Duties:

The Project Management Assistant (Humanitarian Assistance) provides the Project Management Specialist (Humanitarian Assistance) and their team with support in communications, file management, site visit coordination, government outreach, donor coordination, high level visit support, knowledge management, implementing mechanism and assistance instrument support (e.g. Contracts, Grants, Cooperative Agreements), and financial operations. The position is in the Political/Foreign Assistance section, which oversees Department of State (DoS) Assistance Programs in humanitarian assistance.

  1. Project and/or Activity Management Support
  2. Operational Support: Communications, Knowledge Management, and Logistics:
  • Provide administrative oversight for implementation operations (contracts, grants, cooperative agreements). Responsibilities include budget preparation, tracking, performance monitoring, and technical guidance to ensure progress toward objectives. Oversee implementation and monitoring for alignment with goals and standards.
  • Support management, monitoring, and evaluation of project/program/activity implementation to meet USG goals and objectives.
  • Support budget planning, cost estimation, and compliance with DoS regulations. Track and manage funding, expenditures, and payment documents. Collaborate with the Financial Management Office for financial updates.
  • Work with the team and stakeholders to manage projects/programs, ensuring alignment with USG goals and providing guidance as needed.
  • Provide communications support, coordinate with the Public Diplomacy Office, and draft content to promote project achievements.
  • Prepare communications materials for outreach efforts.
  • Maintain organized documentation and filing systems, ensuring compliance with record management guidelines.
  • Coordinate travel and logistics for TDY staff, USG officials, and site visits.

Program Management Support:  

  • Assist in data gathering, feasibility reviews, and coordination with stakeholders. Participate in discussions to support project development.
  • Analyze humanitarian trends, access constraints, and conflict dynamics for adaptive programming.
  • Maintain up-to-date program documentation for timely reporting.
  • Liaise with operations and finance teams for effective program delivery and compliance.

Qualifications:

FOR THE EXPERIENCE AND EDUCATION REQUIREMENTS APPLICANTS MUST MEET EITHER OPTION 1 OR OPTION 2 TO QUALIFY.

Option 1

Experience: A minimum of three (3) years of experience in providing program and administrative support with international assistance, or equivalent work with a private or host-government entity is required. Experience should include a variety of information collection and analysis in an office environment.

Education: A bachelor’s degree in international development, business administration, public administration, project management, economics, finance or public health is required.

Option 2

Experience: A minimum of five (5) years of experience in providing program and administrative support with international assistance, or equivalent work with a private or host-government entity is required. Experience should include a variety of information collection and analysis in an office environment.

Education: Two years of college/university studies is required.

Language*: Fluent English (speaking/writing/reading) is required.

Good working knowledge of Ukrainian (speaking/writing/reading) is required.

Job Knowledge: Knowledge of program/project management, contracting, procurement, funding practices, and financial regulations; understanding of host country institutions, policies, regulations, and bureaucratic processes; knowledge of research and analysis techniques for complex subjects in program areas and core humanitarian sectors: health, WASH, food security, shelter, and early recovery.

Skills And Abilities: Ability to interpret technical requirements, understand contract terms, monitor project execution, review invoices, and inspect deliverables; strong written and oral communication skills for effective bilingual communication with stakeholders; ability to maintain contacts with host government institutions to negotiate program goals and action plans; proficiency in analyzing financial data, preparing budgets, and ensuring financial accountability; effective use of Microsoft Office, Gmail, Google suite, or equivalent software for communication and presentations.
