Operations and Procurеment Manager, Finance Manager and Fund Manager

Chemonics International Inc. is looking for a qualified professional to fill the position Operations and Procurement Manager, Finance Manager and Fund Manager

Chemonics seeks one Operations and Procurement Manager, one Finance Manager and one Fund Manager (three job openings) for the Partnership Fund for a Resilient Ukraine (PFRU) programme. The programme has been designed collaboratively, with the Government of Ukraine (GoU) and participating financing partners, including the United Kingdom, Canada, the United States, Switzerland and Sweden. The purpose of PFRU is to support the long-term sustainable development of communities affected by the on-going conflict in east and southern Ukraine, prevent further escalation of the conflict, increase the resilience of communities and help to prepare the conditions for social, economic and political reintegration. The PFRU and its delivery partners will implement activities covering economic growth, service delivery and dialogue promotion. The programme will begin in late 2021 and run for at least three years. The Managers will all be located in Kyiv, Ukraine with occasional travel across eastern and southern Ukraine.

The Operations and Procurement, Finance and Fund Managers will all be working with the Deputy Team Leader to lead the operations of PFRU within Kyiv.

Responsibilities for this position include:

Operations and Procurement Manager:

  • Manage the day-to-day operations of PFRU office including logistics, managing facilities, equipment and inventory. Act as the first line of contact for the project office.
  • Supervise the operations assistant and procurement officer.
  • Maintain regular communications with regional personnel across south and east Ukraine.
  • Supervise the regional representatives based within eastern and southern Ukraine and lead coordination between regional staff and headquarters in Kyiv.
  •  Cultivate, manage and strengthen relationships with local government counterparts, local organisations and other implementing partners.
  •  Ensure that corporate and legal policies are adhered to and operational and procurement controls are in place.
  •  Perform other duties as assigned by the Team Leader and Deputy Team Leader(s) to achieve the programme’s goals and objectives.

Finance Manager:

  • Lead all finance and accounting related tasks to the project.
  • Serve as the primary point of contact with the home office accounting teams.
  • Review expense reports.
  • Enter accounting transactions into the accounting software, ABACUS.
  • Supervise the accountant and bookkeeper.
  • Oversee processing of payroll each month and liaise with income tax authority, social security administration and remit employee withholdings on a monthly basis.
  • Perform other duties as assigned by the Team Leader and Deputy Team Leader(s) to achieve the programme’s goals and objectives.

Fund Manager:

  • Monitor the application, selection process, contracting and management of grants and funding under the PFRU.
  • Manage and monitor grants, including monitoring progress in achieving outputs, milestones, payments and value for money.
  • Work with local CSOs, stakeholders, FCDO and GoU partners and policy institutions.
  • Supervise the fund officer and fund assistant.
  • Perform other duties as assigned by the Team Leader and Deputy Team Leader(s) to achieve the programme’s goals and objectives. 

Qualifications:

  • Significant demonstrated experience in managing teams across a large region, with previous adaptive management knowledge preferred.
  • Demonstrated experience in operations and procurement/finance/funds management.
  •  Political awareness with existing networks across central and regional government in Ukraine.
  • An understanding of the conflict dynamics in Ukraine and the situation with regards to Donbas and Crimea.
  • Familiarity with FCDO and/or UK government reporting.
  • Demonstrated experience working with local government and local organisations.
  •  Strong financial management skills including analytical and decision-making skills.
  • Demonstrated ability in working independently and as part of a team both in-person and remotely. 
  • Strong organisational and work prioritisation skills.
  • Fluent in Ukrainian and English, Russian language also an advantage.
