Introduction

The Mukwege Foundation’s programme portfolio in Ukraine expanding, and thus we are recruiting additional capacity to better support ongoing survivor-centred holistic care programmes in Ukraine.

This is an excellent opportunity for candidates with experience in programme management within international human rights or humanitarian missions and organisations, especially in gender-based violence prevention and response, women or child protection and other work with vulnerable populations. This role will be based in Kyiv and/or Lviv, with in-country travel within Ukraine, as well as some international travel, is expected. If you are considering applying, you should be fluent in both English and Ukrainian, and have a minimum of 5 years of project management experience, including in advocacy and prevention. You should have an affinity for project writing, management, implementation, and monitoring and evaluation.

Background

Since 2018, MF has been engaged in Ukraine, working closely with its partner, the Eastern Ukrainian Centre for Civic Initiatives (EUCCI) and the Ukrainian arm of the Global Network of Survivors of Conflict Related Sexual Violence (SEMA Ukraine). Since the start of the ongoing crisis in February 2022, the Foundation has been supporting members of this network and the work of EUCCI to facilitate access to shelter for displaced persons and survivors.

In April 2022, under the invitation of Ukraine’s Commissioner for Gender Equality Policy, a joint scoping mission was conducted by the Global Survivors Fund (GSF) and the Mukwege Foundation (MF) to assess how best the sister organisations could support Ukraine in strengthening a holistic approach to the prevention and response of CRSV. In July 2022, a joint memorandum of understanding was signed among MF, GSF, the Commissioner for Gender Equality Policy and the Deputy Prime Minister for European and Euro-Atlantic Integration to for reinforcing a holistic response to conflict-related sexual violence in Ukraine, including access to justice and reparations.

MF is seeking a Programme Manager to join its newly formed team in Kyiv, Ukraine, which will support MF’s overall Ukraine country programme and specifically work related to supporting survivor-centred holistic care for victims of conflict-related sexual violence, in the current context. 

Job Overview

In addition to its work connecting survivors in a global movement and supporting the work of national survivor networks, the Mukwege Foundation (MF) collaborates closely with its sister organisation in Democratic Republic of Congo (DRC): Panzi Foundation DRC, to roll out Panzi’s holistic One-Stop-Centre (OSC) model of care for survivors of sexual violence in other conflict-affected countries. This international roll-out includes 1) capacity building efforts and knowledge exchange, 2) financial and other support to multisectoral actors for the provision of holistic care and 3) survivor-centred and survivor-informed advocacy on national, regional and international levels.

In Ukraine, MF has committed to supporting capacities for and access to quality survivor-centred holistic care, and to raise awareness about the availability of holistic care services, for victims and survivors of conflict-related sexual violence. Specific objectives within this programme include for example, accompanying the creation of a national Centre of Excellence for holistic care for women affected by conflict, supporting the creation and functioning of holistic care referral pathways, supporting the development and roll-out of standard, comprehensive training on survivor-centred holistic response to CRSV and supporting survivor-centredness in these policy discussions, efforts and coordination mechanisms.

Work has begun on various objectives included in MF’s programme in Ukraine, and to continue close support of activities and different partners, in the road to making survivor-centred holistic care for women affected by the conflict, MF will recruit a Programme Manager to be based in Kyiv or Lviv in Ukraine. The Programme Manager will be supported by a Fin/Admin Officer and will receive the supervision and support of both the Country Representative and an HQ based Holistic Care Programme Manager.

Main Responsibilities

          Project management and monitoring and evaluation

• Ensure programme activities in Ukraine are aligned with the MOU among MF, GSF and Ukraine and also with different national objectives related to the fight against CRSV.
• Ensure high quality implementation of projects and the country programme in general, in close collaboration with the project coordinators and other technical staff.
• Ensure the administration of sub-grants and follow the implementation of sub-grants to ensure impact related to the programme objectives
• Develop partnerships and manage partners and sub-grants in an effective manner.
• Ensure the systematic application and use of MF’s M&E tools including its PMME toolkit.
• Ensure the monitoring and evaluation of projects in collaboration with different national counterparts, colleagues and external contractors.
• Ensure the proper implementation of MF’s complaints management and response mechanism in its various intervention sites.
• Ensure the quality of projects and activities, in line with the Panzi holistic model of care and MF’s survivor-centred approach.  

      Administration and Human Resources 

• Supporting the recruitment process of additional programme and project staff through the development of TORs, selection of candidates and the organisation of written and oral tests.
• Conduct performance appraisals of staff under your supervision
• Supervise and mentor staff under your responsibility.
• Maintain open lines of communication with all staff in the country team and with partners.
• Coordinate training and capacity-building activities for staff and partners.

      Reporting and other documentation

• Ensure quality collection, compilation and management of data while respecting MF data management and security guidelines and the different relevant protocols.
• Ensure the preparation of narrative reports on different projects with reliable and quality data.
• Contribute to the preparation of proposals, concept notes and other technical documents, as required. 

       Partnerships and representation

• Collaborate with the Survivors’ Movement – SEMA Ukraine – and other survivors and members of the population for the proper development and implementation of activities.
• Ensure good collaboration with partners involved in the programme, as directed by the Country Representative.
• Develop and maintain technical partnerships for the country programme with other relevant NGO and CSO actors.  Accompany partners in the development and implementation of their activities, contributing to MF’s overall objectives for cooperation with Ukraine.
• Contribute to the organisation of events, meetings and conferences related to the country programme.
• Represent the organisation in technical fora, including but not limited to: coordination meetings between implementing partners, clusters and various relevant working groups, coordinated closely with the Country Representative.

       Other programme-related tasks

• Contribute to the overall communication and advocacy efforts related to the national and international programme.
• Ensure the establishment of a survivor-led and driven country programme to ensure that the voices of survivors are central to the country programme and the organisation’s perspectives.
• Represent the Country Representative and carry out other duties as directed by the Country Director, as required.
• Act as a guarantor of the principles and perspectives related to MF’s theory of change in the Ukraine programme.

       Profile and qualifications

• Relevant university degree (e.g. political science, social science, management, gender studies) with 5-8 years of relevant work experience in a comparable context.
• Experience in gender-based violence prevention and response, women or child protection and other work with vulnerable populations. Candidates with technical or educational backgrounds in one of the four pillars of the holistic model of care: medical, psychological, legal or socio-economic support, have an additional advantage.
• Significant experience in project writing, management, implementation, and monitoring and evaluation.
• Proven experience in advocacy and prevention.
• Excellent problem-solving skills.
• Fluency in Ukrainian and English is required.
• Strong writing and communication skills.
• Flexibility, independence, reliability and commitment to the objectives of the Foundation.
• High ethical standards of behaviour, good judgment, respect for others, diplomatic skills, confidentiality and attention to detail.
