Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) in Ukraine is looking for a qualified professional for the project: the project “Power4JustTransition” to fill the position of the:
Energy Advisor (full-time, Kyiv or Lviv)
(internal SAP code: Advisor)
The Energy Advisor s a team member in the GIZ-project “Power4JustTransition”, commissioned by the Federal Ministry for Economic Affairs and Energy (BMWE) of Germany. The project is implemented by Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) in close cooperation with the Ministry for Communities and Territories Development and the Ministry of Energy of Ukraine. The project operates within the framework of four components: 1) National level – support for the further development of a strategic, regulatory and institutional framework within the framework of EU convergence for just energy transition and reconstruction; 2) Regional and local level – implementation of resilient and just structural change and strengthening of energy security in coal regions; 3) Financing – financing of structural change and energy security in coal regions; 4) Infrastructure and reconstruction – infrastructure for rehabilitation and green reconstruction.
Main responsibilities:
The Energy Advisor:
- implements project initiatives to provide professional advisory services to the target group of the program Power4JustTransition regarding energy topics, in particular with selected partner municipalities and regions to cooperate on the implementation of municipal energy plans (MEPs) or pilot projects in the field of energy and in particular renewable energy;
- supports the coordination and organisation of all activities related to the planning, preparation, implementation, supervision and monitoring of energy activities as a cross-cutting topic within the larger P4JT program;
- ensures high level communication with partner municipalities to promote proper implementation of abovementioned activities and pilot projects and the achievement of project goals;
- provides conceptual and organizational support to the cross-cutting topic of energy and the project management;
- prepares and facilitates international and national expert assignments and missions;
- assists with conclusion of contracts and accounting;
- supports the preparation of workshops, study tours and networking events;
- promotes innovation and knowledge management, integrating results and experience into teamwork and the work of all relevant groups;
- supports administrative and logistical aspects of project activities;
- supports the preparation of publications and reports;
- maintains a good flow of communication and information between all involved institutions and counterparts as well as within GIZ;
- assists to the head of component, responsible for the cross-cutting topic of energy as well as other heads of component and the project director especially in technical issues;
- development of technical implementation strategies for renewable energies (RES) and energy efficiency (EE) measures on a local level;
- providing professional technical advice to partners and cooperating with important stakeholders.
Specific tasks:
Management and advising the partner institutions
The Energy Advisor
- Provides assistance and monitors the development and implementation of project plans and activities in close consultation with counterparts;
- contributes to preparing and implementing the coordination process, joint project activities and work at the local, regional and national level;
- deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the project area of activity;
- develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives;
- coordinates and assists in preparing and conducting of project activities and carries out other activities required for implementing these components;
- Monitors political and regulatory developments in the energy efficiency and decentralized renewable energy field and provides information to other project members and commissioning parties
- is responsible for approving and controlling expenses for the agreed activities and pilot projects and other technical activities in accordance with the prevailing provisions;
- manages and accompanies national and international external advisers in carrying out their work;
- provides assistance to the project with all organisational and management issues;
- regularly consults with the head of component on all project activities and coordinates regularly with the other heads of component within the project;
- helps identify the needs of the partner institutions;
- participates in formulating project action plans and helps synchronise the planning and budgeting system and counterparts.
Communication and networking
The Energy Advisor
- develops and maintains contact with all important stakeholders, in particular local and technical stakeholders;
- provides technical assistance to local and international experts, organizes and manages their expert missions;
- ensures knowledge management; collects, processes and distributes relevant information, monitors communication and interaction between all important local, regional, national and technical stakeholders through analyses of the media, direct dialogue, participation in meetings and seminars etc.;
- communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project;
- ensures a good communication and cooperation within the project (across action areas) and with project partners – especially in the planning and implementation phase of the activities and pilot projects;
- is representing the project on events and conferences.
Knowledge management and coordination tasks
The Energy Advisor
- ensures knowledge transfer to project information;
- develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures;
- draws up reports and presentation documents;
- prepares appropriate input for various project reports including annual reports, and contributes to the other reports required by the head of component and GIZ Head Office;
- coordinates relevant project activities at local, regional and national level in consultation with the head of component and other P4JT colleagues and in cooperation with the partners, both as regards implementation and preparing organisational aspects.
Other duties/additional tasks
- provides assistance in organising events, meetings, workshops and seminars of the project;
- performs other duties and tasks at the request of management;
- complies all tasks with GIZ rules and standards.
Required qualifications, competences and experience:
Qualifications
- university degree in the project objectives (preferably in civil engineering, architecture or engineering), with a focus on relevant fields (renewable energies, energy efficiency, municipal buildings);
Professional experience
- at least 5-7 years’ professional experience, with at least 3 years’ professional experience in a comparable position and experience in the energy, communal infrastructure or construction sector (preferred focus on municipal energy plans and decentral use of renewable energies);
Other knowledge, additional competences
- good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office);
- practical experience in working with construction business and civil sector organisations strongly preferred;
- working experience in the renewable or energy sector as a whole is an advantage;
- working experience in policy design, cooperation with authorities (on all level) and experience in developing organisations is a plus;
- excellent communicator and team player, customer and service-oriented attitude;
- flexible (business trips within Ukraine and abroad), good skills in management and organisation;
- fluent English and/or German and Ukrainian language skills, including the ability to produce reports;
- willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management;
- reliable, loyal, confidential, motivated, and stress resistance (i.e. adaptability to manage changing work requirements and varying volumes of work).

Employment conditions:
Full-time position with 40-hours working week. Place of assignment is Kyiv or Lviv. Starting as soon as possible. The contract duration will be 12 months with the possibility of prolongation.
