Position Title: National MHPSS Officer (Hotline)
Duty Station: Kyiv, Ukraine
Classification: National Officer, Grade NO-A
Type of Appointment: Special Short-Term, Six months with the  possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The International Organization for Migration (IOM) is the UN Migration Agency.  With 175 member states it is committed to the principle that humane and orderly migration benefits migrants and society. Established in 1951 and now active in over 400 field locations worldwide, IOM works with partners, government, and civil society to:

  1. Assist in meeting the operational challenges of migration and mobility.
  2. Advance understanding of migration issues.
  3. Encourage social and economic development through migration; and
  4. Uphold the human dignity and well-being of migrants and mobile populations.

IOM Ukraine operates a well-established, tool-free mental health and psychosocial support (MHPSS) Hotline serving conflict affected populations in the country. The Hotline is staffed by psychologists and a psychiatrist who provide tailored and confidential support to callers. The Hotline staff have maintained the Hotline’s operation throughout the war, while themselves were impacted by the crisis. Currently the Hotline is offering its services in Ukrainian, Russian, English, Arabic and Bengali.

Under the overall supervision of the Chief of Mission and the Deputy Chief of Mission (Programmes) and the direct supervision of the Senior Programme Officer (MHPSS), the National MHPSS Officer (Hotline) will coordinate and technically supervise the activities of the IOM Hotline for emotional and psychosocial support provided over the phone and through online platforms to people in need in Ukraine with a particular focus on internally displaced populations (IDPs).

Core Functions / Responsibilities:

  1. Coordinate the implementation of the MHPSS Hotline in line with IOM’s operational planning in Ukraine and with MHPSS programming objectives and outcomes.
  2. Organize all aspects related to the operation of the MHPSS Hotline by coordinating the administrative, logistic and IT aspects of the Hotline, including proper functioning of devices to provide remote MHPSS services.
  3. Ensure compliance with IOM and donor requirements, including those related to procurement, maintaining close contact with relevant IOM Ukraine support units.
  4. Act as a technical focal point for the Hotline and support in establishing new and updating existing protocols for managing sensitive and complex cases (e.g. cases of suicidality, self-harm, psychoses, violence threat and other protection concerns)
  5. Streamline the protocols and tools utilised within the framework of the PFA, crisis response and the short/medium- term counseling. 
  6. Ensure ongoing capacity building and technical support for the Hotline personnel, including adaptation and supporting the delivery of trainings.
  7. Contribute to the quality assurance system for case management done within the Hotline.
  8. Ensure proper and appropriate distribution of caseload among the MHPSS Hotline Consultants.
  9. Support in dissemination of updated service mapping and referral pathways among the team members including by getting in contact with other service providers and partners.
  10. Act as a liaison between Hotline personnel and other IOM units.
  11. Continuously identify and communicate gaps, challenges and best practices with Hotline consultants and other MHPSS colleagues
  12. Produce weekly, monthly or ad hoc reports on number of cases, number of sessions, referrals, statistics and trends, granting confidentiality and adherence to data protection and ethical standards.
  13. Support the MHPSS programme management with cultural adaptation of standard programming.
  14. Keep track of the availability and needs on IEC material for the Hotline and support distribution to collective centres and other locations of interest.
  15. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Bachelor’s degree or equivalent in Clinical, Counselling, Social or Educational Psychology, Counselling, Anthropology, Mental Health, Humanities or Social Sciences with at least two years of professional experience; OR
  • Master’s degree in the above-mentioned fields.

Experience

  • Previous experience working on Mental Health and Psychosocial Support (MHPSS) programmes (required), with leadership roles (desirable).
  • Strong command and ability to fluently communicate about technical MHPSS subjects formally in Ukrainian, English and Russian (required).
  • Experience in community-based team supervision, monitoring and evaluation (desirable).
  • Previous experience working with beneficiaries’ data management, reporting on project activities while respecting data protection and management guidelines (required).
  • Experience working in accordance with the Interagency Standing Committee (IASC) Skills in representation, liaison with different government authorities at local level (desirable).
  • Experience in working within a Helpline, Hotline, Crisis line or Call Centre (desirable).
  • Experience in team management (desirable).

  • Good written and oral communication skills, effective in representation and liaison with external parties.

  • Good report writing skills.
  • Communication skills with a wide range of people, including people of culturally diverse backgrounds.
  • Computer literacy (Microsoft Word and Excel).

Languages

Fluency in English and Ukrainian is required (oral and written).

Fluency in Russian is desirable.
