Mercy Corps’ resilience programs provide support to improve the food security and self-reliance of vulnerable, war-affected households and communities by protecting and restoring their food production and livelihoods.
Our programming applies a “push” approach by providing direct support to vulnerable populations—including farm and off-farm cash grants, skills training, and protection services—to help them cope and adapt within the ongoing crisis. These efforts are delivered in partnership with local actors and are designed to promote equity by enabling vulnerable households to transition from meeting immediate needs to economic self-reliance. Simultaneously, Mercy Corps wants to invest in complementary “pull” mechanisms to improve quality and responsiveness of the social and economic systems communities rely on. Through market systems analysis we identify systemic barriers that hinder micro, small, and medium-sized enterprises’ (MSME) resilience and growth. Ultimately, this analysis will form the foundation on which Mercy Corps, together with local stakeholders and partners, can design and pilot inclusive business models that catalyze local investment.
The Position
Under the direct supervision of the Track 1 Lead, the Senior Program Officer is responsible for providing comprehensive support to Resilience programs implementation. This includes, but is not limited to: working closely with program partners to ensure smooth, efficient, and effective delivery; overseeing proper management of contractual documentation; assisting with budget control for financial assistance expenditures; and reviewing business plans and related documentation. S/he will be responsible for preparation and management of agreements with program participants. This role ensures that all documents are of high quality and properly signed, prepares and initiates payment documents for grant disbursement, and monitors
the proper utilization of grant funds (including receiving and verification respective reports from program participants). Together, the Senior Program Officer will build and maintain cross-activity and cross-partner learning by establishing and maintaining a structured system (logs, trackers, shared repository) to capture lessons learned from local and consortium partners; tracking and curating key reports and insights. The Senior Program Officer will also promote Mercy Corps’ values through various entry points in the project and preserve staff morale and enthusiasm for the work.
Essential Responsibilities
- Ensure the accurate and timely preparation, review, and execution of contractual documentation related to the program.
- Draft and prepare agreements according to approved templates & program components, ensuring that all terms and conditions are clear and in line with program objectives.
- Ensure all documents related to agreements, payments and grant utilization reports are of high quality and comply with organizational standards.
- Work closely with local partner organization team specifically engaged in documentation process and permanent support provision with capacity development, ensuring prompt and timely signing grant agreements.
- Follow up with partners on any issues that emerge from the reports, and work with them to realign or revise project strategies and plans as necessary.
- Prepare and initiate payment documents for grant disbursement, ensuring timely and accurate processing of funds.
- Maintain Individual Cash Transfer participant dataset and be ready to prepare tailored external deliverables based on it and program reporting/clarifications; ensure data accuracy, consistent messaging, and compliance with data protection and internal approval workflows.
- Oversee the submission and archiving of final document packages for the program and its activities, ensuring completeness, version control, and audit-ready records.
- Prepare and provide regular report on program activities to Food Security and Livelihoods Cluster or other related reports.
- Maintain good working relations within Mercy Corps and other organizations in the area of responsibility.
- Adherence to all Mercy Corps policies and procedures as outlined in Mercy Corps policies and procedure manuals.
- Conduct themselves both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
- Perform other tasks as requested by the project management.
Safeguarding responsibilities
- Actively learn about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
- Practice the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
- Encourage openness and communication in their team; encourage team members to submit reports if they have any concerns using reporting mechanisms, e.g., Integrity Hotline and other options.

Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.
Minimum Qualification & Transferable Skills
- University degree in economics, public/business administration, or other related field.
- Proven experience in contract management, budgetary control, and business plan evaluation.
- Strong analytical skills with the ability to assess complex financial and business documents.
- At least 5 years of overall working experience, and at least 2 years of work experience within an international humanitarian/development organization.
- Strong attention to detail, with excellent document handling and organizational skills.
- Good communication, presentation and reporting skills.
- Full working proficiency in both oral and written English and Ukrainian (equally important).
- Proficiency in Microsoft Office programs.
- Knowledge of Sphere standards and other training in humanitarian response preferred.
Success Factors
To be successful in this role we expect you to have: meticulous attention to detail, robust analytical skills, and effective communication and collaboration with stakeholders. Strong multi-tasking, organizational, prioritization skills are necessary. Accuracy and attention to details are necessary; a comprehensive understanding of the needs of vulnerable and war effected people in Ukraine. Proven experience in agriculture, livelihoods, economic recovery and resilience programming.

During the field trips living conditions will be adjusted to the field conditions.
