Position Summary
Momentum Wheels for Humanity is preparing to implement a five-year U.S. Government funded Physical Rehabilitation Activity (Rehab4U) in Ukraine. The primary objective of the project is to strengthen and expand access to quality rehabilitation services as an integral component of the national health system. This initiative is designed to address both pre-existing gaps and the increased demand for multidisciplinary rehabilitation caused by the ongoing war. Rehab4U aims to support the restoration of health services while advancing the development of sustainable infrastructure, assistive technologies, and a skilled rehabilitation workforce.

Overall Responsibility: The Objective 2 Lead will oversee the implementation of activities under Objective 2 of the Rehab4U Activity. This includes building a model for PHC-based rehabilitation, strengthening the capacity of a Center of Excellence for spinal cord injury (SCI), improving AT provision, and supporting educational reforms aligned with international standards.
Specific Tasks:
Project Management
- Lead strategic and operational planning for Objective 2 activities.
- Develop annual and quarterly work plans aligned.

Ensure activities are implemented on schedule and within budget.

Supervise and coordinate with local partners, sub-awardees, and consultants.

Coordinate with national and local government bodies for alignment and support.
- Represent the Objective 2 component in technical working groups and donor meetings.
Capacity Building
- Coordinate with the Ministry of Health and expert working groups to review, adapt, or develop national rehabilitation clinical protocols.
- Provide technical guidance and facilitate training of-trainers sessions for frontline providers.
- Support the integration of inclusive practices addressing the needs of vulnerable and marginalized groups.
- Establish partnerships with rehabilitation facilities and service providers for on-the-ground implementation support.
Service coordination- Design a person-centered case management model based on international best practices.
- Conduct needs assessments in six hromadas to inform PHC rehabilitation service design.
- Lead pilot testing of the PHC rehabilitation model, monitor effectiveness, and revise based on findings.
- Organize training and mentorship programs for the Center of Excellence in spinal cord injury care.
- Lead the development of standard operating procedures (SOPs) for AT services.
- Collaborate with stakeholders to propose legislative improvements for AT service regulation.
Education Programs: - Provide technical assistance to universities updating PT, OT, and P&O curricula.

Coordinate faculty training sessions and continuous development professional opportunities.

Facilitate the development and implementation of Training of Trainers (TOT) programs for P&O educators.

Support the creation of OT master’s programs by guiding accreditation processes and faculty preparation.

Coordinate with international academic partners for benchmarking and resource sharing.
Monitoring and Reporting]
Lead the drafting of quarterly and annual technical reports, ensuring accuracy and alignment with US Goverment requirements.
- Track implementation milestones and prepare updates for internal and external stakeholders.
- Develop tools to document best practices and lessons learned from pilot sites and training initiatives.
- Contribute to adaptive management by proposing adjustments based on monitoring and feedback.
- Represent and lead donor monitoring visits.
- Participate in MWH Ukraine team meetings.
Minimum Requirements
- Education: Advanced degree in public health, healthcare management, rehabilitation sciences, or a related field.
- Experience:
- At least 7 years of demonstrated experience in leading and managing complex health sector projects, preferably in the field of rehabilitation.
- Proven track record in strategic planning, policy development, and capacity building.
- Experience working with government agencies, international organizations, and NGOs.
- Strong understanding of the Ukrainian healthcare system and rehabilitation sector.
- Skills:
- Excellent leadership, communication, and interpersonal skills.
- Strong analytical, problem-solving, and decision-making abilities.
- Proven project management and organizational skills.
- Fluency in Ukrainian and English (both written and spoken).
