TERMS OF REFERENC
1. Background
Global Communities is implementing the USAID-funded Decentralization Offering Better Results and Efficiency (DOBRE) program in Ukraine. Launched in 2016, the project is helping leaders of newly formed territorial communities to effectively manage resources, increase the quality of public services, stimulate local economies, and improve citizen engagement. DOBRE guides community stakeholders through a participatory Strategic Planning process that engages citizens, identify issues, and allocates resources. Based on the strategic development plan, DOBRE assists community leaders to create and implement programs and projects that address the priority needs of the communities.
Using the Strategic Planning process and Participatory Municipal Capacity Index as a framework, DOBRE provides a range of direct technical assistance to amalgamated communities. One of the areas of development that is underutilized by communities is the establishing public private partnership as a model for joining efforts in the creation of strategic alliances between different local governments and private businesses for receiving mutual benefits. Public private partnership (PPP) provides opportunities for mutually beneficial cooperation on a long-term basis in the creation (restoration) of new and / or modernization (reconstruction) of existing facilities that require investment, and in the use (operation) of such facilities.
2. DOBRE Project Description
Global Communities is implementing USAID’s program Decentralization Offering Better Results and Efficiency (DOBRE). DOBRE directs most of its technical and financial assistance at the local level, specifically enabling newly formed Consolidated Communities (CCs) to better manage resources, increase the quality of public services, stimulate the local economy, and improve citizen engagement. DOBRE helps CCs thrive and prosper through stronger local governance and better conditions for development while serving as a model and motivation to other communities. This helps build broader public support for the overall decentralization process.
Since 2016 DOBRE has assisted 75 CCs in seven target Oblasts: Dnipro, Ivano-Frankivsk, Kharkiv, Kherson, Kirovohrad, Mykolayiv, and Ternopil. DOBRE competitively and transparently selected and provided direct assistance to consolidated communities in these Oblasts. Based on the successes of 75 CCs, in June 2020 USAID extended the program to offer assistance to additional 25 CCs and expand into three new oblast: Chernihiv, Chernivtsi, and Zaporizhya. DOBRE has two main objectives: (1) supporting the supply of good governance by CCs; and (2) assisting citizens and civil society to constructively interact with government and demand transparency and services
3. Scope of Work and Deliverables
Global Communities provided additional technical support for the 2 communities of excellence Novoukrainska CC (Kirovograd oblast) and Bashtanska CC (Mykolaivska oblast) who are the mentor communities for the 4 th cohort to establish private public partnership with local businesses for modernization of their facilities and increase their investment potential. The practical use of the public-private partnership tool will significantly improve communities mentoring skills and broaden the spheres of mentoring. To help Novoukrainska CC and Bashtanska CC implement public private partnership, Global Communities plans to engage an individual Consultant. The Public Private Consultant will be responsible for initiation of the PPP and development of conceptual note of the implementation of public-private partnership and its detailed analysis.

5. Qualifications and Experience of Researchers/Evaluators
The ideal Consultant(s) will have the following qualifications:
- At least three years of work experience as consulting local governments including legal issues
- At least three years of experience in the public private partnership including legal issues
- A demonstrated understanding of challenges of the PPP implementation
- Proven track record of professionalism and ethical conduct.
- Fluency in Ukrainian. Knowledge of English is desired but not required.
6. Duration: The work will begin immediately after contract signing and completed no later than November 31, 2021

- Contact details of at least three relevant professional references.
- Technical proposal with the brief overview of a how the applicant will approach and complete the assignment (max 2 pages).
