Position Title: National Programme Officer – Emergency Health Coordination
Duty Station: Uzhhorod, Ukraine
Classification: General Service Staff
Type of Appointment: Special Short-Term ungraded
Duration: Six months with possibility of extension
All Inclusive Salary: 2300 USD per month
Estimated Start Date: As soon as possible

Context: 

Under the overall supervision of the Chief of Mission (CoM) and Emergency and Stabilization Programme Coordinator and under the direct supervision of the Migration Health Programme Manager Emergency Response, the successful candidate will be responsible for supporting the coordination of IOM led Health Cluster coordination activities in Ukraine, in coordination with relevant co-lead partner(s).

Core Functions / Responsibilities: 

  1. Coordination and Information Sharing 
  2. Lead the coordination of the Displacement and Health Working Group – for IOM under the Health Cluster, including:
  3. Organise regular Working Group meeting
  4. Set agendas in coordination with other working groups under the Health cluster
  5. Facilitate meeting logistics such as simultaneous translation and online platform
  6. Chair the meetings in partnership with co-chair
  7. Ensure minutes of meetings are drafted and shared with working group members and saved on a central platform
  8. Represent the interest of the working group in discussions and cluster coordination meetings at sub national and national levels and ensure a harmonized and coordinated response to displacement by health partners. 
  9. Ensure and support the coordination of data collection and reporting by partners (including 5Ws and use of health information management tools) to the Health Cluster and Ministry of Health as per standards. 
  10. Coordinate the development of technical guidance for partners as needed. 
  11. Advocate for support for partners from other working groups and the broader Health Cluster
  12. Maintain an up to date list of working group partners and act as the main interface for the Displacement and Health Working group with Ministry of Health, national Health Cluster and partners, including the routine sharing of information.

2. Planning and preparedness

a. Lead on Working Group planning at national and subnational level with regards to developing displacement response strategies and contingency planning in collaboration with working group members and contribute to development of broader action plans under the national Health Cluster;

b. Together with working group members undertake activity mapping and identify any geographic or programmatic gaps.

c. Identify the training needs and develop a capacity building strategy accordingly.

d. Organise joint field missions, needs assessments and analysis among working group members and participate in cluster needs assessment exercise; 

3. Information management (IM) and reporting 

a. Coordinate closely with all working group members and Health Cluster Information Management Officers to disseminate and train partners on agreed upon health information management reporting tools for the field; 

b. Work with IOM’s Displacement Tracking Matrix, IOM Health Information Management and Health Cluster Information Management colleagues to generate Displacement and Health IM products at sub national and national level and disseminate to relevant Government partners, cluster partners and other stakeholders 

c. Provide regular Displacement and Health Working Group updates to the national Health cluster and other relevant coordination platforms; provide weekly updates to IOM Migration Health Programme Manager on activities conducted, using tools provided by the Health Information Management Officer, as well as reporting for Sit Reps like key achievements and challenges encountered through established channels of communication within the Migration Health Emergency Unit; ensure documentation of all health and related activities.

5. Application of standards and guidelines 

a. Facilitate discussion and agreement on the use of common standards and harmonized tools and methodologies among working group members; 

b. Promote awareness of and adherence to relevant policy guidelines, codes of conduct and examples of good practice by all working group members, taking into consideration the possible need for local adaptation both in terms of language and content;

6. IOM Response:

a. Assist with migration health project development, monitoring and evaluation, and reporting.

b. When requested, represent IOM at relevant coordination meetings and maintain coordination and cooperation with local health authorities (including the Ministry of Health) and partners (WHO/Health Cluster, Sub Cluster Working Groups, UNICEF, as well as other actors).

7. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree in nursing, medicine, community or public health or a related field from an accredited academic institution; or 
  • Bachelor’s degree in the above fields with two years of relevant professional experience.

Experience 

  • At least two years of operational and field experience in implementing emergency health activities, including those for migrants, refugees and displaced persons and other vulnerable groups; and early recovery or post-crisis emergency health programming. 
  • Demonstrated experience in cluster coordination and liaison with government authorities, knowledge of structures and functions of the primary health care system, and of national, UN and international health agencies and donors.
  • Experience working in the UN system is an advantage as well as experience liaising with governmental and diplomatic authorities as well as with national and international institutions..
  • Experience in project implementation and management experience, including project monitoring and reporting.

Knowledge of health-related technical guidelines and standards;

  • Excellent communication, presentation and writing skills with strong computer literacy, especially advanced working knowledge of Microsoft Office.

Languages

Fluency in English and Ukrainian is required.
