Project Summary:   

CORE (Community Organized Relief Effort) is a global emergency response organization that brings immediate aid and recovery to underserved communities impacted by crises.  The CORE is present in Ukraine, Poland, and Romania to support the critical needs of refugees in Poland and Romania and IDPs within Ukraine. Our programs focus on activities related to shelter, cash, and food security/NFI support throughout Ukraine. CORE works in partnership with local NGOs and government, and coordinates activities with international agencies, INGOs, and other actors working in the field.    

Purpose of the position: 

In close cooperation with the Monitoring, Evaluation, Accountability, and Learning (MEAL) Manager, the Monitoring, Evaluation, and Learning (MEAL) Officer will be responsible for correctly encoding activities, results, and backup documentation. The MEAL officer will be expected to work with technical teams (designated MEAL focal points) to collect/compile necessary data for reporting; support lessons learned facilitation, track the status of activities and results per activity; ensure the quality of the data management. He/she will also be responsible for assisting in developing the feedback mechanism and gathering any feedback or complaints received from beneficiaries. 

You will be responsible for the following:  

Stream 1: Data collection and evaluation 

– Support accurate and timely data collection for project activities to ensure timely reporting; 

– Ensure proper following of internal project procedures with regard to reporting for Monitoring, Evaluation, and Learning Plan. 

– Maintain records on indicators from partner organizations and managers, including ensuring e-copies of backup verification documents/files are saved to SharePoint; 

– Support MEAL Manager in responding to requests from project staff and CORE HQ; 

– Assistance with data reporting (donor reports, internal reports, 5W, etc); 

– Other duties as assigned by the MEAL Manager, Program Manager or HQ MEAL team; 

– Field monitoring visits as required. 

Stream 2: Feedback Mechanism development and maintaining 

– Support the MEAL manager in establishing and managing a community-based Feedback Mechanism (FBM) for CORE Ukraine projects open to partners and community members that are inclusive, safe, and accessible; 

– Receive and categorize beneficiary feedback via the established channels; 

– Share feedback with relevant colleagues according to the standard operating procedures (SOPs) and support follow-up as appropriate, including support to validate the information; 

– Maintain an up-to-date and confidential database of ongoing and closed cases; 

– Analyse trends and implementation of the FBM, such as types of cases, disaggregated information on complainants, and percentage of cases closed on time; 

– Explore ways to continuously improve the timeliness of the feedback cycle and accuracy of data according to the FBM categories and classifications; 

– Ensure a high level of confidentiality and data privacy is always maintained. 

QUALIFICATIONS
– At least 3 years of work experience as a MEAL employee with at least 1 year of MEAL experience in humanitarian projects;
– Advanced university degree in social sciences, business administration, humanitarian practice, international development, public administration, or related field preferred;
– Experience in the design and implementation of digital tools for the MEAL component of programs;
– Experience in providing data input and reporting to relevant UN clusters’ databases/reporting forms;
– Ability to guide, coach, and oversee implementing partners to produce accurate and timely data input and reporting;
– Excellent communication, writing, and organizational skills;
– Strong interpersonal and intercultural skills;
– Ability to work in a multicultural context as a flexible and respectful team player;
– Strong verbal and written Ukrainian and English language skills,
– Knowledge of statistical software (R, SPSS, etc.) and visualization software (e.g., ArcGIS, qGIS, Smartsheets, PowerBI, KoBo, Tableau) preferred

Remuneration Package: according to the interview results.
