DAI, a global development company based in the United States, is seeking an Office and Human Resources Manager for its USAID Economic Resilience Activity project. The project hopes to improve the overall economic resilience of eastern Ukraine.

Office and Human Resources Manager

Location: Kramatorsk

Role’s Purpose

The Office and Human Resources (HR) Manager will manage and oversee a team of administration support staff including: Interpreter/Translator, Administration and Procurement Assistant, Driver, and Office Cleaner. S/he will manage and oversee regular project recruitment and human resource activities.

 Objectives and Duties:

 Facilities and Administration

  • Manage support staff and services, including vehicle licensing, operations and maintenance, and insurance management and reporting.
  • Ensure adherence to operational budget for office procurement of goods and services.
  • Oversee regular inventory audit and reporting, ensuring that asset labels are affixed to project property and added to property insurance.
  • Manage the office driver, including regular auditing of mileage and fuel trackers

 

Human Resource Management:

  • Post advertisements for project recruitment needs.
  • Shortlist and screen applicants, schedule and participate in interviews, and make hiring recommendations.
  • Facilitate any required candidate testing and notify applicants of the results of the selection process.
  • Check professional references, verify EBDs, and prepare offers of employment and employment contracts.
  • Ensure recruitment and personnel actions are compliant with DAI policies and procedures, contract requirements, and USAID regulations
  • Provide applicants and new hires with information about the job, including onboarding requirements.
  • Establish calendar and process for completing annual and probationary employee performance evaluations.
  • Create and maintain all hard and soft copy personnel files
  • Manage timesheets and leave balance tracker on a monthly basis.
  • Manage termination procedures, including arranging exit interviews, and collection of all equipment and termination documents

 Policies & Procedures

  • Responsible for gaining comprehensive knowledge of project’s personnel policies and procedures, as outlined in the project’s Field Operations Manual (FOM).
  • Ensure staff understand how to use project management systems, including TAMIS and the FOM, as part of their onboarding.

 Supervisory Responsibilities:

  • Supervises, trains, and mentors’ administrative support staff.
  • Plans, assigns, and directs work; appraises performance, addresses and resolves problems

 QUALIFICATIONS:

  • A Bachelor’s degree in human resources, business, or related field preferred
  • 3 – 5+ years’ progressive work experience in recruitment and human resources management
  • Direct and recent experience with USAID regulations and procedures highly preferred.
  • Must be familiar with local labor laws
  • Previous experience preparing and negotiating employee and consultant contracts.
  • Demonstrated excellent interpersonal, managerial, organizational and detail-orientation skills.
  • Ability to work on own initiative/proactive attitude and have strong skills in teamwork.
  • Ability to respond effectively to time sensitive demands & inquiries 
  • Proficiency using Microsoft office suite, and other relevant software
  • Demonstrated strong problem solving skills as well as exceptional customer relations (both internally & externally)
  • Excellent organizational skills with a willingness to take initiative and be proactive
  • Ability to manage and prioritize multiple responsibilities
  • Excellent communications and personnel management skills and ability to relate to people at all levels of an organization and of different multi-cultural backgrounds
  • Extremely well organized and self-directed individual
  • Fluency in English is required
