP’s concentration.
While assisting in the abovementioned tasks, the Regulatory & Legal Strategy Liaison will have to:
- Consider the relevant EU, and also the Energy Community Regulatory Board (ECRB) primary and secondary legislation and templates;
- Propose the relevant planning, discussion, presentation materials, develop, draft, consult and assist in adopting by NEURC, MoE, GOCEEIT, AMCU, NSSMC, as the case may be, of all elements of the frameworks, methodologies, algorithms, organizational structures, business processes etc., implementing the relevant EU-compliant practices in actual regulatory practice of Ukraine.;
- Facilitate, as the case may be, interface, cooperation and exchanges with the relevant institutions in Ukraine charged with the energy policy and regulatory matters;
- Assist in the development of the legal gap analyses and concepts for- and drafting the primary and secondary legislation implementing the EU energy acquis;
- Assist in developing the roadmaps and action plans for adoption of the EU-compliant frameworks;
- Participate in the meetings, where necessary, to align with ESP, NEURC, MoE, GOCEEI, as the case may be, to facilitate the adoption of the EU -compliant energy legislative standards;
- Prepare the necessary packages of documents for presentation, discussion, and adoption by the relevant stakeholders;
Qualifications:
- A master’s degree or equivalent in economics, energy, engineering, finance, management, policy, legal, and/or other related fields;
- Experience supporting USAID or other donor-funded energy projects in Ukraine;
- Experience in supporting the electricity and gas sector regulators, ministries, or the relevant energy institutions and operators in pursuing their tasks and duties over a cumulated period of minimum three years;
- Working experience with drafting, development, or implementation of the relevant EU acquis compliant legislation and frameworks supporting the energy sector reforms, particularly the Clean Energy Package in electricity;
- Good understanding and experience in assisting implementation of various aspects of the EU Third Energy Package and recently adopted new energy package (Clean Energy for All Europeans), EU energy market features, structures, facilities, and mechanisms. Knowledge of EU REMIT, or CEP-related legislation and requirements will constitute an asset;
- Excellent English and Ukrainian oral and writing skills and experience with report- and presentation-development is a must.
- Proficient in office computer applications (MS Word, Outlook, Excel, PowerPoint, etc.).
