Nature of the Consultancy:

The Consultant will support the implementation of IOM Ukraine’s Housing Project, which aims to provision of affordable housing units for internally displaced people in conflict-affected areas of eastern Ukraine. The outcomes of the consultancy will support an in-depth understanding the situation of IDPs in eastern Ukraine their intentions and needs, with a special focus on their housing needs. Furthermore, the consultant will develop a socio-economic mapping to support the selection of appropriate sites for affordable housing, considering the host communities, economic conditions and access to government services. The consultant will review existing data and research reports, from IOM, but also from other available sources and will develop, based on the desk research appropriate survey and research tools and methodologies.

 Objectives:

  • To elaborate overall comprehension on current IDP profiles in Kramatorsk and Severodonesk, as well as at least two other cities in eastern Ukraine to be indicated.
  • To conduct socio-economic research in both Kramatorsk and Severodonesk and at least two other cities in eastern Ukraine to be indicated.

Project to which the Consultancy will contribute: 60-month project ‘Improving Living Conditions of Internally Displaced People in Eastern Ukraine’, which foresees acquiring and construction of tangible number of housing units in two selected towns in eastern Ukraine, establishment and run of the management entities, designed for this project in cooperation with local and central government of Ukraine. Similar project interventions at their design stage.

Tasks to be performed:

  1. Conduct a desk review of available data and research on IDPs and socio-economic conditions in the eastern Ukraine, quantitative and qualitative (Meta-Analysis)
  2. Based on the findings of 1, develop a research strategy to profile IDPs and to conduct a socio-economic survey.
  3. Combine and analyse results from 1 and 2 and develop a combined database for future quantitative analyses.
  4. Provide IDP profiles, quantitative and qualitative.
  5. Provide a socio-economic overview, inclusive thematic maps.
  6. Provide a consolidated report combining the needs and intentions of IDPs with the current socio-economic conditions in the area.
  7. Do the breakdown of COVID-19 impact on IDPs, including the secondary displacement.

Tangible and measurable output of the work assignment (6 months):

NOTE: The consultant will perform the tasks embedded into the housing project team, in very close coordination with other units within the E&S unit, but also other units within IOM Ukraine. IOM will provide mobilisation cost and travel allowances based on IOM internal regulations.

The consultant will have access to IOM staff to conduct field research, translation and other logistical support. The consultant will have to work within the existing safety and security frameworks.

       The successful candidate will be evaluated based on:

  • concept note addressing the tasks described within this TOR;
  • cost per month.
  1. Research report of existing data on IDPs and the socio-economic situation in Kramatorsk and Severodonesk and at least two other cities in eastern Ukraine to be indicated.
  2. IDP profile and intention report for IDPs residing in Kramatorsk and Severodonesk and at least two other cities in eastern Ukraine to be indicated.
  3. Research strategy for quantitative and qualitative research developed.
  4. Research database developed
  5. Indicators and destinations of flows of secondary displacement (particularly due to COVID-19) developed.
  6. IDP profiling developed and consolidated in a Profiling Report inclusive thematic maps.
  7. Socio economic profiles developed inclusive relevant maps.
  8. Consolidated analytic report drafted

Realistic delivery dates and details as to how the work must be delivered:

The consultant will work independently, at the same time gaining the support from the Housing Project staff as necessary.

(S)he will be responsible to inform the Housing Project Coordinator on the work progress on regular basis as necessary.

Performance indicators for evaluation of results (value of services rendered in relation to their cost):

6 months contract:

  • Research report of existing data on IDPs and the socio-economic situation in Kramatorsk and Severodonesk (20% of the contract);
  • IDP Profile and Intentions (20% of the contract);
  • Research strategy (1o% of the contract);
  • Physical data collection and analysis (30% of the contract);
  • Consolidated analysis and reporting (20% of the contact).

Qualifications and Experience:

Education

  • Master’s Degree in Social Science, Public Administration, Economics or related field from an accredited academic institution and at least 7 years of professional work experience

OR

  • Bachelor’s degree with 10 years of professional work experience.
  • Project Management certification is desirable (for example PRINCE2® Foundation).

 

Experience

  • Managerial experience;
  • Proven experience as ESM Consultant;
  • Reports drafting, writing, and reporting skills, confident user of the Microsoft Office Suite;
  • Experience working with IOM or other UN Agency;
  • Knowledge of vulnerable populations;
  • Knowledge of housing sector and context is advantageous;
  • Experience in working in Ukraine is a plus.

Languages:

Fluency in English is required. Knowledge of Ukrainian and /or Russian considered a plus.
